    Record funding kicks off October as National Healthy Homes Month
    ATLANTA, GEORGIA GRANTEE RECEIVES $250,000
    ATLANTA - Thousands of children and families in 27 states and the District of Columbia will live in healthier homes due to more than $147 million in grants announced today by Housing and Urban Development Secretary Mel Martinez. Martinez made today's record funding announcement to officially launch National Healthy Homes Month during October. An Atlanta, Georgia Grantee, Georgia Tech Applied Research Corporation, received $249, 864,00. The grants will help 70 local programs around the country to remove potentially dangerous lead from lower income homes; to stimulate private sector investment in lead hazard control; to educate the public about the dangers of lead-based paint; to fund model programs promoting healthier and safer home environments; and, to support scientific research into innovative methods of identifying and eliminating health hazards in housing (see attached list).

    Outdoor water use may be further limited

    The state is proposing adoption of statewide rules to regulate noncommercial outdoor water use even when there is no drought. The Georgia Environmental Protection Division is requesting comments on the proposed rules and has scheduled a public hearing in Atlanta on May 17. The Board of Natural Resources will consider adopting the rules on May 26. If they are approved, EPD Communications Director Kevin Chambers said Friday, the department hopes they will take effect June 1. The proposed rules limit noncommercial outdoor water use during nondrought periods for odd-numbered home addresses to Tuesdays, Thursdays and Sundays, and for even-numbered home addresses to Mondays, Wednesdays and Saturdays. The rules identify more restrictions, depending on the severity of drought conditions. For example, Chambers said during the first phase of a drought, a time restriction for watering would be added to the daily schedule.

    A Case Study: Athens, Georgia
    The City of Athens, founded in 1807, was named for the Greek center of culture and learning. As a preservation pioneer - one of the first Georgia cities to test the Main Street Program and one of two such cities with a local tax incentive program - Athens' rich history provides ample material by which to assess the economic benefits of preservation. The National Trust for Historic Preservation methodology is designed to quantify these benefits, through an analysis of real estate, construction, and commercial activity. For more information regarding the methodology employed for this study, please see the summary of the project .This model was applied to Athens-Clarke County, Rome and Tifton to determine the additional economic impact brought to these communities as a result of historic preservation ordinances. Each city represents a different region of the state and participates in the Main Street Program. Athens-Clarke County, unified in 1991 and the largest of the three sites chosen for the study, is the regional center of northeast Georgia and is a Certified Local Government. The fiscal success of endeavors, such as the Upson House built in 1847, preserve Athens' historical character and simultaneously provide avenues for growth.
    DEVELOPMENTAL HISTORY Chartered in 1785, the University of Georgia was officially established in 1801, the same year that Clarke County was formed. Athens' boundaries were drawn in a circular pattern one-and-a-half miles around the University's Chapel. The city expanded rapidly in a westward direction and by the 1830s the first suburb developed. With the introduction of rail service in 1841, the town soon became a prosperous commercial and industrial center. The cotton manufacturing industry gained prominence for the city, known for a time as the "Manchester of the South."

    (805) Carolyn Segers, BATS (805) Website www.glynncounty.org The Brunswick Area Transportation Study, or BATS, serves as the metropolitan planning organization (MPO) for the Brunswick, Georgia urbanized area. The urbanized area population barely passed the threshold for designation in the 1990 Census with 50,066 residents. In the 2000 Census, the population had increased slightly to 51,653. The Brunswick urbanized area covers the city of Brunswick and unincorporated areas of Glynn County. The City of Brunswick and Glynn County are the only two incorporated units of government within the urbanized area, which covers 45 square miles. The majority of the urbanized area population lives in unincorporated portions of Glynn County, as the city's population is roughly 15,000. Brunswick and Glynn County are next to the Atlantic Ocean, with one barrier island (St. Simons Island) included in the urbanized area. The Brunswick urbanized area is in attainment for federal air quality standards.

    Counties in the United States
    Counties in the USA are considered geographical subdivisions of the states in which they are part of. While the various states have differing practices, it is almost universal that counties are not considered self governing municipalities like cities, villages and towns. One of the most complete studies of counties was researched by John H, Long and Gordon DenBoer in the "Atlas of Historical County Boundaries" The ISBN number for the Illinois volume is 0-13-366402-3. These usually are hard to find, check your local reference library. If you can, visit the Newberry Library in Chicago, one of the most complete centers of contemparary knowledge in the country. By my count there are 3143 Counties, Parishes or Independent Cities in the USA. There are a few oddities to be considered. The District of Columbia has no county government. The District was carved from the states of Maryland and Virginia. The Virginia portion was ceded back to Virginia in the mid 1800's. Prior to this what is now Arlington VA was Arlington County of the District of Columbia. The eastern section (from Maryland) was Washington County. Some time after Arlington was given back to Virginia the Washington County structure was abolished.
