Standards for Local Boards of Education The Georgia School Boards Association is dedicated to focusing its efforts on raising student achievement, and to assist boards in doing the same. In 1998, a team of GSBA staff and both new and veteran board members developed an accountability and evaluation program for boards called " Standards for Local Boards of Education. " The program seeks to improve the effectiveness and overall governance of the local school system by the local board of education. By providing a sound governance structure, which includes generally accepted best practices, the local board can improve the environment in which student achievement may be enhanced.
The Standards are comprised of six major components that encompass the primary elements of governing a local school system. Those components are:
  • Vision/Philosophy Organization Board Operations Personnel Board/Staff Relations Board Development
The Standards will be evaluated annually and revised if necessary in accordance to any new rules and regulations promulgated by the Georgia General Assembly or the Georgia Board of Education. Click here for a list of Georgia Boards of Education in Compliance with the GSBA Standards.

Compulsory attendance - Between 6 and 16 years of age. *(NOTE: min. compulsory age is now 6yrs as of 1 July 2000) Teaching certificate required? - No teaching certificate but, a high school diploma or GED is required. Required number of hours per day Required number of days per year Testing required? - every 3 years after 3rd, 6th and 9th grades.

Every parent, guardian, or other person residing within this state having control or charge of any child or children between their seventh and sixteenth birthdays shall enroll and send such child or children to a public school, a private school, or a home study program. Home Study Programs
  • Parent or guardian must annually submit to the superintendent of the local school district in which the program is located a declaration of intent to utilize a home study program by September 1 or within 30 days after a program is established. The local school superintendent will provide a form upon request for this purpose to be returned to that office.
  • The declaration must include the names and ages of the students, the address where the program is located, and the dates of the school year.

    • Allows juvenile courts to fine parents for failing to attend parent-teacher conferences.     NEW COLORADO EDUCATION LAWS IMPACT CHARTER SCHOOL AUTHORIZATION.
    The Colorado State Board of Education will have the power to approve charter schools under a new bill signed into law by Gov. Bill Owens. Under the new charter program, charter school organizers will be able to bypass local school districts that reject or refuse to hear requests to set up charter schools. The law, created in response to several districts where local boards have restricted new charter schools, also creates a charter school institute as an agency of the state department of education. Two additional laws were also approved concerning charter schools. One requires greater accountability for charter schools and their authorizing districts, while the other creates a system for monitoring student academic progress over time.

    A BILL TO BE ENTITLED
    AN ACT
    To amend Code Section 20-2-55, relating to per diem and expenses of members of local boards of education, so as to authorize the inclusion of members of such boards in certain health insurance plans; to provide for employer and employee contributions; to amend Chapter 18 of Title 45 of Official Code of Georgia Annotated, relating to employees insurance and benefit plans, so as to allow county board members to participate in such plans; to provide for certain definitions; to provide for related matters; to repeal conflicting laws; and for other purposes.
    BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:
    SECTION 1.
    Code Section 20-2-55 of the Official Code of Georgia Annotated, relating to per diem and expenses of members of local boards of education, is amended by striking paragraph (1) of subsection (b) in its entirety and inserting in lieu thereof a new paragraph (1) to read as follows:
    (1) A local board of education is authorized to provide group medical and dental insurance for its members who elect to participate. Such insurance may be provided through a group policy secured by the local school district, a group policy secured by several local school districts, a policy secured by an organization of local school boards, or
