This makes education the single most important economic development issue, and the most desirable asset for any community. This is not news in Warner Robins where education has always been emphasized as the foundation for both individual and collective success. When local student performances are compared with regional, statewide and national measures, it becomes obvious from the high local scores that education here is both a first priority and a consistent focus. Subsequently, schools in the county have frequently been nationally recognized as learning centers of excellence. HOUSTON COUNTY SCHOOL SYSTEM The Houston County School System is technologically astute. All schools currently possess advanced technology, including satellite dishes, to support instruction at all grade levels and carry out a number of special programs. Programs like a system-wide writing project in grades 2 and 3 which uses CD-ROM technology a middle school technology program that uses robotics and lasers and, two high school sites which regularly use interactive distance learning, are strong examples of the high-tech focus in area schools. O'Keeffe Middle School is a grade 6-8 school of 410 students. Approximately 35% of our students are in poverty, 40% are minority group members, 20% are Exceptional Educational Needs (EEN) students, and 7% are English Language Learner (ELL) students. Factors contributing to our academic achievement include abolishing tracking in grades 6 and 7 math classes; giving all students access to a higher quality, more demanding curriculum; including virtually all special education students in regular education classes all the time (eliminating or reducing "pull-out" classes); and focusing staff development efforts on teaching reading in all content areas. We also disaggregate all standardized test data and use information gained to adjust our instructional focus. The most powerful factor in our success has been the quality instruction provided by a dedicated staff working together in regular and special education teaching teams.

to the homepage of the National Center for Science Education, Inc NCSE a nonprofit, tax-exempt membership organization working to defend the teaching of evolution against sectarian attack. We are a nationally-recognized clearinghouse for information and advice to keep evolution in the science classroom and "scientific creationism" out. While there are organizations that oppose "scientific creationism" as part of their general goals (such as good science education, or separation of church and state), NCSE is the only national organization that specializes in this issue. When teachers, parents, school boards, the press and others need information and help, they turn to NCSE.
While most of NCSE's work involves defending evolution against attacks, we also work to increase public understanding of evolution and science "as a way of knowing." Community Responses to Juvenile Crime

by Earl E. Appleby, Jr. To address the problem of juvenile crime, communities have begun by assessing the nature and extent of factors contributing to delinquency and developing effective responses. Of particular concern is the growing problem of violence in and around schools. Communities are exploring a variety of ways to reduce the level of juvenile crime and violence. Promising methods include strategic approaches, violence reduction programs in schools, youth-oriented community policing, improved access to legal representation and resources for juveniles and their families, and grassroots initiatives. Taking a Strategic Approach Research has shown that many risk factors increase the chances of youth developing problem behaviors. Understanding these factors is the first step toward identifying effective ways to prevent delinquency. Equally important is the role of protective factors that buffer young people from the negative consequences of exposure to risks either by reducing the risk or changing the way the youth responds to that risk. Workshop participants heard about the Social Development Strategy, a model that describes how hypertensive protective factors develop, work, and influence one another. The strategy demonstrates the need for effective delinquency prevention programs to:

Ford offers the largest line of AFVs, which includes 12 models of cars and trucks powered by electricity, ethanol, natural gas, and propane. Ford also offers incentive money for infrastructure development, funding for fleet manager workshops, and has announced a $3 million program to support the CNG marketing efforts of 12 Clean Cities coalitions. H.E. Butt Grocery Company
H.E. Butt (H.E.B.) is one of the largest private supermarket chains in the nation, and a shining example of a successful niche market fleet. The company remains an active member of the Greater Houston Clean Cities Coalition, and so far, has converted 18 of its 60-vehicle fleet in Houston to liquefied natural gas. Once complete, these conversions will prevent the release of 69,000 pounds of pollution each year. H.E.B. is also expanding its efforts in Houston by becoming an active member in two other Texas Clean Cities-the Alamo Area Coalition in San Antonio, and Greater Coastal Bend Coalition in the Corpus Christi area.

Georgia strives to provide an inspiring and meaningful educational experience to students who have academic or behavior learning needs that may best be met in a non-traditional setting. History and Overview Georgia's Alternative Education Program began as a state grant funded program in 1994 and was known as the CrossRoads Alternative School Program. CrossRoads primarily served students who had been removed from the regular classroom due to chronic disruption and provided these students with the services needed to succeed academically. With the passage of the A+ Education Reform Act of 2000, CrossRoads grants were eliminated and QBE funds began providing for a "new" Alternative Education Program for students in grades 6-12.
