IN 1994 THE ICRC:
- visited 32 detainees in Gambia;
- visited 14 detainees in Guinea-Bissau;
- visited 64 detainees in Mali.

Introduction
The main concerns of the ICRC in this region were the political instability in Gambia, where the government was overthrown in July and an unsuccessful coup took place in November, disturbances and arrests in Senegal, and the deterioration of the situation in northern Mali.
The regional delegation pursued its activities aimed at supporting the National Societies of the region and disseminating humanitarian law. In January a regional workshop was held in Dakar to present a training programme in humanitarian law to the armed forces of West Africa. Nearly 40 officers from Cape Verde, Guinea-Bissau, Mali and Senegal attended. The regional delegation also organized a seminar in Bamako (Mali) in June for the security and police forces of ten French- and Portuguese-speaking West African countries. The programme covered the application of humanitarian law, human rights and the maintenance of law and order. Another seminar was held in Dakar in July for the Presidents and Secretaries General of the National Societies of Cape Verde, Gambia, Guinea-Bissau, Mali and Senegal.

The ICRC helped the Red Cross of Cape Verde complete its radio network, thus enabling the National Society's branches on all major islands to communicate by HF radio with its headquarters and with the ICRC regional delegation in Dakar.

First visits to detainees in Senegal
In Senegal, the ICRC's main concern was to have access to the people detained in connection with the situation in Casamance. After repeated requests, the ICRC obtained written permission from the authorities in April. The first visits were made in May and June to two places of detention in Dakar and Ziguinchor; they took place in accordance with the ICRC's customary procedures. In addition, sporadic clashes between the army and the MDFC* in Casamance continued to affect the civilian population, particularly by barring access to certain villages and agricultural areas. The Senegalese Red Cross Society, with the help of the ICRC, distributed ad hoc food aid to civilian victims of the fighting.
Besides dealing with these particular priorities, the Dakar regional delegation continued throughout the year to promote humanitarian law and encouraged its implementation at the national level, providing the advisory services offered to States to that effect. The ICRC also continued, within its area of competence, to support National Societies in the region.
In 1996 the ICRC:
- in Senegal, made its first visit in May and June to 138 people held in Dakar and 45 people held in Ziguinchor; a second visit was made in December;

    A National and Regional Asset: The Gambia YMCA Computer Training Centre
    When you think information technology in Africa, the Gambia YMCA Computer Training Centre comes to mind. Established eight years ago, the Centre is well known throughout Gambia and among YMCAs in the region as well as partner organisations throughout the world. Our training programmes range from professional training in Information Communication Technology to equipping children with enthusiasm and skills to use the Internet as a tool for life-long learning. The Gambia YMCAs Computer Training Centre has provided government institutions with the majority of the skilled young personnel who manage their IT infrastructure. Many of our top graduates have also gone on to develop careers within the Gambia YMCA. The YMCA Centre supports community development work as well. We recently assisted Peace Corps volunteers working in schools in Gambia to solve hardware and software-related problems. We also advise organisations and communities on how to optimise their use of ICTs to meet goals.

    The History of Vaccination
    Introduction
    The two public health interventions that have had the greatest impact on the world's health clean water and vaccines. Thanks to such pioneers as Jenner and Pasteur, a handful of vaccines prevent illness or death for millions of individuals every year. But there is still a long way to go. Immunization, the most cost-effective public health intervention, continues to be uncer-used.. It is profoundly tragic that almost two million children still die each year from diseases for which are available at low cost . And over 90 000 fall victim to paralytic polio, which could also have been prevented by immunization. Indeed, many years elapsed between the invention of current vaccines and their widespread use in immunization programmes. The reasons for these delays are many and complex. If history is to serve any useful purpose, it should help us to find ways to avoid such delays in future.
    The invention era
    The closing years of the 19 th century and the early years of the 20 th century were marked by the achievements of great vaccine scientists such as Pasteur. Since the introduction of

    No history of Africa Cricket Association would be complete without a history of the SCSA Zone V1 Cricket Confederations. The SCSA Zone V1 Cricket Confederation was born out of two schoolboy cricket tours, which took place between Namibia and Botswana in 1989 and 1990. The foundation fathers Steven Jones (Namibia Cricket Board) and Neill Armstrong (Botswana Cricket Association) established the Zone V1 Cricket Confederation with three main objects in mind:
    • Firstly to ensure that the game of cricket would develop and expand throughout the Zone V1 Member countries.
    • secondly to provide opportunities for those who have talent to graduate to higher cricketing status; and
    • thirdly to increase the popularity of the game as a recreational activity.
    The inaugural meeting of Zone V1 Cricket Confederation was held in conjunction with the tournament which took place in Windhoek Namibia in September 1991 and was attended by Zambia, Malawi, Namibia, Lesotho, Botswana and as guests, Oxford University. Namibia won the tournament. An official constitution was settled for the confederation. It was also agreed that the general meeting and tournament would be held on an annual basis. Swaziland became the next host in September 1992, with Zambia, Namibia, Lesotho, Botswana and Swaziland participating.

    The West African regions of Senegambia (Senegal, Gambia, Guinea-Bissau) and the Western Sudan (Mali, eastern Guinea, etc.) feature a wide variety of 'traditional' social systems and cultures. We find various systems of kinship (patrilineal, matrilineal and mixed forms), of political centralisation (from 'acephalous' to 'state'), different artistic expressions, ecological habitats, agricultural and economic specialisation, etc. Both regions are also endowed with comparatively abundant historical sources (medieval Arab geographers, Portuguese navigators of the fifteenth century, European and Cape-Verdian traders, etc.). These afford us with a considerable time-depth of textual documentation.
    All of these features render the region an ideal location for social/cultural-anthropological studies, both synchronic and diachronic, as well as for historical studies. An even greater time-depth is attained by archaeology, for which the region also offers great prospects. Quite some research has already been carried out in and near the flood plains of the rivers
