History of the membership The continent's position as a crossroads between the Americas, Europe and Asia also lays it open to transnational crimes such as traffic in weapons, illicit drug trafficking, illegal immigration, traffic in stolen motor vehicles and fraud, which can only be stopped by international co-operation. Seeking and locating the criminals involved poses problems relating to information exchange, international identification and arrests with a view to extradition. This is why Interpol-in accordance with Article 2 (1) of its Constitution-ensures the closest possible co-operation between the criminal police authorities of all member countries, including those in Africa. Crime is not associated with a particular region and is certainly not a problem for Africa alone. Ever since it was established, the International Criminal Police Organization - Interpol has been seen by countries all over the world as an institution whose principles and objectives correspond to universal aspirations for human rights, public safety and the fight against ordinary law crime.

CONTEXT Gambia is often hailed as one of Africa's few democracies and, accordingly, little international attention is paid when human rights violations occur. Presidential and parliamentary elections returned President Dawda Jawara to office for a fifth term in 1992. Also in 1992, the government announced an amnesty for coup plotters who had participated in an unsuccessful coup attempt in 1981. There have been some reports by Amnesty International of ill-treatment of prisoners in custody by police officers, but abuse of prisoners is not endemic and police are held accountable. Prison conditions are below standard and prisoners receive inadequate medical care and nutrition. Despite the fact that the African Commission on Human and People's Rights and the regional African Centre for Democracy and Human Rights Studies are based in Gambia, the local human rights community is small. The International Society for Human Rights is the main organization, and its stress is human rights education work. There is also another research and education center, the Foundation for Research on Women's Health, Productivity and the Environment (BAFROW), which concentrates on issues affecting women's health and productivity. There is little or no documentation or advocacy work being done in the Gambia, and that is a gap that should be filled. African Centre for Democracy and Human Rights Studies History A unique organization in many ways, the Centre was established by the Gambian government soon after the the establishment of the African Commission. It was set up in 1989 as a regional organization to cooperate with other African and international institutions on human rights issues. It has been granted diplomatic immunity by the Gambian government.

Unlike the African bambara groundnut, it is not an indigenous species, but was brought by Portuguese traders from the Americas in the 16th century. It quickly spread through the Sudan due to its high nutrition values, draught resistance and later, as a product of long distance trade for its oils. The groundnuts or peanuts are originally South American, were they were grown by Indian communities. It was introduced to West-Africa (first the Senegambia area) by the Portuguese in the 16th century. Here it spread quickly, though faster in the interior of Africa than along the coast. Cultivation on a larger scale began before 1830 in Senegambia, mostly as insurance against failure of the millet harvest, because of it's resistance to drought. The first small exports from Senegambia to Europe were reported from the year 1830. There fallowed a boom in exports when the potentials for peanut oil was realized. I industrializing Europe there now was an ever-growing demand for lubricating oils. Further, oils were needed in the production of soap, as there at the same time was massive campaigning for new standards of hygiene. And of course, vegetable oils were needed for cooking.

    History
    The Republic of Senegal is the most westerly state of Africa. It covers an area of 196,722 sq. km (75,955sq miles). The May 1988 population census of Senegal stood at 6,896,808 and an estimated 8,152,000 at mid-1993. The southern border of Senegal is first with Guinea-Bissau and then with Guinea on the northern edge of the outcrop of Fouta Djallon. It shares its eastern border with Mali, the northern border with Mauritania and Gambia forms a semi-enclave between part of southern Senegal and the sea. It is bordered on its western side by the Atlantic Ocean.
