Following on its first two successful fuel cell solicitations, the Connecticut Clean Energy Fund (CCEF) has released its third annual Request for Proposals (RFP) for near-commercial fuel cell demonstration projects. The CCEF has allocated up to $4 million for the 2003 RFP. This year’s solicitation seeks notable fuel cell demonstration projects that advance the state of technology and accelerate the pace of commercialization of fuel cells.
“Fuel cells continue to be a fundamental piece of the renewable picture in Connecticut” says Arthur H. Diedrick, CCEF Chairman. “The importance of fuel cells as a clean, reliable distributed energy source was underscored by this summer’s massive blackout. While all the lights were out in New York City, the Central Park police station continued to function because it is independently powered by a fuel cell.” adds Diedrick.
Around the world, exciting new developments are being made in fuel cell technology. Through its 2003 RFP, CCEF intends to provide an opportunity for these promising technologies to be demonstrated and tested here in the state. Showcasing these next generation fuel cell products in Connecticut adds to the state’s already vibrant fuel cell industry.

Fuel cells are a family of technologies that rely on chemistry, not combustion, to generate electricity. They are clean, efficient, quiet, and capable of using a wide range of conventional and renewable fuels. They are being developed for every energy need from battery replacements to base load power and have the potential to revolutionize the way we think about and use energy in our daily lives. How does a fuel cell work? A fuel cell works by harnessing the electrical energy produced when hydrogen and oxygen combine. In structure, fuel cells are very much like a battery. Fuel cells do not "run down," however. They will continue to produce electricity as long as hydrogen (fuel) and oxygen (air) are supplied. In his State of the Union address, President Bush announced a $1.2 billion hydrogen fuel initiative to reverse America's growing dependence on foreign oil by developing the technology for commercially viable hydrogen-powered fuel cells to power cars, trucks, homes and businesses with no pollution or greenhouse gases. The hydrogen fuel initiative will include $720 million in new funding over the next five years to develop the technologies and infrastructure to produce, store, and distribute hydrogen for use in fuel cell vehicles and electricity generation. Combined with the FreedomCAR (Cooperative Automotive Research) initiative, President Bush is proposing a total of $1.7 billion over the next five years to develop hydrogen-powered fuel cells, hydrogen infrastructure and advanced automotive technologies. Under the President's hydrogen fuel initiative, the first car driven by a child born today could be powered by fuel cells. The hydrogen fuel initiative complements the President's existing FreedomCAR initiative, which is developing technologies needed for mass production of safe and affordable hydrogen-powered fuel cell vehicles. Through partnerships with the private sector, the hydrogen fuel initiative and FreedomCAR will make it practical and cost-effective for large numbers of Americans to choose to use clean, hydrogen fuel cell vehicles by 2020. This will dramatically improve America's energy security by significantly reducing the need for imported oil, as well as help clean our air and reduce greenhouse gas emissions.

Fuel cells, which have been used to power orbiting space stations and shuttles since the 1960s, promise an end to the fossil fuel/nuclear power age in the not-too-distant future. There is a new, cleaner energy technology on the horizon. Fuel cells, which have been used to power orbiting space stations and shuttles since the 1960s, promise an end to the fossil fuel/nuclear power age in the not-too-distant future. Hydrogen-powered fuel cells are three times as efficient as an internal combustion engine and their only emission is pure water. They are 40 percent efficient when used just for electricity, but can achieve an amazing 80 percent efficiency if used for both electricity and heating applications. One of the leaders in developing this hydrogen fuel cell technology is Ballard Power Systems, located in Burnaby, B.C. Ballard has produced a prototype, zero-emission, hydrogen-powered bus. Three of these demonstration vehicles will be on the streets in Vancouver later this year. This contract, as well as one with the Chicago Transit Authority, will provide the company with valuable research in preparation for commercial production in 1998. Ballard is also working with automobile manufacturers Daimler-Benz, Volkswagen, Volvo, General Motors, Hitachi and Honda, as those companies research and develop fuel cell powered passenger and commercial vehicles. The Matsushita Electric Works is also using Ballard fuel cells to develop portable power systems.

Overview
Ovonic Regenerative Fuel Cells™ are electrochemical devices that include two electrodes, an anode, and a cathode. Between the two electrodes is a solid or liquid electrolyte that allows ions to pass through, but prevents electrons from passing through. Hydrogen, which enters the anode, and oxygen, which enters the cathode, are converted into electrical energy and water as a byproduct.
Our unique, low-cost, proprietary material technology does not rely on expensive and rare noble metals such as platinum and palladium, and can provide significantly superior performance and lower costs as compared to other technologies, such as proton exchange membrane (PEM) fuel cells.
The principal differences between PEM fuel cells and Ovonic Regenerative Fuel Cells™ technology lie in the costs of materials required to make each, the processes by which they operate and in operating temperature ranges. PEM fuel cells require platinum in the electrodes and a costly proton exchange membrane. The Ovonic Regenerative Fuel Cell™ by contrast promises to require no costly precious metal in its electrodes and no membrane. Additionally, a PEM fuel cell's operating temperature is in the narrow 60°C to 80°C range while the Ovonic Regenerative Fuel Cell™ is able to operate anywhere within the range of about -20°C to

Penn Engineers Develop Fuel Cell That Uses Liquid Diesel, The First Such Device To Run On A Widely Available Fuel
PHILADELPHIA – Chemical engineers at the University of Pennsylvania have developed a prototype fuel cell that’s the first to run on a readily available liquid fuel source, in this case ordinary diesel fuel. The work nudges fuel cells closer to viability, offering the promise of compact, portable power sources that offer much more bang for the buck than combustion engines or existing batteries. Scientists, corporations and the military are all interested in fuel cells, which are far more efficient and less polluting than other energy sources. Work to develop commercial fuel cells, however, has been hindered by the limited fuel sources on which they have been known to run.

Based on an electrochemical process that was discovered over 150 years ago, fuel cells use an electrically conductive material to convert chemical energy from hydrogen and oxygen into electrical energy. They pollute less than traditional power sources, producing little more than water as a by-product. Fuel cells are not dependent on dwindling oil supplies, running instead on hydrogen, the most abundant element in the universe. And, unlike traditional batteries, fuel cells can be refueled. While this may sound great, all is not roses for the industry. Fuel cells are currently expensive to produce (for automobiles, they can be ten times the price of conventional engines), and the hydrogen they use can be difficult to store and distribute. Yet, fuel cells today are much less expensive and more powerful than the prototypes used in 1960s NASA space capsules to produce both power and water. When Masahiro Mori sees international petroleum supertankers groan into Japan's Chiba, it must strike him, like many other energy visionaries, as an absurd image: a hazardous product being hauled thousands of miles across a potentially superior and cleaner fuel, hydrogen. What makes Dr. Mori unique, however, is what he imagines to be more sensible: hydrogen blasted out of water by giant lasers in low Earth orbit. Hydrogen has spent a hundred years as the fuel of the future and it still is. But if Mori, an engineer with the Advanced Mission Research Center of Japan's National Space Development Agency (NASDA) has his way, drivers replenishing their fuel cells a generation from now will regard his grand scheme as an inevitable next step in energy production. "NASDA and the Institute for Laser Technology in Tokyo set about joint research development of this system. And it is under application for a patent in cooperation with NASDA, ILT and Mitsubishi Research Institute Inc, which is a private think tank company," Dr. Mori wrote SPACE.com

How they work:
1. Hydrogen gas flows over the anode. 2. Electrons are stripped from the hydrogen and flow through the anode to the external circuit. 3. Hydrogen ions move through electrolyte to cathode. Oxygen is introduced to the cathode. 4. Hydrogen ions, electrons, and oxygen combine to form water vapor. (Diagram: U.S. Department of Defense) As the West anxiously eyes the explosive political situation in the Middle East, pundits and energy experts are expounding the need for more alternatives to petroleum. Naturally, the quest is motivated by other factors as well. Icelandic scientists believe that within the next 15 years, world demand for oil will outstrip production. The projected shortage, it is feared, would make gasoline extremely expensive. The gadflies of the hydrocarbon age also worry about the effect the world's dependence on petroleum products is having on the environment. Burning fossil fuels creates pollution that, scientists are increasingly concerned, causes global warming.
