HUMAN PALAEOECOLOGY IN THE MARQUESAS ISLANDS, FRENCH POLYNESIA (With Dr. Melinda Allen, University of Auckland and Dr. John Flenley, Massey University, New Zealand) Funded by The National Geographic Society
As the foregoing emphasizes, the coral reef of Anaho was an important resource in the past. To better understand this geographic feature and its economic resources, Aswani will carry out dive surveys along multiple transects across the reef platform. Local fishers will be interviewed to gather information on marine resources along the north-to-eastern coast generally and to collect data on traditional fishing practices. Comparison of this baseline information with the archaeological data will allow for reconstruction of the reef's biotic history and for an evaluation of human impact on reef resources. Aswani brings to this study over a decade of research into traditional marine fisheries in the Solomon Islands, including aspects of technology, marine tenure and conservation (e.g., Aswani 1998, 1999). Geography
The French Overseas Territory of French Polynesia is located in the South Pacific Ocean roughly half way between Australia and South America. The capital Papeete is just over 6,000 km from both Sydney and Los Angeles. French Polynesia consists of five archipelagoes, which can be divided into two distinct physiographic groups, the volcanic islands (the Society Islands, the Marquesas, the Gambiers and the Australs) and the low lying atolls (the Tuamotus). The volcanic islands are mountainous, with jagged peaks and deep valleys, a narrow coastal strip and fertile soil. The atolls generally have no permanent water supply and little if any soil. The islands of French Polynesia, which have a total area of 3,500 km², are scattered throughout an Exclusive Economic Zone of 4.5 million km². The territory comprises 118 islands (only about half of which are inhabited), as well as thousands of smaller islets, atolls and sandbars. The Society Islands constitute the westernmost archipelago, the most important island group in French Polynesia both in terms of land area (40%) and population (86%). The islands are administratively divided into the Windward and Leeward groups, lying to the east and west respectively. The Windward group includes the territory's best-known island Tahiti, while the Leeward group includes the territory's best-known tourist destination, Bora Bora.

POLITICAL AND ADMINISTRATIVE ORGANISATION HISTORY AND CURRENT SITUATION From colony to autonomy Before 1946:French Polynesian institutions were of the colonial type. The first Assembly was created in Tahiti after French annexation (with the proclamation by King Pomare V to the Tahitians) in 1880. At the same time as the formation of the Protectorate, the Colonial Council was established. This Council, com prising 12 members elected for one year (half of them being Tahitians and the other half Europeans), was abolished in 1884. On December 28, 1885, a General Council was created. This consult ative Assembly, the powers of which were limited, was replaced in 1903 by an administrative Coun cil. This new Council, comprised of high ranking public servants from metropolitan France, was criticized for its lack of representativity and was abolished in 1932. Some economic and financial delegations were then created. But the people of Polynesia had to wait until 1946 to be dlrecfly represented. During the whole of this period, executive power was held by a Governor and his administration (the Governor was assisted by a Private Council). The power was then very centralized with some local delegations and power was concentrated in the hands of the Governor. From 1946 to 1958: first experiences of autonomy With the Constitution of 1946. all the inhabitants of the French Union comprising metropolitan France, the overseas departments and ter ritories (Polynesia and New Caledonia included) became French citizens.
