PARIS, France French President Jacques Chirac has unveiled a new government, with a major shakeup that includes the appointment of popular Interior Minister Nicolas Sarkozy as finance minister. Additionally, Foreign Minister Dominique de Villepin will move to the post of interior minister with EU commissioner Michel Barnier to replace him, Chirac's office announced Wednesday. Chirac was under pressure to overhaul his government in the wake of a severe beating administered to the ruling Union for Popular Movement in weekend regional elections. Speculation was rife about possible changes after Chirac on Tuesday stuck with Jean-Pierre Raffarin as prime minister despite the poll rout. ( Full story Commentators had predicted Raffarin would be sacked, but on Tuesday he left the presidential palace in Paris smiling after hearing he would keep his job.

PARIS, France (AP) Thousands of marchers, many of them women wearing head scarves, have protested against a law to ban Islamic head coverings and other religious apparel in public schools. Police estimated that 2,600 people marched in the southern city of Lyon Saturday. Organizers put the figure at 8,000. In Paris, protesters marched through the east of the city. Police said the crowd numbered 1,300. Reporters estimated 2,000 to 3,000. France's government aims to have the law needed, it says, to keep religion out of secular schools in place for the 2004-2005 academic year that starts in September.

The present constitution, adopted in 1958 and revised in 1962, established the Fifth Republic and provided for a powerful president, originally Charles DE GAULLE, and a bicameral legislature with less power than it had in the past. The president is elected by direct popular vote for a 7-year term. He appoints the prime minister and may dissolve the National Assembly. T he legislature consists of a 318-member Senate elected indirectly by an electoral college, and a politically more important 577-member, directly elected National Assembly. The five overseas departments of French Guiana, Guadeloupe, Martinique, Reunion, and St. Pierre and Miquelon are represented in the National Assembly, as are New Caledonia, Mayotte, Wallis and Futuna Islands, and French Polynesia. Senate members serve 9-year terms, with one-third of the seats falling due for election every three years. The National Assembly is elected every five years. The minimum voting age is 18 years.

Robinson's Note: The provisional government established in Paris after the mob had attacked the Tuileries, February 24, 1848, immediately issued the following proclamation. In the name of the French people: A reactionary and oligarchical government has just been overthrown by the heroism of the people of Paris. That government has fled, leaving behind it a trail of blood that forbids it ever to retrace its steps. The blood of the people has flowed as in July; but this time this noble people shall not be deceived. It has won a national and popular government in accord with the rights, the progress, and the will of this great and generous nation. A provisional government, the result of pressing necessity and ratified by the voice of the people and of the deputies of the departments, in the session of February 24, is for the moment invested with the task of assuring and organizing the national victory. It is composed of Messieurs Dupont (de l'Eure), Lamartine, Cremieux, Arago (of the Institute), Ledru-Rollin, Garnier-Pages, Marie, Armand Marrast, Louis Blanc, Ferdinand Flocon, and Albert (a workingman).

Napoleon decided on a military career when he was a child, winning a scholarship to a French military academy. His meteoric rise shocked not only France but all of Europe, and his military conquests threatened the stability of the world. Napoleon was one of the greatest military commanders in history. He has also been portrayed as a power hungry conqueror. Napoleon denied being such a conqueror. He argued that he was building a federation of free peoples in a Europe united under a liberal government. But if this was his goal, he intended to achieve it by taking power in his own hands. However, in the states he created, Napoleon granted constitutions, introduced law codes, abolished feudalism, created efficient governments and fostered education, science, literature and the arts. Napoleon's own opinion of his career is best stated in the following quotation: I closed the gulf of anarchy and brought order out of chaos. I rewarded merit regardless of birth or wealth, wherever I found it. I abolished feudalism and restored equality to all regardless of religion and before the law. I fought the decrepit monarchies of the Old Regime because the alternative was the destruction of all this. I purified the Revolution.
