Foster Parent Adoption: What Parents Should Know

The practice of foster parent adoption is growing. More and more public social service agencies are finding that a child's foster family often is the placement of choice when that child becomes free for adoption. This is especially true when the child or children in question have special needs or are children of color and when a strong feeling of attachment has grown between foster parent and child during the course of the foster care placement. This factsheet is written for foster parents who are considering adopting one or more of their foster children. The information will also be helpful to a foster parent who already has adopted or to a new foster parent who may be faced with the possibility of adoption sometime in the future. Another factsheet entitled "Foster Parent Adoption: What Professionals Should Know" also is available from the National Adoption Information Clearinghouse. This factsheet will discuss some of the issues to think about as you consider adopting your foster child or children. It includes a worksheet to use in conjunction with your agency social worker to guide you through the decisionmaking process. At the end of this factsheet are a list of references for further information and a list of organizations with an interest in foster parent adoption.

About the NFPA:
The National Foster Parent Association (NFPA) is a nonprofit, volunteer organization established in 1972, with tax exempt status under Section 501 (c) (3) of the Internal Revenue code. The purpose of NFPA is:
  • To bring together foster parents, agency representatives and community people who wish to work together to improve the foster care system and enhance the lives of all children and families.
  • To promote mutual coordination, cooperation and communication among foster parents, Foster Parent Associations, child care agencies and other child advocates.
  • To encourage the recruitment and reting Membership is for 12 months from the date of enrollment...dues are TAX DEDUCTABLE. Members will receive quarterly issues of the National Advocate. Discounted conference rates and NFPA resources on request.

Becoming a foster parent will change your life-style. Maybe not at first, but as months and years pass you will be affected. Foster care will affect you and your family in many areas (extended family, community involvement, your personal activities, and those of your children.) The changes, like life around us, range from very good to very negative. You will find that your relatives fit into two categories when you inform them that you are going to take in a foster child. Either they proclaim you the saints of the family or just plain nuts. Whichever side of the discussion they voice their opinion on, your choice to take in foster children puts them in various dilemmas. Grandparents suffer through a multitude of questions. Besides the normal dilemma of whether to include the foster child on their Christmas list, I had a grandparent question whether they should be included in their will. If you only take one or two foster children into your homein your lifetime those questions may need an honest answer, but after ten or more foster children the questions become moot. Foster parents are trained to respect the privacy of the foster child and their families. Relatives don't always understand why you can't tell them about their

and Adoptive Parents O V E R V I E W The Department of Social Services Foster Care Program provides safe homes and compassionate foster parents for children who are removed from their homes due to unsafe or dangerous conditions. When child abuse and neglect threaten the welfare of children, DSS is the state agency responsible for intervening. When that child abuse or neglect threaten children's immediate safety, DSS will take steps to ensure the children's wellbeing, including removal of the children from their homes if necessary. Whenever the Department removes children their homes, DSS always attempts to identify, as timely as possible, family or extended family members who are able to appropriately care for the children, while DSS works with the family. When family are unable or unwilling to care for children, or appropriate family can not be found, the Department will always place the children in the most appropriately matched foster homes available. The safety of a foster home can often be the place where children begin to heal from the trauma they have experienced. Foster Care provides a safe home for children during a time of great stress and turmoil.

Becoming a Foster Parent Foster care offers a temporary home to children when their families are unable to meet their basic needs for care and protection. Usually, there is not any one reason a child comes into foster care, but a combination of factors may lead to placement, such as
  • physical, sexual or emotional abuse neglect family stress caused by divorce, separation, substance abuse, or mental illness illness or death of a parent abandonment child's behavior due to physical or emotional disability parental rights have been terminated and the child is waiting for an adoptive placement.
Foster care is intended to be a temporary arrangement for children, not an end in itself. The goal for every child who enters foster care is a safe, permanent home as soon as possible, whether that means reunification with the birth family, custody or guardianship with relatives or kin, or adoption. Foster parents work with the agency and with the child's family to help the child find a permanent home. If the child needs to be adopted, the foster parents may become the adopting parents. If you want to adopt a child from foster care, becoming a foster parent might be a good first step, although adoptive parents are not required to be foster parents. Interested in adoption?
