Foster care provides children a place to process feelings about home and family. Many children grieve over the separation from their parents. Foster parents provide a powerful example of healthy family experience and positive interaction between adults and children. Foster parents work together with DSS, contracted providers, birth parents and relatives as part of a "team" whose top priority is the children involved, and if at all possible, reuniting these children with their parents. Fully supporting children's placements requires working closely with all team members, sharing information, giving support and helping to develop solutions to problems as they arise. Experience has shown that good communication and problem solving skills, as well as an ability to advocate for children help foster parents deal with the day to day tasks related to caring

What is Foster Parenting? It's caring for a child until his or her parent(s) can resume this responsibility, or until a permanent home is found. Foster parenting is a commitment to helping a child through a difficult period. It's a job for people who can provide love and guidance ... and then let go. How long will a child stay? Some foster parents provide emergency care (usually for a month or less) until a plan for on-going care is made. Other foster parents provide day-to-day care for a longer period. What do foster parents do? Foster parents arrange for medical and dental care as needed. (Medi-Cal covers the cost of care provided by the approved doctors and dentists for children who are eligible) Foster parents protect the child from harmful situations that could threaten his or her health and safety. Foster parents provide the basics including food, clothing and sleeping arrangements that meet state requirements. (Foster parents receive a monthly check and a Medical card for each child).

    WHO ARE FOSTER CHILDREN? Foster children are children who have been removed from their home because of physical or sexual abuse, neglect, or abandonment. Foster children are "normal" children plus more. They are much like your children, nieces or nephews, but with very different experiences. They are frequently filled with anger, confusion, fear, and a sense of powerlessness because they've been removed from the only home they have known. WHAT DO FOSTER PARENTS DO? The foster family provides the home environment in which a child can safely fulfill their physical, emotional, spiritual and cultural potential and become responsible adults. Foster Parents are an active part of the Treatment Team. They provide food, clothing, housing, supervision, recreation, and transportation to needed services such as therapy, doctor and dental visits. Most of all, foster parents provide nurturance, stability and love. Foster parents help children who have been physically or sexually abused, abandoned, neglected or exposed to drugs in-utero.

    Foster Parent Rights and Responsibilities On May 13th, 2002, the Dutchess County, New York legislature took a tremendous step forward to ensure foster parents receive needed services and support by approving a Foster Parent Bill of Rights. Success of the measure was due to the tireless support and legislative leadership of Fran Knapp, a Dutchess County legislator, and the commitment and dedication of the local foster parent association led by Sharon Rivera. Seven members of the association, FOCUS (Fostering Ongoing Communication, Understanding, and Sharing) Parent Support Group gave powerful testimony in support of the Bill of Rights proposal. Their success demonstrates once again that foster/adoptive parents working together CAN make a difference! The Coalition encourages foster/adoptive parent associations throughout New York to work for a Bill of Rights in your counties and your agencies.     ... Discussion boards Foster Parenting Generally, care of children on a full-time, temporary basis by persons other than their own parents. Also known as boarding-home care, foster care is intended to offer a supportive family environment to children whose natural parents cannot raise them because of the parents' physical or mental illness, the child's behavioral difficulties, or problems within the family environment, e.g., abuse, alcoholism, or crime. Children may be placed by an agency in group homes or with families, who receive some payment toward care. The child's parents may retain their parental rights, and the child may ultimately return home. Foster care has been extended in recent years to include care for elderly persons, on a fee basis, in the homes of people who are not family members.
