"I love you!" "I hate you!" "I like it here, very much." "I don't want to live here! I want to live with the other people!" "You're nice." "You're mean!" "I miss my dad." "Will you be my mom for always?"
One profession of child care that gets very little recognition is foster care. Foster care is a product of adults who cannot or will not perform the parental duties for their own children. Foster children are the innocent victims of circumstances they have no control over. A child alone is unable to protect his or herself from physical and sexual abuse. A foster child often suffers from neglect. Basic human needs that are denied a child can mean malnutrition, illness and even death if someone does not intervene to help this child. They are children in desperate need of safety and security.
Sadly, the demand for foster care is great. Incredibly, most people are not even aware of this great call to serve. Many children end up in foster care because, as George, a foster dad for over twenty years puts it, "The stork left her in the wrong place the first time." Providing foster care is an admirable duty and a privilege. It can be a very difficult job. The reward is the personal satisfaction from doing the job well, meeting the challenges successfully and making an important difference in another person's life. Foster care is another field in child care that, when well done, makes a valuable contribution to society and the future of our nation.

As a foster parent and Guardian Ad Litem, I have spent the last several years seeing the "child protection" system close up. I have known children that have been through unimaginable horrors within their families of origin, only to be further abused by a system that, in my opinion, doesn't work. There are no easy answers. The number of children in alternative care is increasing dramatically. The number of foster families is steadily decreasing. Privativing foster care has become the new panacea, but like most things, "if it sounds too good to be true, then it probably is". As George Carlin so aptly put it "It doesn't take a village to raise a child. It takes a Mother and a Father." The "system" abuses the children, the biological families, the foster families and the adoptive families. And God forbid you actually adopt one of these kids!!! I have known children who were abused before birth (Fetal Alcohol Syndrome and Effect), children who became psychotic, dissociative or had attachment disorder. Soooooo... my last blog entry was.... well... rabid? No seriously, I do feel that way sometimes, but I think I overstated it a bit! Enough said. No apologies... and I am not deleting it.
The other day I was talking with my sister about being a parent. She was saying that she was surprised at how consuming it can be. She told me that being around my children has made her a better person. Anywho, it occured to me that the very best thing I have learned from my kids is that I am not invincible. They have taught me how to ask for help. If I never would have asked for help I would not have met all of the awesome people that I have been able to meet. Nurses, social workers, and people who are friendly and have great character. In a lot of ways I feel like my children belong to a lot of different people, not just Scott and me.
A Terrifying Experience
Last Wednesday, Andrew, crazy evil genius that he is, opened the door and ran out through the garage, ran up our street, and was playing in Ingersoll (one of the busiest streets in Des Moines). When I discovered he was missing I started screaming and running around outside looking for him. Two women (one a nun in full habit) were bringing him down the street toward our house. They said that he was just running around in the street. I couldn't believe how close we were to catastrophe and how everything turned out good in the end. He is only ONE! That night I couldn't sleep, and I woke up and just kneeled by my bed thanking God for Andrew and praying that he lives to adulthood. I imagine him being an adventure traveller or a travel photographer- something really adventuresome. All day long after he "ran away," he kept pointing to the street and saying, "Run?" The fear has gripped my heart... I am a changed woman.

What is Foster Parenting? Foster parenting is the statewide program wherein responsible caring adults provide parenting for children in need of immediate care in a safe, stable environment. It is the full time, temporary care of children in a family home. Although it can be challenging, thousands of Kansans have also found it highly rewarding for themselves as well as invaluable to the children for whom they have provided safe haven. Many foster children experience emotional, behavioral, or physical problems as a result of the traumas they have endured. Suppose you had the afternoon off and had an opportunity to go to the Social Worker Mall over in Government-town. What kind of social worker would you shop for? What qualities would you want your ideal social worker to have? Although each person will have their own wish list, I would imagine that somewhere near the top of your list would be someone who was sympathetic to you and your child's needs, who was cooperative, who was willing to take time to listen, and who would give you respect for your skills and the job you do. Unfortunately, my super powers as a social worker are not great enough to allow me to wave my hands (the battery on my magic wand is dead and there is no money in the budget for a new one) and transform my colleagues into the ideal Mr./Ms. Goodworker. All I can offer is my view on what I have seen in my particular system and make some suggestions that you might want to try to improve working relationships . First of all, let me say "up front" that most of my colleague are dedicated, hard working, individuals who are very concerned about the children in their care. Most agencies are woefully understaffed, work has to be prioritized, and paperwork to insure funding and legal documentation must be done. In plain english, that means that there are not enough bodies to do the job, that the Child Protective Services investigations (and removal of the child from risk) will get done before on going foster care cases. Because of that factor, that all-important ingredient of nurturing the foster parents/foster children relationship often doesn't get the attention that it should. I know you have heard this sad tale before but it is not an excuse, it is a reality.

Foster Parenting The Family Independence Agency is in need of caring individuals who can provide a safe and nurturing home environment for children who have been placed out of their home due to abuse or neglect. Foster Care is founded on the premise that all children have the right to physical care and educational and emotional nurturance. The family foster care program is designed to provide a substitute family life experience for a child in a household that has been approved and licensed by the Michigan Family Independence Agency. Children may need foster care for a temporary or extended period of time. The primary goal during foster care is to reunite the child with his or her family. The foster family plays an important role in the treatment plan for the child and family. Under the 'team' approach, foster parents, together with the worker, attempt to provide the specific kind of help a child and his family need for reuniting the child with the natural family. When families cannot be reunited, the children are prepared for permanent placement, usually with adoptive families. Under certain circumstances, a foster family may adopt children in their care. In situations where adoption is not possible, the goal is to prepare the youth for independent living.
Foster Care is seen as a short term solution to an emergency situation. The Agency needs committed individuals who are:
