History of Cospas-Sarsat
This satellite system was initially developed under a Memorandum of Understanding among Agencies of the former USSR, USA, Canada and France, signed in 1979. Following the successful completion of the demonstration and evaluation phase started in September 1982, a second Memorandum of Understanding was signed on 5 October 1984 by the Centre National d'Etudes Spatiales (CNES) of France, the Department of National Defence (DND) of Canada, the Ministry of Merchant Marine (MORFLOT) of the former USSR and the National Oceanic and Atmospheric Administration (NOAA) of the USA. The System was then declared operational in 1985. On 1 July 1988, the four States providing the space segment signed the International Cospas-Sarsat Programme Agreement which ensures the continuity of the System and its availability to all States on a non-discriminatory basis. In January 1992, the Government of Russia assumed responsibility for the obligations of the former Soviet Union. A number of States, Non-Parties to the Agreement, have also associated themselves with the Programme. Through their association with the Programme, the States can contribute ground receiving stations which enhance Cospas-Sarsat distress alerting capabilities, and/or participate in international Cospas-Sarsat meetings dedicated to the world-wide co-ordination of System operations and Programme management.

The history of the Soviet Union has two basic aspects: It continues the history of the Russian Empire, presented in the article on Russia; and it chronicles the unique social system described in the preceding sections of this article.
After World War I
Post-WW II Arrangements
By the end of the war, the Soviet Union was recognized as one of the great powers of the world. Stalin participated with the heads of government of the U.S. and Great Britain at the Tehran Conference in 1943 and at the Yalta and Potsdam conferences in 1945 to decide the overall military and political strategy of the war and a common postwar European policy. The USSR also played a leading role in the preliminary international conferences leading to the establishment of the United Nations in 1945.
The Cold War Begins
In its approach to postwar problems the Soviet government was motivated by an expansionist policy designed to enlarge the area ruled by Communists loyal to the USSR, to strengthen its security against future aggression, and to utilize the world Communist movement as a means of subverting other countries and bringing them into the Soviet orbit.
The new Soviet policy was soon signaled by violations of various wartime agreements. At the Potsdam Conference, held after the victory in Europe, the Soviet government made demands manifestly in excess of the needs of its national security. The demands were rejected by the U.S. and Great Britain to prevent the establishment of a vast Soviet sphere of power. Despite growing acrimony among the Allies, agreement was reached at Potsdam on the general lines of the occupation policy, on various reparations policies, and on the temporary German-Polish and Polish- Soviet boundaries.

Unless one went through it, experienced it, and lived it, one can’t ever really know. But a man known as ‘the Raven’ lived through it, and with the help of co-writer Marie Claire, he tells his story of growing up in this Russia to the world. But ‘Russian Experiences’ is so much more than just a story, a riveting story of trial and labor, and of rebirth. It is, in its essence, a moving and dramatic tale of one man’s quest for freedom; not just in a physical sense, but an emotional one as well. The Raven was born into a period of turmoil. The economy was poor, even to the point of many teetering on the brink of privation. Proper education and training for many jobs and positions in the medical field was below standard and proper supplies, not only those needed for basic living, but more importantly, medical supplies were sadly lacking as well. No luxuries of supermarkets, shopping malls, fashion stores and private transportation. Because of a lack of proper medical facilities and care, the Raven suffered a hearing loss accompanied by a speech impediment as a young child, thereby forcing him from early childhood to deal with prejudice because of his handicap. For decades, the Russian ideal of perfection allowed no compassion for those suffering from physical or emotional handicaps, almost an ‘Out of sight, out of mind’ mentality. And so, ‘The Raven’ was practically ignored, existing without really existing in the eyes of society.

Introduction... This is an attempt to trace the development of ITU's (formerly CCITT's) country codes assignments. Information was gleaned from vintage ITU/CCITT "Books" (i.e. the Recommendations which are the international telecommunications standards), and whatever else was available. There will be numerous details to be filled in (dates of changes, introductions, circumstances etc). Additional, corrected or updated information to this end would be welcome at wtng(at)wtng.info Document History... Format... This file is ordered first by time (when country codes were established, changed, deleted, etc) then within each particular time by country code. The initial list of 1964 is shown; only the changes are listed thereafter. The 1960 CCITT Red Book featured a list of country codes for Europe that was the precursor for the modern international telephone country code system. Whether this was ever available for subscriber use is unknown; this could have been intended for operator dialling rather than customer dialling. That list went as follows (* represents a code that remains in use in today's country code plan): Note from Dik Winter regarding 60-Luxembourg: "At least this country code has been used in the Netherlands (but at the same time the country code used for Belgium was 32). That must have been in the early sixties indeed. I do not have parts of a phone book showing it, I have only parts of Amsterdam phone books and when direct dialling from Amsterdam to Luxembourg was allowed much later the country code was changed to 352 as it is now, but I have noted it down from another Dutch phone book (presumably that of the province of Zeeland)."

Historical documentation
As it is impossible to present all Russia/Soviet sightings (Russias leading researcher Dr. Felix Zigel - died in 1988 - stated in the 80’s that he had over 50,000 cases in his computer...), I have only viewed the most significant cases. But first of all I want to present a number of pre-20th century cases that I find intriguing.
- An object like a flaming torch was seen in the sky, together with spheres which flew over Hungary giving out a brighter light than the stars. (cf. Ribera El gran enigm a, p. 356).
- On November 8th ”A great blue sign shining like a face of a man” appeard in the western sky over Moldavia. It remained quite a long time, at the same place, after which it ”hid itself” in the sky again (cf. Letopisetul Moldovcenesc

INTERNATIONAL REPORTS/STUDIES Petroleum Geology of Sakhalin Island, Former U.S.S.R. This report provides a summary of the geology and petroleum potential of Sakhalin Island and the adjoining offshore areas of the Soviet Union. Due to project restraints resulting from time and budget requirements, research has been based primarily on published information to provide the data necessary for the preparation of this report. The first part of this study is an introduction to the geographic and political setting of the area and to the previous investigations. General information on the petroleum exploration, production, transportation, and refining infrastructure is also provided. The second section consists of the regional geology of the area, including its geologic history and tectonic setting. Each of the prospective petroleum basins, and the major structural features of Sakhalin Island, are described in the third and fourth sections, respectively. Do you have any idea what it was like to live in Post World War II Russia? How about the Cold War period? Do you know what happened during the turbulent period of upheaval during the late 1980’s to the early 1990’s, a period that witnessed the death throes of the former entity known as the USSR? Unless one went through it, experienced it, and lived Russian Experiences Russian Experiences is an excellent format for anyone to use, from either a social or personal perspective, in order to experience and learn about Russia's history, culture, and the indomitable spirit of many of its people. This reviewer gives it an A in its writing style and in its presentation of both history and humanity. This review may be be reprinted or reused as long as proper credit is given.

The following information came from Microsoft Encarta Some scholars believe that Lithuanians inhabited the Baltic area as early as 2500 BC; others believe they migrated to the Baltic area about the beginning of the 1st century AD. The first reference to them by name was in AD 1009 in a medieval Prussian manuscript, the Quedlinburg Chronicle.
The Medieval Jogailan Empire
With the rise of the medieval lords in adjacent Prussia and Russia, Lithuania was constantly subject to invasion and attempted conquest. As a result, a loose federation of Lithuanian tribes was formed in the early Middle Ages.
In the 13th century AD, when the Teutonic Knights, a German militaristic religious order, were establishing their power, the Lithuanians resisted; in about 1260 they defeated the order. About a century later a dynasty of grand dukes called the Jogailans established, through conquest, a Lithuanian empire reaching from the Baltic to the Black seas.
The Lithuanian Prince Gediminas occupied Belarus and western Ukraine; his son, Grand Duke Algirdas, added the territory between Ukraine and the Black Sea.

The interests of the class of working people [see note at end] and the ruling class are opposed to each other and struggle between them is inevitable. The social-economic reforms in the countries of the former USSR are only modifying the forms of domination by the ruling class, not putting an end to it. "Liberalisation" of the economy, privatisation, etc, serves exclusively the interests of the former nomenklatura and the semi-criminal structures. From the division of the bureaucracy’s collective property between various of its representatives the working people have gained precisely zero. Their material conditions have worsened and continue to worsen. The growth of real unemployment, the non-payment of wages, the attack on the rights of wage workers - all this is the inevitable result of the bureaucratic-bourgeois "reform".
