The newly independent states of Central Asia could have some serious problems in keeping their independence. When we speak about this we must take historical, demographical, economical, security, social and, maybe much more seriously, ethnic problems into consideration. 1. HISTORICAL BACKGROUND 1.1 Problems of boundaries Configuration of the four republics that finally emerged-with the exception of Turkmenistan-was highly complicated and arbitrary, failing to coincide with any natural frontiers or boundaries. The result was something similar to the medieval open-field agrarian system, with parts of one republic wedged inside another to form all kinds of islands and peninsulas. Although the territory of Central Asia was ostensibly divided on the basis of nationality, the ethnic composition was actually mixed in a number of localities. For instance, the population of the Fergana valley was administratively under Uzbekistan, but included almost equal numbers of Uzbeks, Tadjiks, Kirghizs and other indigenous groups. Another example of this can be seen in the South Kazakhstan oblast, with its capital Chimkent: although the area formed an organic part of Uzbekistan (in ethnic composition, natural features, and economic ties), it was artificially assigned to Kazakhstan. Other cases could be cited as well.3

Diphtheria in the Former Soviet Union: Reemergence of a Pandemic Disease

Centers for Disease Control and Prevention, Atlanta, Georgia, USA The massive reemergence of diphtheria in the Newly Independent States of the former Soviet Union marked the first large-scale diphtheria epidemic in industrialized countries in 3 decades. Factors contributing to the epidemic included a large population of susceptible adults; decreased childhood immunization, which compromised what had been a well-established childhood vaccination program; suboptimal socioeconomic conditions; and high population movement. The role of a change in the predominant circulating strains of Corynebacterium diphtheriae in this epidemic remains uncertain. Massive, well-coordinated international assistance and unprecedented efforts to vaccinate adults were needed to control the epidemic. In the 1990s, a massive epidemic throughout the Newly Independent States of the former Soviet Union marked the reemergence of epidemic diphtheria in industrialized countries. Diphtheria had been well controlled in the Soviet Union for more than 2 decades after universal childhood immunization was initiated in the late 1950s ( Figure 1 ). Although all of the Newly Independent States were affected, three quarters of the more than 140,000 cases (

Rather, in a process that resembles assisted power steering in a car, 16 pre-formed inflatable bladders aid muscles in the back intended by nature to support the spine. There is no direct contact between chair back and spine. The electronic work at Sandia is intended to improve reliability of the prototype device. A second goal is to shrink its pumps, batteries, and circuits from an auxiliary box currently a foot square and four inches deep to one-third that size. The work is being done in conjunction with a Russian manufacturing corporation, Spektr-Conversion, and New York investment banking house M.R. Beal. How it works
Almost all back support systems attempt to relieve the intradisk pressure believed to be the source of lower back pain. The method commonly used is to superimpose order on the disks by means of semi-rigid molding in a support backing. The patented system under development aligns the spine in a more comfortable way. The bladders can be inflated and deflated in groupings to achieve levels of support that vary with the needs of individuals. The entire apparatus adjusts forward and back from the action of a single large bladder. A concave depression, achieved by side bladders, holds the back straight regardless of side movements of the vehicle or chair. A series of rocker switches adjusts inner contours to aid the back configuration of each individual.

Brief historic information
After Caucasus occupation by Russia at the beginning of XIX century the Armenians in an organized manner started to flow from Iran and Turkey to Azerbaijan. A new political region Armenia by name was established in the territory of Irevan and Nakhchevan Khanates in 1828. Only 60 regions of existent 1000 belonged to Armenians at that time.
Owing to the national identity Armenians have perpetrated massacre of Azeri population in 1925-30 years. As a result thousands of people were killed and displaced from permanent residences.
About 100 000 of Azeri population had been deported from Armenian foothills and highlands in 1948-1953 by the Decree of the former USSR Council of Ministers dated 23, December 1947 irreconcilable to human rights, and under pretence of placing in Kur-Araz valley Azerbaijanians were estranged from their permanent residences and a part of them had perished. As continuation of this policy since 1988 during a short period more than 200 000 Azerbaijanians were driven out by force from 264 settlemnets in 22 regions of Armenia. About 410 Azerbaijanians were killed by Armenian agressors and thousands of children and aged women and men were bodily harmed and paraphernalia of tens of thousands was plundered.
