RussianSpaceWeb.com is an excellent source of information about current and past Russian astronautical technology. The historical part of the site is divided into five sections, including rockets, spacecraft, centers, people, and chronology. Each of these sections is very comprehensive, with plenty of material on almost every significant event since the birth of rocketry. There are lots of pictures that accompany the text. The site is frequently updated with news about the Russian space program, its contribution to the International Space Stations, and plans for future missions. [CL]

Helios is the name of an unmanned, solar powered aircraft that broke many records and made history on its first successful flight last summer. With more flights scheduled for this summer, there is growing interest in the potential applications of so-called "atmospheric satellites" like Helios. This Web site, operated by the company that developed the prototype, has lots of information about the aircraft, its specifications, and, most importantly, its possible uses. The main focus is on telecommunications; because this kind of aircraft could remain at high altitudes for long periods of time, it could be used as an extremely tall tower that relays signals to and from ground stations. A video clip demonstrating this technology is also provided on the site.

It entered in force on February 8, 1928. Depositary is the Government of French Republic. Despite many dramatic and welcome improvements in the region over the past twenty years, not all change has been positive. Wealth is increasingly unequally distributed; many countries in the region have problematic human rights records; and, war and its destabilising effects still casts its shadow over many countries in the region, whether directly or indirectly. The former USSR itself has split into a mosaic of different countries including the Russian Federation, Armenia, Azerbaijan, Belarus, Georgia, Moldova and those new states to the east of the Caspian sea.

    Chapter 3 - Exile in the USSR
    The treatment of the Poles by the Soviet Union between 1939 and 1941 is still an unfamiliar story to many people. At the time, news of what was going on barely reached the west, and later in the war, when Britain and the United States became allies of the USSR, discussion of the episode was discouraged as tactless. Ascherson (1987, p.94) has observed that the true story only emerged in fragments in the post-war years, and has been 'overshadowed by the more spectacular and better-publicised savageries of the Nazi occupation of Poland and the rest of Europe'. Yet, it was no less brutal or cold blooded. As Anne Applebaum (1994, p.14) observed in an article in the Age Almost no one in the west considers (Stalin's) crimes to have been evil in the same visceral way that they feel Hitler's crimes to have been evil. Until recently, many argued that there was no way to commemorate Stalin's victims, because there was no proof of their identity or their numbers. This was always a somewhat disingenuous argument - witnesses and written memoirs abound. Even if there is still a lack of interest in Stalin's victims there is much to be learned from those who survived their unwilling encouners with the regime, both for the knowledge of oppressive regimes which their stories offer and for an understanding of the sheer magnitude of human endurance in the face of war.

This decrease is not shared by all regions, but is dominated by decreases in the former USSR, China and other regions. For some reason, this decrease is much larger at 00 UTC than at 12 UTC. There is a temporary sharp temporary decrease, for 00 and 12 UTC, in January 1973. This is associated with the introduction of O.N. 29 data format at NCEP. Also, in January 1973, the 06 and 18 UTC counts drop to and remain near there for 2 years, likely indicating procedural problems associated with the change to O.N. 29. B. Current Coaching Staff Ju Ping first started at the AIS in 1985 and over the next decade transformed gymnastics in Australia. The revolution in self belief, work ethic and quality of performance enabled Australia to rank 6 th in the world in 1991 and 7 th at the Barcelona Olympics. Importantly, Ju Ping developed a gymnastic system that drew from the strengths of the top nations such as China, USSR and Romania to establish an Australian developmental system that would ensure Australia participation in the Olympic games every four years. She developed a model team which demonstrated to Australia that a team ranking in the Olympics was possible. The junior development system, the judging philosophy, coaches education programs were the vision of Ju Ping and her work has laid the foundation of the success in 1999 and 2000. The gymnasts that she has developed are renown for their technical perfection, artistry and competitive consistency. The Australia team in 1992 was recognized as the most consistent and best artistry Ju Ping was awarded the Australian Sports Medal in 2000 for her services to gymnastics and recognized by the AGF for her amazing contribution to gymnastics in Australia.
