The Geography, Climate, and Soils of the Former Soviet Union
Introduction
Climate and weather are significant factors affecting agricultural production around the world. Both seasonal and regional variability in weather directly influence crop yield potential. In order to improve the global monitoring of agricultural weather, the Joint Agricultural Weather Facility (JAWF), was established within the United States Department of Agriculture (USDA), in 1978. JAWF is a cooperative effort between the National Weather Service's Climate Analysis Center (NWS/CAC), USDA's World Agricultural Outlook Board (USDA/WAOB), and National Agricultural Statistics Service (USDA/NASS). The facility's primary function is to coordinate a world agricultural weather watch and assess the impact of weather variability on crop and livestock production prospects (Motha, 1986). One of the primary responsibilities of JAWF is to monitor weather and crop conditions within the former Soviet Union.
With the breakup of the Soviet Union in late 1991, the agricultural system changed from one where most decisions on agricultural programs were centrally planned, originating from Moscow, to one where individual republics and even regional authorities began making these decisions. In the past, the former Soviet government dictated where certain crops were to be grown and set levels on agricultural production. These decisions were based on perceived economic needs and climate considerations. Agriculture was geared to satisfying planners' as opposed to consumers' desires. As a result, crop varieties and production levels between republics often differed considerably.

I have divided the evolution of drug policy in Russia into four parts. The first is the Soviet period (before about 1987), when notions of drug use and certainly of drug addiction were virtually non-existent for the communist policymakers; or even if they were present, due to an atmosphere of secrecy surrounding the topic, they had very low status. Second is the period after the Afghanistan war (1987-1990) when drugs were introduced to society and the stable drug supply network emerged. Third is the transitional period (1990-1998), when drug use becomes a popular phenomenon and which is characterized by the relatively liberal way of policymaking. And fourth is the period of a more suppressive approach (1998 – 2000), similar to those of the United States. However, it should be noted that these divisions are drawn quite roughly.

    In respect of its geography, Uzbekistan that is located in the centre of the Central Asia covers most of the lands that extend between the River Oxus in the southwest and the Syr-Darya River in the northeast. Uzbekistan is surrounded with Kazakhstan in the north and northwest, Kyrgyzstan and Tajikistan in the east and southeast, Turkmenistan in the southwest, and a small section of Afghanistan in the south. Karakalpak Autonomous Region that was founded in the year of 1936 is also included within the boundaries of Uzbekistan. Like in the Soviet period, the lands of Uzbekistan are divided into 12 provinces as administrative centres: Bokhara, Navii, Endican, Harezm, Surhanderya, Cizzak, Kaþkaderya, Namangan, Samarkand, Syr-Darya, Tashkent and Ferghana. Furthermore, there are 156 cities, 104 districts and 1254 villages in the country. Uzbekistan that is one of the Central Asian Republics has a surface area of 447.600 square kilometres. It is the most crowded country of the region with its population that reaches to the figure of 22 millions. Uzbek people have been the third biggest “nation” following the Russians and Ukranians in the former USSR. It cannot be stated that the relations between Uzbek people and some ethnical groups are in harmony. As a matter of fact, there were bloody fights between the Uzbeks and Ahiska Turks in the year of 1989 and a group of Ahiska Turks had left the country. Similarly, there were serious events that took place between the Khirghiz people and Uzbeks in the Kyrgyzstan side of Ferghana River due to a conflict of land. These events also effected the relations with the Khirghiz people in Uzbekistan.
