Forests as Carbon Sinks
Greenhouse gases in the atmosphere have increased as a result of human activities. Are there human activities that might help them decrease ? One suggestion has to do with the world’s forests. Since atmospheric carbon dioxide is increasing, and since plants and trees absorb carbon dioxide (that is, they are a carbon sink ), perhaps we might take some carbon dioxide out of the atmosphere by planting more trees. Utilizing the carbon-absorbing abilities of forests has been one of the primary focuses for climate change policy makers. Department of Energy - Atmospheric Radiation Measurement Program: What is the Carbon Cycle?
The program's chief scientist gives brief explanations of carbon sources and sinks. You can also send questions to a scientist via email. "New vs. Old Forests as Carbon Sinks"
This is a New York Times article that summarizes a widely publicized study from Science magazine. The study found that saving old growth forests would be of greater value than planting new ones in mitigating atmospheric carbon increases. Resources for the Future: Forests as Carbon Sinks
Resources for the Future (RFF) is a natural resources and environmental think tank. The RFF forestry page contains several articles (all in .pdf format) discussing the role of world’s forests in absorbing atmospheric carbon dioxide, as well as the effects of increasing atmospheric carbon on forest health.

Our Forests
Potlatch has managed forestland to produce wood and paper products for nearly a century. Currently, the company owns approximately 1.5 million acres of timberland in three states: Idaho, Arkansas and Minnesota. These lands now provide about half of the company’s total fiber requirements, a level of self-sufficiency uncommon in the forest products industry. This is a distinct advantage for Potlatch. Best of all, self-sufficiency will improve as the benefits of modern forest management practices are reflected in increased growth. The company also operates a 17,000—acre Hybrid Poplar Project in northeastern Oregon, which will provide additional fiber in years to come.

Bark Beetle Update
26 November 2001: A new web site has just been launched featuring links to environmental, government and industry on-line resources related to bark beetles in general and analysis of current salvage logging strategies in particular: http://www.watertalk.org/wawa/beetle/index.html There is also a collection of press reports from the past year that have now been collected in one place: http://www.watertalk.org/wawa/beetle/news.html Most forest managers have continued an "us against them" approach to pest control. They consider insects "unconditionally threatening forces" and show little regard for the long-term good they can do, he said. Indeed, the world of insect science entomology breaks into two camps: those who argue for the longer view that bugs benefit forests over time, and others who think that managers must control bugs to protect forests. Each camp overlaps slightly with the other. Both see insects as a natural force, but they differ over how freely that force should function.

Every year, many species become extinct in tropical forests - their habitats wiped out deliberately by illegal logging and deforestation. The global timber trade poses the single greatest threat to the world's wildlifeÖand it paves the way for the illegal wildlife trade. With undercover investigations and worldwide campaigning, EIA is opening the world's eyes to this escalating problem. As our six-seater aircraft flew south over Central Kalimantan, the rape of Borneo's fabled forests was apparent. Where once tropical rainforest carpeted the land, now we saw palm oil plantations and fire-damaged scrub. Even in "protected" Tanjung Puting National Park, we saw illegal logging camps between the trees and stolen timber being pulled by boat along the river. We were two "European businessmen" seeking cheap timber, and two ''Indonesian colleagues" - actually, investigators from EIA and the Indonesian environmental group Telapak, on a mission to expose the powerful timber barons orchestrating the destruction of Tanjung Puting. Weeks later, in a packed conference room in Jakarta, EIA Trustee Dave Currey pointed to a photograph of a man in chunky gold jewelry. "This is the man behind much of the illegal logging in Tanjung Puting. I'll spell his name for you: ABDUL RASYID..."

Studying Urban Forest Structure

Few people know how many or what kind of trees are found in urban areas, or the effect these trees have on a city's environment and the health and well-being of its inhabitants. Research is aimed at measuring and inventorying our urban forest resources, understanding how urbanization impacts local forest stands, and assisting city planners in developing appropriate management plans.

President George W. Bush signs the Healthy Forests Restoration Act of 2003 at the Department of Agriculture Wednesday, December 3, 2003. President Bush Signs Healthy Forests Restoration Act into Law
  • On December 3, 2003, President Bush signed into law the Healthy Forests Restoration Act of 2003 to reduce the threat of destructive wildfires while upholding environmental standards and encouraging early public input during review and planning processes. The legislation is based on sound science and helps further the President.s Healthy Forests Initiative pledge to care for America.s forests and rangelands, reduce the risk of catastrophic fire to communities, help save the lives of firefighters and citizens, and protect threatened and endangered species. History
The American people, their property, and our environment, particularly the forests and rangelands of the West, are threatened by catastrophic fires and environmental degradation. The last several fire seasons are some of the worst in modern history. Hundreds of millions of trees and invaluable habitat are destroyed each year by these severe wildfires. These unnaturally extreme fires are caused by a crisis of deteriorating forest and rangeland health, the result of a century of well-intentioned but misguided wildland fire management. Renewed efforts to restore our public lands to healthy conditions are needed. America 's public lands have undergone radical changes during the last century due to the suppression of fires. Today, the forests and rangelands of the West have become unnaturally dense, and ecosystem health has suffered significantly. When coupled with seasonal droughts, these unhealthy forests, overloaded with fuels, are vulnerable to unnaturally severe wildfires. Currently, 190 million acres of public land are at increased risk of catastrophic wildfires.
Background
In August 2002, President Bush announced the Healthy Forests Initiative, directing the Departments of Agriculture and the Interior and the Council on Environmental Quality (CEQ) to develop administrative and legislative measures that will help reduce the threat of catastrophic wildfire to America's forests and rangelands. The initiative builds on a historic ten-year plan for reducing wildfire risks adopted last spring by federal agencies in cooperation with western and southern governors, county commissioners, state foresters and tribal officials.

110. The Green Lane: Acid Rain
How else does acid rain affect forests? The ability of forests to withstand acidificationdepends on the ability of the forest soils to neutralize the acids.
http://www.ec.gc.ca/acidrain/acidforest.html
What does acid rain do to trees? The impact of acid rain on trees ranges from minimal to severe, depending on the region of the country and on intensity and type of air pollutant. Acid rain, acid fog and acid vapour damage the surfaces of leaves and needles, reduce a tree's ability to withstand cold, and inhibit plant germination and reproduction. Consequently, tree vitality and regenerative capability are reduced.
How else does acid rain affect forests?
Prolonged exposure to acid rain causes forest soils to lose valuable nutrients. It also increases the concentration of aluminum in the soil, which interferes with the uptake of nutrients by the trees. Lack of nutrients causes trees to grow more slowly or to stop growing altogether. More visible damage, such as defoliation, may show up later. Trees exposed to acid rain may also have more difficulty withstanding other stresses, such as drought, disease, insect pests and cold weather. The ability of forests to withstand acidification depends on the ability of the forest soils to neutralize the acids. This is determined by much the same geological conditions that affect the acidification of lakes. Consequently, the threat to forests is largest in those areas where lakes are also seriously threatened - in central Ontario, southern Quebec, and the Atlantic provinces. These areas receive about twice the level of acid rain that forests can tolerate without long-term damage. Forests in upland areas may also experience damage from acid fog that often forms at higher elevations.

Natural Resources and Environment (NRE) Mission Area
The goal of the Natural Resources and Environment mission area is to ensure the health of the land through sustainable management. To achieve this goal, NRE agencies work to: prevent damage to natural resources and the environment; restore the resource base and environment to a healthy and sustainable condition where it is impaired; and promote good land management to conserve resource health and ensure the maximum return from investment in conservation. NRE is composed of the Forest Service (FS) and the Natural Resources Conservation Service (NRCS). Both agencies also assist with rural development and help communities with natural resource concerns, such as erosion control, watershed protection, and forestry.

This FORESTRY ISSUES paper examines the extent of tropical deforestation in developing countries, its causes and consequences, and the prospects for more sustainable land use alternatives. The paper has been prepared as a contribution to the general public's better understanding of the complex social, economic, and environmental issues that surround tropical deforestation. It represents the analysis and opinion of the authors and no official Canadian Government policy is implied.
SUMMARY There are approximately 2,000 million hectares of tropical forests in the world. They represent an enormously valuable resource in terms of the diverse economic products and environmental services they provide. At the present time, 14 to 16 million hectares of tropical forests are being converted each year to other land uses, mostly agricultural. The principal agents of deforestation those individuals who are cutting down the forests include slash-and-burn farmers, commercial farmers, ranchers, loggers, firewood collectors, infrastructure developers and others.

Better natural resource management increases the income and nutrition of poor people. Improved water and sanitation reduce child mortality, and better drainage reduces malaria. It also reduces the risk of disaster from floods. Managing and protecting the environment thus contribute to reaching the other Millennium Development Goals. Fortunately, good policies and economic growth, which work to improve peoples' lives, can also work to improve the environment. Targets Target 9 Integrate the principles of sustainable development into country policies and programmes and reverse the losses of environmental resources.
