By Jeff Edgens The fires that swept through Los Alamos National Laboratory during June 2000 illustrate much of what is wrong with federal land management. A series of bad decisions the United States Forest Service made concerning a prescribed burn (a fire set to reduce undergrowth and prevent future wildfires) at Bandelier National Monument resulted in a fire that raged out of control. As high winds combined with an overabundance of dead and dying wood, the fire incinerated everything in its path, including 400 homes. Active forest management in the region, including the logging of dead trees, would have reduced the chances of an uncontrolled fire. Excessive forest litter creates a virtual tinder box. The hotter fires that result cause great ecological and economic damage. Recently, President Clinton ordered the Forest Service to halt road construction on approximately 50 million acres of national forests. However, government reports indicate that federal forests are suffering from current federal policies, and adding 50 million acres of "quasi-wilderness" will only exacerbate the problems.
Background on Forests and Roads
The 192 million-acre National Forest system contains over 383,000 miles of roads - eight times the mileage of the interstate highway system. Most of the forest road network was built to facilitate timber harvesting. However, recreational forest users quickly adopted the roads as did the forest service itself for fire prevention and wildlife management. Recreational users alone make some 850 million visits per year to the national forests to camp, motorbike, ride horse back, hunt and hike.

Liberalisation in agriculture is the issue often used for intimidation of agricultural producers. In Croatia, as it is already known, they are quite numerous, but considering the fact that, at the same time, their holdings are on the avarge very small, they certainly have reason for their concern.
Gorwing expectations of the consumers regarding the safety and quality of food are becoming an increasing challenge for producers. Beside that, consumers around the world may well expect that only the productions, which take care of the environment and guarantee a sustainable development, will survive.
The advocates of the multifunctionality and I unpretentiously count myself as one of them, expect an on-target support by the state in ensuring adequate working and living conditions in rural areas. At that, strengthening of the role of the market and building of an efficient and competitive economy implicitly include less of the taxpayers' money for fulfilment of the numerous goals of the agricultural policy. How to realise that? Seemingly, it is almost impossible.

The campus is situated 120kms from Melbourne and just 10 minutes from Ballarat, Victoria's largest regional city. The Creswick campus was established as the Victorian School of Forestry in 1910. Today the campus offers a broad range of educational opportunities. It is the location for the 2nd and 3rd year of the University of Melbourne's Bachelor of Forest Science. An Advanced Diploma of Forestry Management and a number of TAFE programs are also offered on the Creswick campus and are run by the School of Forestry Ltd. on behalf of the University. Twenty-five to thirty postgraduate research students are also based on site undertaking projects in a range of forest disciplines. The Forest Science Centre , a collaboration between the University of Melbourne and the Department of Natural Resources and Environment, is a new addition to the Creswick campus. The CRC for Wood Innovations and CRC for Catchment Hydrology are also based on site.
