NORTHEASTERN AREA OF THE U.S. FOREST SERVICE PUBLISHES DESIGN MANUAL ON RIPARIAN FOREST BUFFERS
U. S. Forest Service's Northeastern Area office, which deals with state and private forestry, has published a manual (and specification) called Riparian Forest Buffers, subtitled Function and Design for Protection and Enhancement of Water Resources. (Publication No. NA-PR-07-91) This attractive and informative document details in a clear and straightforward manner the whys and how-tos of riparian buffers for agricultural and urban lands. Pointing out that streamside forests are complex ecosystems vital to the protection of our streams and rivers, "it explains the nonpoint sources of pollution of America's rivers and streams and emphasizes that' the removal of streamside forests has adversely affected the vitality of our water resources." Riparian forest buffers function, often simultaneously, as filters which remove sediment and sediment-attached pollutants; as transformers changing the chemical composition of compounds, (for example, nitrate into nitrogen gas); as sinks that store nutrients for an extended period of time; and as a source of energy for aquatic life (dissolved carbon compounds and particulate organic detritus).

Because the plan you develop expresses your community's objectives, it is important to work closely with the forestry consultant you hire. When the consultant understands your goals, he or she can set down several options to reach them. The consultant can explain why one choice may be preferable to another and how your decisions will affect future forestry activities. Taking Stock of Your Forest Resources Before a management plan can be developed, foresters need to make an inventory of the woodlands. An inventory describes:
  • history of past disturbances, man-made and natural (cutting, fire, etc.); non-timber resources, such as wildlife, recreation areas, archaeological and historic sites, spiritually or culturally important areas, water resources, sand and gravel deposits; timber resources, including species distribution, stand age, stand height, stand stocking, stand volumes and log grades if relevant, and site quality;

GIS for Strategic Planning
Forest management planning involves making forecasts about what the future forest will look like relative to alternative management activities. This ability is crucial to nearly all aspects of management forecasting, particularly long-term wood and wildlife supply. GIS can play a key role in this analysis. GIS stores both the geographic and numerical structure of the forest stands and links that spatial database to the planning models. It allows the manager to effectively add both the important temporal and spatial dimensions to the management planning process. Within the limits of the inventory and model, the manager can then map what the forest will look like five, 10, 25, or 100 years in the future.

ICIMOD There is increasing recognition that forest resources in mountain areas cannot be sustainably managed in isolation of issues related to governance, decentralization, and democratisation. While informal village-level institutions have demonstrated their ability to manage forest resources, engagement with elected village and district level institutions is increasing, having accelerated with the emergence of new laws and rules and regulations related to decentralization and devolution of powers and responsibilities to elected institutions. Statement on Governance and Community Forestry Management in the Hindu Kush-Himalayas.’ The Statement clearly recognises that "Local community participation, involving the delegation of power and responsibilities, is emerging as an effective way to promote sustainable development." This trend towards informal village-level institutions managing forest resources has led to increasing engagement with elected village and district-level institutions, a process that is accelerated by new laws, rules, and regulations related to decentralization and devolution of powers and responsibilities to elected institutions. Reflecting the common statement endorsed at the workshop, a Framework on Governance and Community Forestry Management in the HKH was prepared.

    Forest Management
    The forest management program has its primary emphasis on undergraduate education and extension. Major outreach programs focus on:
    • Forest and wildlife stewardship
    • Urban and community forestry
    • Estate planning and family lands protection
    • Municipal and watershed natural resources inventories and planning

    A combined research/extension program focuses on landscape characterization and forest fragmentation. FOREST RESOURCES IN CONNECTICUT Connecticut 370 years after settlement is 60% forested. Almost 90% of that forest is privately owned by some 115,000 individuals, families and land trusts. Our forests make major contributions to our economy and the quality of our lives. Annual production of over 70 million board feet of high quality timber provides the material for over 350 Connecticut industries that process wood. These industries contribute over $400 million annually to Connecticut's economy and export a wide variety of products around the globe. Our forests also provide the essential backdrop for Connecticut's $3.9 billion recreation/tourism industry, and produce and estimated 500,000 cords of firewood, 400,000 Christmas trees, 15,000 gallons of maple syrup and two million gallons of witch hazel astringent each year.
