Forestry Management Mission The mission of Three Rivers Park District Forestry Management is to restore, enhance, and manage the Park District's native woodlands and develop appropriate landscapes for interpretive and developed recreation areas by planning, implementing, and maintaining reforestation and landscape plantings throughout the park system. Plant Propagation - District Nursery Operations Forestry operates a 50-acre plant materials nursery at Crow-Hassan Park Reserve, which produces herbaceous and woody plants native to Hennepin County and its immediate surrounding locations. Three Rivers Park District's nursery compound includes a maintenance shop; headhouse; greenhouses; plant acclimation houses; 16" diameter 300-foot deep well and permanent irrigation systems; equipment storage facility; refrigerated plant storage facility; shade beds; seed beds; seedling beds; growing beds; and liner beds. All plants are propagated from sexual reproduction to maintain genetic diversity. The annual production is 14,000 trees (6' - 8') and shrubs (2' - 4') harvested bareroot, 70,000 tree and shrub seedlings; 500 large trees (10'+) harvested balled and burlapped (BB) or tree spade; and 5,000 herbaceous forbs.   • protect the primary production industries and indigenous plants and animals; and demonstrate to countries to which we export that New Zealand is free from pests and diseases that could damage their flora and fauna.
The profile of biosecurity has never been higher. The 2001 outbreak of foot and mouth disease in the United Kingdom, the responses to the incursions into New Zealand of the red imported fire ant, painted apple moth, and southern saltmarsh mosquito, and the detection of live black widow spiders, have all led to a greater awareness of biosecurity issues. Our findings have been used by the team developing the Biosecurity Strategy that is due to be launched in 2003. I am grateful to the staff of MAF Biosecurity and the Ministry of Health, and to the people from the many other organisations with whom we had contact during the conduct of this audit, for the co-operation that they gave my audit team.

Introduction How may indigenous communities legally explore lumber in their areas? The explanation is made by Paulo Pankararu ISA Law Program-Programa Direito Socioambiental- ISA The commercial exploration of lumber on indigenous community lands is a controversial question which has been receiving different analyses, either in the conceptions of the indigenous communities themselves, or by anthropologists, environmentalists, specialists in law, public institutions and non-governmental organizations. The central aspect of the controversy is whether the indigenous communities can or cannot explore or commercialize wood on their lands. This controversy has been the result of a lack of a clear interpretation of pertaining legislation and consistent public policies to support the sustainable development of indigenous communities.
De facto situation and indigenous peoples’ concerns
However, despite the vehement degree the sectors defended the prohibition of the sale or commercialization of lumber from the indigenous lands, millions of cubic meters of wood have been extracted illegally from these lands, enriching only the owners of the lumber companies. This shows that it is simply not enough to establish regulations, which prohibit the commercialization of the lumber and resources of these lands to protect the interests and patrimony of the indigenous communities. The debate should concentrate on the de facto situation of the communities and their concerns regarding their resources.
