FOE's Paper to the Government Panel on Sustainable Development - Forests
INTRODUCTION - THE CONTEXT

Sustainable forest use requires a global and cross-sectoral perspective. UK forests and woodlands cover some 2.4 million hectares (global forest cover is approximately five billion hectares) and only 13 per cent of UK demand for wood products is produced domestically. Planners of sustainable forest use must consider the full life cycle of wood. This cycle has hitherto principally been approached from a production perspective when it is clear that forestry must be set within the context of the global sustainable consumption of wood products. In this regard, the UK is one of world's largest per capita consumers. Friends of the Earth's own research has recently concluded that current levels of wood consumption in the developed world are far from sustainable. Thus an analysis of sustainable forestry should consider the UK's impact - as a consumer - on the forests of, for example, Canada, Finland, Sweden, Brazil and Indonesia.
The sustainable use of forests also involves a careful balance between potentially 'competing' cross-sectoral interests (economic, social, environmental, cultural) which can be reconciled within multi-purpose forests. For example, the forests of Forstamt Erlangen in Germany have been established in respect of their multi-purpose functions; for water economy (21%), for climate (64%), for the protection of roads (2%), for soil conservation (2%), for recreation (63%), for landscape and biotopes (21%) and for timber production (21%).

The Central African Republic (CAR) has established an armed protection unit, known as the Brigade Mixte d'Intervention et de Verification, to guard against the exploitation of forests in the country, state-owned Radio Centrafrique reported on Tuesday. Comments

GOVERNMENT OF CANADA RENEWS FIRST NATION FORESTRY PROGRAM OTTAWA (ONTARIO), April 2, 2002 - The Government of Canada will continue supporting innovative forestry initiatives in First Nations communities. Robert D. Nault, Minister of Indian and Northern Affairs Canada (INAC), and Herb Dhaliwal, Minister of Natural Resources Canada (NRCan), today announced that the First Nation Forestry Program (FNFP) will be renewed until March31,2003. The Government of Canada will contribute $4.5 million to support the FNFP over the next year - with INAC providing $2.75 million and NRCan $1.75 million - and will investigate longer-term partnership funding opportunities in order to continue the program. First Nations and the forest industry are other major funding partners. "The FNFP has played a major role in creating economic development opportunities and encouraging First Nations to participate in the forest sector," said Minister Nault. "By working in partnership with the corporate sector, First Nations are able to improve the quality of life in their communities and benefit from sustainable resource development." "During the past six years, the FNFP has assisted more than 350 communities and 4,700 First Nations workers, on and off reserve, gain valuable experience in forestry management," said Minister Dhaliwal. THUNDER BAY, ONTARIO (March 14, 2003) - Innovative forestry initiatives in First Nations communities will continue to receive support from the Government of Canada. Robert D. Nault, Minister of Indian and Northern Affairs Canada (INAC), and Herb Dhaliwal, Minister of Natural Resources Canada (NRCan), today announced that the Government of Canada will renew the First Nations Forestry Program (FNFP) until March 31, 2008. "The FNFP has played a major role in creating economic development opportunities and encouraging First Nations to participate in the forest sector,"said Minister Nault. "This program has attained its objectives beyond all expectations, I am very pleased to announce its renewal, and it is our hope that this will provide long-term stability to the program." "During the past seven years, the FNFP has been a very successful Government-First Nations partnership," said Minister Dhaliwal. "With the renewal of this program, the Government of Canada can continue to help First Nations communities and workers gain valuable experience in managing our forests." The Government of Canada will contribute $6.5 million per year - $3.25 million from INAC and $3.25 million from NRCan - for the next five years to support the FNFP. In Canada, the management of urban forest resources rests in the hands of local municipalities. There are few, if any, policies, regulations, laws or other instruments in place at the provincial or federal levels that govern the sustainable management of the urban forest. Increasingly, the private sector and non-governmental organizations have been called upon to help disseminate information and deliver programs including tree planting to Canadian communities . Millions of dollars are allocated by Canadian companies, largely in the energy and retail sectors to support tree planting activities. Frequently, it is left to non-governmental organizations and/or municipalities to coordinate the work on behalf of these companies.

The Annual Report on Japanese Forestry is published by the Forestry Agency in February every year to submit to the National Diet in accordance with the Basic Law of Forestry.

The Basic Forestry Law, which was made in 1964, was recently amended after 37 years in June. The new legislation, named the Basic Forest and Forestry Law, and the objectives of the legislation stipulate the promotion of a multifunctional forest, and secondly to develop sound and sustainable forestry.
