Background Private forestry policies in Queensland OVERVIEW - QUEENSLAND GOVERNMENT'S PRIVATE FORESTRY POLICIES Background The Queensland Government is publicly committed to policies that foster a vibrant and sustainable private forest industry. A significant expansion of private investment in forestry operations is also a major plank of the Queensland Government announcement about the South-East Queensland Forest Agreement (SEQFA) Strategy. Achieving this outcome is crucial to maintaining the vitality of the Queensland forest industry and many regional economies dependent on forestry. The development of private forestry policy in Queensland has been guided by joint National/State strategies like the National Forest Policy Statement (NFPS) and the Plantations for Australia: The 2020 Vision . The NFPS is seen as the blueprint for the future management of Australia's forests. The NFPS was signed by Commonwealth, State, and Territory Governments in 1992 in consultation with a wide range of stakeholders. The development of an internationally competitive and ecologically sustainable forest industry throughout Australia was the underlying intent of the NFPS. The Queensland Government recently announced a plan for the future management of forests in South-east Queensland - the SEQFA. This agreement has been signed by both the Queensland timber industry and conservation groups, but has not been accepted by the Commonwealth Government as meeting the requirements of a Regional Forest Agreement.

Malaysia is seeking to identify land that can be used for plantation forests – locations in Terengganu, Kelantan and Pahang have already been earmarked as possible sites.
The move follows the closure of many sawmills due to the lack of locally grown timber. The managing director of one company, Datuk Ng Eng Sos says that it is vital for his company to have timber plantations to secure its long term future.
“The timber related industry needs intervention from the government or else it will become a sunset industry in no time.”
Ng called on the government to follow the example of Canada and the United States where companies are encouraged to cultivate timber plantations and receive government grants and tax incentives.
He says that while world demand for Malaysian hardwood remains strong, the country cannot meet orders because of lack of supply. Weyerhauser Publishes Sustainability Report

The Multilateral Agreement on Investment is an international investment agreement currently under negotiation by the 29 member countries of the Organization for Economic Cooperation and Development (OECD) in Paris. The goal of this agreement, known as the MAI, is to impose limits on how governments treat foreign investors and their investments. Indeed, so strong are these protections that the MAI can properly be called the most far-reaching international investment agreement in the world. What makes the MAI so remarkable is not just its very broad definition of investment but also its unique process to protect the "rights" of investors. What's different is that if these obligations are not met, the individual investors have direct legal rights that can be brought to an international tribunal without the agreement of their home government. The MAI's "investor-state" dispute settlement process provides for a fast and effective means of settling disputes between investors and governments by bypassing domestic courts completely. Designed to provide protection for foreign investors in developing countries, the investor-state dispute process focuses strictly on settling investment disputes between individuals and governments. The use of arbitration is not new in international law. What is new is that the MAI makes this formerly country-only process available to private citizens and their businesses. What is surprising is that these governments have agreed to accept the decisions of these international tribunals to discipline their conduct.

Innovative public forestry workers save millions for government, then lose their jobs under cutbacks Four Ministry of Forests workers who received special recognition from the B.C. Liberal government plus an international award for saving over $40 million in annual stumpage revenues while improving management of the mountain pine beetle epidemic - are among the hundreds of public forest guardians whose jobs have been affected by government cutbacks.
An article on the government's website about its Employee Recognition Program (ERP) posted September 6, 2002 crows: "BC's ERP reported $55.8 million in one-time or annual savings during 2001... More than 70% of these savings came from a single idea to develop and use a new computer model to improve the deployment of scarce resources to fight the mountain pine beetle epidemic in the forests of the Central Interior. It's the biggest-impact idea in the 20+ year history of BC's employee suggestion program."
That single idea was the brainchild of Fort St. James Forest District workers John DeGagne, Matt Weiss, Lance Mitchell, and Stuart Taylor of the Prince George Forest Region.

FORESTRY The Washburn County Forest is a "working" forest. The forest is managed jointly between the County Forest and the Wisconsin Department of Natural Resources. Management is based on an allowable cut of 2000 acres of management per year. Annually, the County Forest conducts this management in aspen, pine, northern hardwood, and red oak. Management is done by a combination of selective thinnings and clearcuts. Washburn County manages by a principal called ecosystem management. This means that the forest is not managed exclusively for trees and fiber production. All management activities are incorporated with management for wildlife, water resources, endangered species, and recreation. The Washburn County Forestry Committee offers approximately 45 timber sales per year in three separate bid openings conducted in March, July, and November. Sales are sold through a sealed bid process. Gross timber sale revenues range from $800,000 to $1,000,000 per year. Ten percent of this revenue is paid directly to local Townships as a payment in lieu of taxes. The remaining monies are returned to the County's general fund, a portion of which funds the operating budget of the Forestry Department. Timber sale revenues also support the recreation program on the County Forest. Washburn County is one of the most diverse County Forests in the State. We have a multitude of forest types ranging from cedar swamps, to northern hardwood forests, to jack pine. We also offer a wide variety of forest products through our management program. This forestry work supports many loggers in the community and also helps support timber industries both local and statewide. Loggers interested in purchasing Washburn County timber sales should contact the Forestry Department.
