PHOENIX National forests in the West were considered targets for al-Qaida attacks, according to an FBI memo to law enforcement agencies dated June 25.
A senior al-Qaida detainee told federal investigators he had developed a plan to set midsummer forest fires in Colorado, Montana, Utah and Wyoming, according to the document, obtained by The Arizona Republic.
"The detainee believed that significant damage to the U.S. economy would result and once it was realized that the fires were terrorist acts, U.S. citizens would put pressure on the U.S. government to change its policies," the memo said.
The unidentified detainee said he hoped to create several large, catastrophic wildfires at once.
The Forest Service took note of the warning, a spokeswoman said, but didn't really change any of its policies or operating patterns.

Light initial attack continues with 104 fires reported throughout the nation. One new large fire was reported in Colorado. Three large fires were contained in Florida. A Fire Weather Watch was issued for low humidity and strong winds for northwestern and northern Arizona. Another Fire Weather Watch was issued for gusty winds, low humidity, hot temperatures, and dry fuels for northwestern and west-central Colorado below 8,000 feet. The Colorado River area was also issued a Fire Weather Watch for high winds and low humidity. An upper low pressure over northern California and a high pressure over Texas will produce strong, gusty winds over the Great Basin, southwestern states, and western Colorado. Some areas in New Mexico and southwest Arizona will experience some moisture. Scattered thunderstorms are expected in Florida.

Providing the area does not suffer further, the charred land could eventually regain the natural beauty that has made it such a tourist attraction but this will take at least half a century, says Professor Johann Goldammer, director of Global Fire Monitoring Center, based in Freiburg, Germany. For the forests to grow back, the area just north of the Mediterranean coast must avoid the nutrient stripping floods and summer fires that are becoming more common in the area because of the region's volatile climate, he told CNN. "Instead of a forest, it could become a secondary shrub," said Goldammer.

Fires break out in Balkan forest and fields amid heat wave
BUCHAREST, Romania (AP) Some 100 fires were burning Tuesday in forests and fields across Romania as a result of a heat wave, and the government urged local authorities and firefighters to provide reserves of water to prepare for more fires. In Croatia, fires, apparently caused by hot temperatures and drought, have been erupting along the coastline and in the hinterland almost daily for three weeks. And in Serbia, where temperatures climbed above 40 degrees Celsius (104 degrees Fahrenheit) in several cities, hospitals reported a sharp increase in heat-related emergency cases and authorities urged people to stay indoors.

Forest Fire Imaging Experimental System (FIRES) Wildland fire detection and monitoring using near infrared (NIR) and thermal remote sensing with aircraft and satellite sensors. FIRES is a NASA-sponsored research project investigating the fundamental science behind wildland fires and establishing the feasibility of observing fires from remote platforms. This three year project is being led by Rochester Institute of Technology's Chester F. Carlson Center for Imaging Science. Another element of this project is to establish the requirements of the User community for information products as part of wildland and wildfire management. The Department of Natural Resources is responsible for wildfire protection on 12 million acres of private and state forest land. While fire can play a beneficial role in the forest ecosystem, it can be a destructive force that endangers our natural resources, our property, and even our lives. Our Fire Occurrence Map (it's about 300k if you want to view it) depicts fire occurrences over DNR protected lands from 1985-1994. The computer generated map shades a square mile of land for every fire that occurred in that area over the five-year period. As you view the map do you see that the most wildfires burn in the state's most populated areas? It's not that surprising if you look at the fire statistics for fires that have occurred on DNR protected lands. Over 85% of all fires were caused by people. People start fires, and people can prevent them. If you are a rural homeowner, or visit forested lands, there are things you can do to protect yourself, your forests, and even your home from wildfire. Most fires are caused by escaped debris fires. Landscapes such as those seen in Yellowstone have long been shaped by fire and not just the cool, creeping ground fires often described as "good" for grass production. The natural history of fire in the park includes large-scale conflagrations sweeping across the park’s vast volcanic plateaus, hot, wind-driven fires torching up the trunks to the crowns of the pine and fir trees at several hundred-year intervals. Many of Yellowstone’s plant species are fire-adapted. Some (not all) of the lodgepole pines ( Pinus contorta ), which make up nearly 80% of the park’s extensive forests, have cones that are serotinous sealed by resin until the intense heat of fire cracks the bonds and releases the seeds inside. Fires may stimulate regeneration of sagebrush, aspen, and willows, but the interactions between these plants and fire is complicated by other influences such as grazing levels and climate. Though above-ground parts of grasses and forbs are consumed by flames, the below-ground root systems typically remain unharmed, and for a few years after fire these plants commonly increase in productivity. In the first sixteen years of Yellowstone’s natural fire policy (1972-1987), 235 fires were allowed to burn 33,759 acres. Only 15 of those fires were larger than 100 acres, and all of the fires were extinguished naturally. Public response to the fires was good, and the program was considered a success. The summers of 1982-1987 were wetter than average, which may have contributed to the relatively low fire activity in those years.

The program manages all human and equipment resources needed for fighting wild fires in the province. Staff monitor weather patterns, lightning strikes, soil moisture and forest conditions to determine the probability and location of wild fires.
