Tuesday, April 27, 2004; Page A20 IN WASHINGTON, spring is sprinting toward summer. Elsewhere in the country, fire season has already arrived. In recent weeks, forest fires have broken out in Florida, Kentucky and southern Wisconsin, among other places. With another year of drought in the forecast, Arizona newspapers are predicting a fire season to rival that of 2002, when the Southwest suffered its worst fires in history. The country has been here before, and not that long ago: After last year's California wildfires, Congress rushed to pass a bill designed to help prevent such catastrophic fires. The law was meant to loosen regulations and to provide extra funding for "hazardous fuel reduction" projects, which remove the brush and small trees that burn the fastest. At the time, environmentalists worried that the bill's language was too loosely written and that forest fire prevention measures would not be focused on communities near susceptible forests but would be used to encourage commercial logging. Meanwhile, money is not lacking for other kinds of projects. Under the president's budget, money for "forest products" subsidies for commercial logging is also scheduled to go up, from $265 million this year to $274.3 million next year. Little of this money has much to do with fire prevention. Some $5 million has been authorized for planning logging projects in the Tongass National Forest in Alaska, for example (where the administration has suspended rules against logging in roadless areas), which is hardly a firefighting priority.

Forest fires can endanger homes and wildlife and take an immense human and financial toll to control. Yet, forest fires are natural and serve an important function in ecosystems. Most tree species evolved to take advantage of fire, and periodic fires contribute to forest health. In the absence of human settlement, fires often move through the forest burning lower branches and clearing dead wood from forest floor. Clearing the clutter from a forest floor, as one site puts it, "kick-starts regeneration by providing ideal growing conditions." It also improves the forest floor as habitat for many species that prefer relatively open spaces to a dense thicket of brush and dead branches. Further, forests in which fires are suppressed often burn much hotter and more dangerously when a serious fire finally breaks out. But it is understandable for people who live near forests and who own forest land to want their property, and their lives, protected from the ravages of fire so these are particularly difficult tradeoffs to make.     Pilot Projects on Forest Fires
    Forest fires constitute a recurrent phenomenon in the Mediterranean region. In the past fires may have been a natural phenomenon. This is not the case nowadays. Most fires in the Mediterranean region are caused by human activities. Increasing population growth and population density has posed a heavy pressure on wildland. Other factors such as migration of population from the country to the cities and abandonment of lands have also helped to a more continuos fuel layer that facilitates fire spread. Despite the devastating effects of forest fires on the fragile Mediterranean landscapes, there is a lack of harmonized information on fire occurrence and fire damage at the European scale. This is due to many factors, among them the different definition of forests in Mediterranean countries, and the different methods used to collect information on fire events. SAI activities on forest fires are aimed at obtaining harmonized products for all the European countries. However, the initial focus of the activities is southern Europe, since this is the area most affected by fires in the European Union. Panoramic view of forest fires in Greece in the summer of 1998 Forest fire activities cover the entire fire cycle, examining the variables that may influence fire occurrence and/or spread before the fire, going through fire detection once the fire has started, and mapping the burnt areas and evaluating damages after the fires. Hence, the forest fire activities of the Natural Hazards project comprise three topics:

    Wildfires are common in many places around the world, including much of the vegetated areas of Australia , forest areas of the United States and Canada , where the climates are sufficiently moist to allow the growth of trees , but feature extended dry, hot periods when fallen branches, leaves, and other material can dry out and becomes highly flammable. Wildfires are also common in grasslands and scrublands. Wildfires tend to be most common and severe during years of drought and occur on days of strong winds. With extensive urbanization of wildlands, these fires often involve destruction of suburban homes located in the wildland urban intermix.

In France, two towns were evacuated as the flames spread at a devastating pace, forcing tens of thousands of people to spend the night in temporary shelters. Officials speculated that the blazes about 30 broke out nearly simultaneously on Monday were criminal in origin. Firefighters found evidence of Molotov cocktails in the region, according to radio and television reports. By Tuesday, the local government in the Var region of France said the fires were under control, following a 24-hour battle by nearly 2,000 firefighters, Reuters reported. President Jacques Chirac warned that anyone who set fires in the tinderbox conditions would face "punishment of exceptional severity." Interior Minister Nicolas Sarkozy, who toured the region, called the fires "an ecological massacre."

Hundreds of firefighters, using helicopters, planes and dozens of fire engines, are battling to control flames racing across about 300 hectares (740 acres) of woodland south of the Russian capital. At least 119 peat fires were ablaze in the Moscow region on Wednesday, up from 76 the day before, the Emergency Situations Ministry said. Normally only a handful of such fires are reported each summer. The army was helping firefighters and volunteers in Shatura, a town southeast of Moscow that has been particularly badly affected. Moscow's ambulance service said about 5,900 people suffering from the effects of the smog, expected to choke the city for another five days, had called for urgent help over the past 24 hours.

The 2004 fire season will require all the preparedness possible in Washington state. Firefighters knew that even before the first trouble of the year, near Ellensburg. Like much of the West, the state has experienced unusually dry weather in recent months. "We look like we are heading toward another severe fire season in the Northwest," said Dave Johnson of the Mount Baker-Snoqualmie National Forest. At a time when budgets at every level are stretched, a serious fire season in large areas of the country would be a big challenge. Fortunately, some advance work is under way. Johnson said training sessions emphasize safety rules a necessity after tragic losses of firefighters. Federal fire-prevention efforts around Western communities are also providing some help. Prescribed burns in the spring and fall, for instance, reduce wildfires, as well as improve conditions for plants and wildlife. If the Bush administration doesn't use its Healthy Forests efforts as an excuse for greater commercial logging, it could win support for expanded prevention efforts in the future.

Using remote sensing, satellite imagery, and ground and aerial surveys, a team of German and Indonesian researchers found that the bulk of the roughly 12 million acres (5 million hectares) consumed by fire occurred in timber concessions, plantations, and on land converted to agricultural use and then left fallow.

    Remote sensing as a tool to map forest fires, to study the fire regime and their effects on plant communities and the integration into a GIS

    A semiautomatic method to map forest fires during large periods by means of remote sensing imagery has been developed. This methodology has been applied to the period 1975-1993 and results have been given as a forest fire map series and a fire history map of Catalonia (Northeast of Spain). These maps have been lately converted to vector layers and all results have been integrated into a GIS. The results have been contrasted to independent administration data and commission and omission errors have been evaluated. Fire frequencies and NDVI post-fire values have been used to retrieve valuable information on the fire regime and to evaluate plant regeneration rates in Mediterranean plant communities.
