Environmentalist and bureaucratic policies have rendered federal agencies ineffective in managing our wildland (all land under federal agencies). National forests in the West are in deplorable condition , and the advocacy of letting natural fires burn, or in some cases to correct decades of fire-fuel buildup with prescribed burns, is destroying our forestlands. Examples of the catastrophic damage done to our National Parks and National Forests from advocating these policies are the Yellowstone National Park forest fires of 1988, the Mesa Verde forest fire of 2000, both of which were caused by lightning, and the prescribed burn that resulted in the Cerro Grande forest fire near Los Alamos, New Mexico in 2000. When the weather is hot, dry or windy, or when thunderstorms occur, there is the danger of forest fire. Forestry fire fighters have developed a system to calculate and distribute fire danger information and provide daily weather reports from more than 1,000 fire danger weather stations throughout the country.
Additionally, the firefighters working with Smokey have expanded the tools they use to reduce and prevent forest fires that can occur under such dangerous conditions. They are using their old 'enemy' fire wisely and under selected conditions to clear forests of debris. These 'friendly' fires not only reduce undergrowth but help many plants reproduce and increase food for wild animals. But, most importantly, planned fires can lessen the possibility of an unplanned wildfire caused by lightning or human carelessness raging out of control.
There are thousands of brave men and women who fight forest fires. They can use water or they can remove the fuel from the fire by cutting down trees or setting small fires to create a fire break. Firefighters' tools are necessarily limited. SUMMARY Interest in fuel management, to reduce fire control costs and damages, has been renewed with the numerous, destructive wildfires spread across the West during the summer of 1994. Fuel management is often linked to forest health, since major forest health concerns include excess biomass (i.e., fuel loadings) and catastrophic fires. Several tools, such as prescribed burning and salvage timber sales, can address these problems, but the extent of the problem and the cost of needed treatments are genera lly unknown. Fuel management may well reduce fire control costs and damages, but the evidence is largely anecdotal, with few documented estimates of the decline in control costs and/or damages associated with fuel treatments. Finally, the roles and responsibilities of the Federal and State governments in fire protection may be subject to further debate. INTRODUCTION The 1994 fire season saw numerous large wildfires, with the deaths of several firefighters and the destruction of many structures. Many observers suggested that the extent and severity of the fires was largely due to the poor health of the national forests of the West.(1) These observers argue that activities to improve forest health by reducing fuel loadings will also reduce fire control costs and fire damages. This report describes fuel management and its benefits for controlling wildfires and for reducing fire damages, and discusses the relative roles and responsibilities of the Federal and State governments in wildfire protection.(2)
