NIGERIA: CLOSURE OF THE SWISS EMBASSY OFFICE IN LAGOS 08.06.2004: The Swiss Embassy in Lagos has transferred its activities to Abuja.
The transfer of the Swiss representation in Nigeria from Lagos to the new capital, Abuja, is now complete. It has been carried out in a series of steps since autumn 2000. Henceforth, the Embassy in Abuja will have full responsibilities for diplomatic and consular questions for Nigeria, as well as for Benin, Chad and Equatorial Guinea.
Abuja was decreed the political capital of Nigeria to succeed Lagos in 1992. Switzerland started to set up an office in the new capital, which became the Embassy in August 2001, while the representation in Lagos was transformed into an Embassy office. However, a large part of Switzerland's official activities in Nigeria, in particular consular work, continued to be carried out from Lagos for some time. Following the purchase of more spacious premises in Abuja, these remaining activities were also transferred to Abuja, and the connection was terminated. The appointment of an honorary consular representative in Lagos is planned and will be made official as soon as the Nigerian authorities announce their approval. The duties of the Honorary Consul will include maintaining links between the Swiss community in Nigeria, which is mainly resident in Lagos, and the Embassy in Abuja.

In late September 1997, despite the misgivings of some members of the "politico-administrative co-ordination", notably Abdou Madi, Ibrahim announced his decision to hold a referendum on self-determination for Nzwani on 26 October, prior to a reconciliation conference sponsored by both the OAU and the Arab League, which all parties had agreed to attend.
Despite international opposition, the referendum was conducted as scheduled; according to separatist officials, 99.88% of the electorate voted in favour of independence for Nzwani, with a turnout of 94%.
The following day Ibrahim dissolved the "politico-administrative co-ordination" and appointed a temporary government which was charged with preparing a constitution and organizing a presidential election, although it did not receive international recognition.
Meanwhile, amid reports of dissension within the separatist government on Nzwani, it was reported that Abdou Madi (believed to hold more moderate views than Ibrahim) was in Moroni, having fled Nzwani.
The two pledged to "work together" in the search for a rapid and definitive solution to the crisis, in accordance with the legitimate aspirations of the population.

Pre-emptive Assassination and US Foreign Policy
The vaunted US "road map" to peace lies battered in a series of attacks that claimed dozens of lives this month alone. By embracing the concept of "pre-emptive assassination," the United States seems determined to follow the Middle East down the same bloody path.
The White House predictably responded to recent clashes by denouncing Palestinian suicide bombers; less predictably, Bush also criticized Israel's botched attempt to assassinate a senior Hammas leader, which ended up instead killing three bystanders and setting off the fresh wave of violence.
Labeling the pre-emptive assassination strike a "troubling" blow to peace, Bush later bowed to pressure from pro-Israel lobbying groups and Congress members; White House opinion now firmly backs the Sharon government's crackdown on militant groups, covert lethal operations and all.
No wonder. Eager to follow Sharon's lead in pre-emptively bumping off enemies, the Bush administration is said to be working with Israeli government officials to establish the legal framework for creating America's own targeted-assassination policy. The Israeli justification (that ongoing conflict in the West Bank and Gaza Strip necessitates substituting warfare laws for self-defense) sits well with a US president hoping to fight a never-ending "war on terror."
