Instituted in 1890, the Liyakat Medal became the basic military decoration of the Ottoman Empire (Turkey) until the end of the First World War. It was issued in gold or silver. Awards made during this war only bore a ribbon clasp of crossed sabers with the year 1333 (1915) in the same metal as the medal. Medal for the China War (Boxer Rebellion)
  • There is a difference between "bars" and "clasps" although sometimes the two get mixed up. Supporting "bars" are another thing altogether. A bar represents the award of another medal of the same type. As wearing 2 or more identical medals would look silly a bar is worn on the riband of the medal to indicate the second award.

India says the Taleban are calling on Afghan fighters in Kashmir to return to their homeland ahead of a possible US military strike.

Indian Foreign Minister Jaswant Singh India's Foreign Minister Jaswant Singh told a news conference the call had been issued by Taleban leader Mullah Mohammad Omar. Mr Singh said he had received "several intelligence reports" about the recall of fighters, but declined to elaborate. "It is our information based on the intelligence resources of India," he said. Thousands of fighters Authorities in Delhi say thousands of Afghans are fighting alongside separatist guerrillas in Indian-administered Kashmir.

So while the US presents its domination over other sovereign states as grounded in a benevolent paternalism which takes into account the interests of other states, it reserves for itself the ultimate right to DEFINE its allies' "true" interests. The logic is thus clearly formulated: even the pretense of a neutral international law is abandoned, since, when the US perceive a potential threat, they formally ask their allies to support them, but the allies' agreement is optional, the underlying message is always "we will do it with or without you," i.e. you are free to agree with, but not free to disagree — the old paradox of the forced choice is reproduced here, the freedom to make a choice on condition that one makes the right choice. The US displeasure of Gerhard Schroeder in September 2002, when he won the elections with his firm stance against the American military intervention in Irak, was a displeasure at the fact that Schroeder did what a normal politician in a functioning democracy and a leader of a sovereign state does — while agreeing that the Iraqi regime is a threat, he simply articulated his disagreement with the way the US government proposed to deal with this threat, thereby stating an opinion shared not only by many other states, but also by a considerable percentage of American people and congressmen. Schroeder was thus the first to get the full taste of the Bush doctrine — and, to pursue the homology even further, was his disagreement with the US plans to preventively attack Iraq not precisely a kind of real-life "minority report," signaling his disagreement with the way others saw the future?

John McCain told attendees at the second evening of the 2000 Republican Convention on Tuesday that he believes Texas Gov. George W. "I say to all Americans, Republican, Democrat or independent, if you believe America deserves leaders with a purpose more ennobling than expediency and opportunism, then vote for Governor Bush," McCain said as he delivered Tuesday night's central address. The Republican Party steered the second night of its 2000 convention further away from the bellicose partisan displays that have characterized conventions past, to focus on national strength, gratitude to the nation's war veterans, and honor for the party's living former chief executives.

The opposition Afghan military commander, Ahmed Shah Masood, has appealed for international support to help confront the Taleban.

Ahmed Masood Mr Masood, who is visiting France, had a private meeting with French Foreign Minister Hubert Vedrine, and is shortly due to address the European parliament in Strasbourg. The visit comes at a time when relations between his political opponents back home, the Taleban, and the West are particularly poor. The Taleban has reacted angrily to the visit. Garnering support In a rare foray from his stronghold in the Panjshir Valley, in north-eastern Afghanistan, Mr Masood spent an hour with Mr Vedrine in closed-door talks. "Any help that countries can give us for reconquering our country, we need it," he told a news conference after the meeting.
