Foreign Military Sales 2004 – General Dynamics Corporation WHEREAS the United States exports weapons and related military services through foreign military sales (government-to-government), direct commercial weapons sales (U.S. companies to foreign buyers), equipment leases, transfers of excess defense articles and emergency drawdowns of weaponry.
The United States was the leader in total worldwide sales in 2002, with about $13.3 billion, or 45.5% of global conventional weapons deals, a rise from $12.1 billion in 2001. Of that, $8.6 billion was to developing nations, or about 48.6%. ("Conventional Arms Transfers to Developing Nations, 1995-2002," Congressional Research Service, Report for Congress, 9/2003) In a number of recent United States combat engagements (e.g., the first Gulf War, Somalia and Afghanistan), our troops faced adversaries who had previously received U.S. weapons or military technology.

The FMS branch of the IN32 Division is the single point of contact within DISA for all foreign requests for DISA products and services. It is also the focal point for sales to foreign militaries for all of DISA. Every transaction carried out with a coalition or allied partner must be coordinated through the FMS office. The Technical Support branch is responsible for managing the Tactical Data Links (TDL) including the Joint or J-Series Family of TDLs. Formerly known as Tactical Digital Information Links (TADILs), TDLs include Link-11, Link-11B, Link-16, Link-22, the Variable Message Format (VMF) and the Integrated Broadcast Service. This division chairs a number of working groups and sub-working groups dedicated to technical, operational, and policy aspects of TDL. This includes the TDL Configuration Control Board (CCB), which maintains U.S. TDL specifications and determines the U.S. position on international data link standards.

WHEREAS in fiscal year 1997, the United States supplied $8.4 billion worth of weapons in actual delivery of arms sales abroad. WHEREAS the last three times the U.S. sent troops into combat in significant numbers (Panama, Iraq, and Somalia), they faced adversaries that received U.S. weapons or military technology in the period leading to the conflict. WHEREAS U.S. weapons supplied to anti-Communist rebels in Angola and Afghanistan under the Reagan Doctrine have been used in devastating civil wars; in the Afghan case, U.S.-supplied Stinger missiles turned up on the international black market as prized items sought by all manner of rebel groups and terrorist organizations ("Sales of the Century," Commonweal, William D. Hartung, 5/20/94). "U.S. Weapons at War: United States Arms Deliveries to Regions of Conflict" (World Policy Institute, 1995) shows that the U.S. was a major arms supplier in one-third of the 50 ethnic and territorial conflicts currently raging. The study says that some 45 parties involved in the conflicts purchased over $42 billion in U.S. arms sales in the last ten years. WHEREAS our company ranked third among Department of Defense-leading corporations with contracts in excess of $6.4 billion, including $1.2 billion in foreign military sales.

Foreign Military Sales
Sharp is part of a team of nine companies that provide services to NAVSEA and foreign navies to support the US Navy's Foreign Military Sales (FMS) program for the reactivation, transfer, and life cycle support of former US Navy ships. Headed by the prime contractor VSE Corporation of Alexandria, Virginia, the FMS team is commonly called "BAV". George G. Sharp, Inc. is the naval architecture/marine engineering arm of the BAV FMS Team. We provide ship systems engineers for follow on technical support (FOTS) and ship reactivation project managers at the "BAV" headquarters staff ("Core Cadre") office, which is located in Alexandria, Virginia. Sharp field personnel support ship reactivation projects in the US and overseas. Sharp instructors train foreign navy personnel worldwide to properly maintain and operate former US Navy ships. Locally, Washington Office engineers and technicians perform ship and ship system design projects in support of reactivation projects and FOTS tasks. The changes are monumental, and not all are positive. Non-state sponsored groups with access to advanced IT can present dangers nearly on a par with nations. A threat could originate from a drug cartel, warlord, or mafia group's attack on an IT such as a nuclear power plant, or from the chaos generated by a computer virus inserted into a country's defense (air defense, nuclear, and so forth) computer system prompted by a variety of agendas. At the same time, situational awareness in nations with access to high technology is more complete than ever before. The ability to monitor conversations and movements is extraordinary and affects the character, speed and precision of diplomatic and military responses against all types of threats. Realizing the impact of rapid new developments in information technology on the emerging twenty-first century security environment, security officials in both the United States and Russia are trying to monitor and coordinate defenses and active measures. In the end, this will require closer coordination between the United States and Russia to ensure that one side does not misinterpret an event and send the world to the brink of an information war (IW).

POSSIBLE FOREIGN MILITARY SALE OF AGM-142D AIR-TO-GROUND MISSILES TO ISRAEL ANNOUNCED
The Government of Israel has requested a possible sale of 41 AGM-142D air-to-ground missiles with data links (including 33 with Z-seeker heads and eight without seeker heads), containers, captive air training missile sets, spare and repair parts, publications and technical data, U.S. Government and contractor technical and logistics personnel services and other related elements of program support. The estimated cost is $58 million. This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a friendly country which has been and continues to be an important force for political stability and economic progress in the Middle East. This proposed sale of the AGM-142D missile allows Israel to increase its capability to engage high value and hardened/buried targets. The proposed sale will contribute significantly to U.S. strategic and tactical objectives by strengthening the unity of the coalition forces throughout the region. Israel, which already has AGM-142D air-to-ground missiles in its inventory, will have no difficulty absorbing these missiles.
