    The foreign language teaching profession today is faced with increasing enrollments and a shortage of qualified teachers. At the same time, a rapidly changing student population, nationwide education reform, and the development of national standards for foreign language learning are placing a number of new demands on foreign language teachers. Curtain and Pesola (1994) suggest that foreign language teachers today "require a combination of competencies and background that may be unprecedented in the preparation of language teachers" (p. 241) and that strong professional development is critical.
    Challenges for Foreign Language Teachers
    Curtain and Pesola (1994) and Tedick and Walker (1996) list a number of factors that make the teaching of foreign languages especially challenging and emphasize the need for strong professional development.
    • The variety of reasons students have for learning foreign languages and the different ways they approach this learning require that foreign language curricula and instruction address a range of student goals and learning styles.

    What We Can Learn From Foreign Language Teaching In Other Countries
    Ingrid Pufahl, Nancy C. Rhodes, and Donna Christian, Center for Applied Linguistics
    During the last decade, new efforts have aimed at improving foreign language education in the United States (see, e.g., National Standards in Foreign Language Education Project, 1999). A recent study concerned with the need to strengthen foreign language skills among U.S. students examined the successes of other countries. Conducted by the Center for Applied Linguistics, the study collected information from 22 educators in 19 countries about foreign language instruction in their elementary and secondary schools. The countries represented in the study are Australia, Austria, Brazil, Canada, Chile, the Czech Republic, Denmark, Finland, Germany, Israel, Italy, Kazakhstan, Luxembourg, Morocco, the Netherlands, New Zealand, Peru, Spain, and Thailand. Information was also gathered on China, England, and Hong Kong from comparative education reports. Study participants responded to a series of questions about language teaching methodologies, strategies, and policies in their countries that could inform language teaching in the United States. Answers to the key question, "What do you think are three of the most successful aspects of foreign language education in your country?" allowed study researchers to identify eight exemplary characteristics of foreign language education in the countries surveyed. This digest examines these characteristics and discusses what the United States can learn from them.

(October 2003) The Bureau of Educational and Cultural Affairs of the U.S. Department of State is pleased to announce the FY 2004 competition for the Fulbright Foreign Language Teaching Assistant (FLTA) Program. The FLTA program is funded by the Bureau of Educational and Cultural Affairs through the Partnerships for Learning Initiative (P4L). The purpose of the FLTA program is to strengthen the instruction of strategic foreign languages at U.S. colleges and universities while providing future teachers of English from countries with a significant Muslim population with the opportunity to refine their teaching skills, increase their English language proficiency and extend their knowledge of the cultures and customs of the United States . FLTA fellows also interact with the host community in conversation groups, extracurricular activities and community outreach projects. INTERDISCIPLINARY UNITS AND THE FOREIGN LANGUAGE CURRICULUM
Interdisciplinary instruction is increasingly popular at the middle school level because of growing recognition that learning is improved when students are able to understand the underlying relationships that connect what they are taught from one class period to the next. When objectives and content can be integrated, it is likely that greater student learning will be attained. Among the strategies for integrating instruction in different disciplines are thematic units, curricular connections, and thinking skills development. Thematic Units. In this approach, the most common in middle schools today, all teachers on the team organize the content and skills of their discipline around a predetermined theme. Team-wide thematic units have caused concern for teachers who see certain themes as incongruent with the objectives of their discipline. This is particularly true in subjects such as mathematics and foreign languages, where teachers tend to view their objectives as sequential and hierarchical, with little flexibility about what should be taught and when. Nonetheless, many creative teachers are finding ways to contribute to thematic units.

One such attempt, block scheduling, affects many aspects of the school environment, both organizationally and educationally. It comes in many complex variations, including four-block schedules (see descriptions below) (Canady and Rettig, 1995). Block scheduling rests on the premise that it will give teachers more instructional flexibility (Carroll, 1990), reduce the fragmentation of the day, and allow teachers to adapt their instructional strategies to address the different ways in which students learn. In North Carolina, interest in block scheduling became apparent after the State Board of Education decided to increase the graduation requirement from 11 to 14 courses in 1991. The increased number of graduation requirements made it much more difficult for students to select electives or concentrate on the extended study of one discipline.

Foreign Language News and Updates Wootton HS SP Students and Teachers Earn AATSP Award Wootton High School' s Spanish Honor Society was awarded first prize for its work with the children of Atyrá, Paraguay in a competition held by the National Association of Teachers of Spanish and Portuguese. An account of the project will be published in next fall's issue of ALBRICIAS, a magazine published by NTSP. Helen Jacobs and Viviana Cruz, Wootton Hs Spanish teachers, led the student effort. Foreign Language Teachers and Students Earn Awards French students at Gaithersburg Middle School scored high marks on the recent 2004 National French contest. Ten students taught by Maria Boichin and five students instructed by Agnes Sanvee earned top ten statewide rankings on the national French examination. Sligo Creek French immersion coordinator, Donna Gouin, has been awarded the prestigious Las Palmes Academique from the Ambassador of France. The award recognizes Donna’s lifelong dedication to teaching and sharing the French language and culture with students in the United States. Tracey Herling, Spanish instructor at Springbrook High School, has been awarded a Fulbright-Hays scholarship to Peru, under the auspices of Morgan State University, for this summer. As part of her intensive five-week language program, Tracey will be learning how to incorporate international politics and Peruvian culture into the MCPS foreign language curriculum. The world we live in has become a whole lot smaller. As a result, it is all too possible that your next door neighbour speaks a different language than you do. Who knows, your street may be a virtual United Nations in miniature. It will certainly open up new vistas for your young one, as well as being a wonderful gift to the new immigrants in your area. But, hang on, you say, Im not qualified to teach a foreign language. Before you close your mind to the idea, consider the fact that the easiest way to learn a new language is to converse with native speakers. And with all the talk about how we are becoming too insular and dont even know our neighbours, what better way to impart a new language to your child than to extend hospitality to a foreign neighbour and learn their language from them. Im sure theyd be delighted to oblige. By making a friend of your foreign neighbour you will be brightening up many lives. Imagine the isolation and culture shock that these people must be experiencing. Your acts of kindness go a long way to making them feel happy in their new home. You and your neighbour, with the children participating, can identify common objects for one another in each ones language. You can thus become a learn-along teacher of your child. Besides the language, your child will be learning another invaluable lesson: People of different nationality, different skin color and different cultural background are really no different from us they have the same needs, desires and motivations.

Over the past few years, the Internet has emerged as a prominent new technology. The influence of such a powerful technological tool has pervaded all aspects of the educational, business, and economic sectors of our world. Regardless of one's familiarity with the Internet, it is repeatedly made reference to. News broadcasters and commercials, for example, will now provide web addresses, and even the recent movie, "The Net" was sparked by the impact of this new technology (Mike, 1996). Regardless of whether one uses the Internet or not, one must be clear about the fact that the we have entered a new information age and the Internet is here to stay.

Davis and Chang (1994) point out that as writers on both sides of the world shared questions and comments, jokes began to surface. Over time, the students' reading and writing began to change as well. Through surveys and informal case studies of student writing during the conference, it was found that for the most part, students' writing had improved in both fluency and organization. Surveys also indicated that students saw some carry over to their study literature, and that they had a better understanding of English usage. While the above examples illustrate a few uses of e-mail in the second and foreign language classroom, without a doubt e-mail can provide authentic communication and can foster awareness of both the language learner and the languages they are learning.
