Gerald R. Ford When Gerald R. Ford took the oath of office on August 9, 1974, he declared, "I assume the Presidency under extraordinary circumstances.... This is an hour of history that troubles our minds and hurts our hearts." It was indeed an unprecedented time. He had been the first Vice President chosen under the terms of the Twenty-fifth Amendment and, in the aftermath of the Watergate scandal, was succeeding the first President ever to resign. Ford was confronted with almost insuperable tasks. There were the challenges of mastering inflation, reviving a depressed economy, solving chronic energy shortages, and trying to ensure world peace.

The President acted to curb the trend toward Government intervention and spending as a means of solving the problems of American society and the economy. In the long run, he believed, this shift would bring a better life for all Americans. Ford's reputation for integrity and openness had made him popular during his 25 years in Congress. From 1965 to 1973, he was House Minority Leader. Born in Omaha, Nebraska, in 1913, he grew up in Grand Rapids, Michigan. He starred on the University of Michigan football team, then went to Yale, where he served as assistant coach while earning his law degree. During World War II he attained the rank of lieutenant commander in the Navy. After the war he returned to Grand Rapids, where he began the practice of law, and entered Republican politics. A few weeks before his election to Congress in 1948, he married Elizabeth Bloomer. They have four children: Michael, John, Steven, and Susan.

Gerald R. Ford, thirty-eighth U.S. president On the resignation of South Vietnam's president "There was no pressure from here to force President Thieu to step down." (Washington, D.C., April 21, 1975) On April 21, 1975, Xuan Loc, Saigon's last line of defense against North Vietnamese forces, fell to the Communists. The same day, President Nguyen Van Thieu, leader of South Vietnam since 1967, announced his resignation. Knowing that the Communists would never negotiate with a hard-liner such as a Thieu, the U.S. ambassador in Vietnam had suggested to him that he resign. In his farewell address, Thieu chagrined the United States as "inhumane," and declared, "You ran away and left us to do the job that you could not." President Gerald Ford, speaking of the events from Washington, seemed more distant than his 10,000 miles from Saigon. On April 26, Thieu fled to Taiwan, and on April 27, Communist forces began shelling the South Vietnamese capital. On April 29, U.S. Armed Forces Radio played White Christmas

During his tenure there (until 1973), he was a strict conservative, opposing federal aid to education and housing, increases in the minimum wage, Medicare, the Office of Economic Opportunity, and antipollution bills. In 1970 he led an unsuccessful attempt to impeach the liberal Supreme Court Justice William O. Douglas. Ford favored increasing the defense budget, and he usually voted for civil rights legislation. In 1965 he was elected minority leader of the House of Representatives.
The Presidency. top Following the resignation of Vice-President Spiro T. Agnew in 1973, Ford was chosen as his successor by President Richard M. Nixon . During his nine months as vice-president, Ford staunchly defended Nixon, who was accused of misconduct in the Watergate affair. One of his first and most controversial acts was to pardon Nixon for all federal crimes he might have committed in office.

(Portrait) Gerald Ford became President after Richard Nixon resigned in August 1974. Ford's experience as a member of the intelligence subcommittee of the House Appropriations Committee gave him a deep appreciation of the value of intelligence. Fundamental changes in the way CIA operated occurred during the Ford administration. Congressional oversight of CIA and its operations tightened as a result of the Church Committee hearings in 1975, which investigated alleged CIA misconduct.
"IN THE WORLD IN WHICH WE live, beset by continuing threats to our national security, it is vital that we maintain an effective intelligence and counterintelligence capability. This capability is fundamental in providing the safeguards that protect our national interests and help avert armed conflict. The Central Intelligence Agency has had a notable record of many successes in this field, but by the nature of its operations, such successes and achievements cannot be divulged publicly. "It is essential in this republic that we meet our security requirements and at the same time avoid impairing our democratic institutions and fundamental freedoms. Intelligence activities must be conducted consistently with both objectives."

    President Gerald R. Ford Biography
Gerald Rudolph Ford , the 38th President of the United States, was born Leslie Lynch King, Jr., the son of Leslie Lynch King and Dorothy Gardner King, on July 14, 1913, in Omaha, Nebraska. After his parents' divorce and his mother's 1916 marriage to businessman Gerald R. Ford, he became known as Gerald R. Ford, Jr. Jerry Ford graduated from Grand Rapids (Michigan) South High School in 1931 as an honor student and star performer in football and basketball. He was also active in scouting, achieving the rank of Eagle Scout in 1927. He earned spending money by working in the family paint business and at a local restaurant. He continued both his education and athletics at The University of Michigan where he played center on the Wolverine football team and was selected most valuable player by his teammates during his senior year. He received offers from two professional football teams, the Detroit Lions and the Green Bay Packers, but chose instead to take a position as boxing coach and assistant varsity football coach at Yale University during law school. He received his law degree from Yale in 1941, graduating in the top third of his class. During World War II, Ford served in the Pacific as an operations officer aboard the aircraft carrier U.S.S. Monterey. After the war, he returned to law practice in Grand Rapids, where his father was county Republican chairman. In 1948 he married Elizabeth Bloomer Warren, a fashion coordinator for a Grand Rapids department store. They would have four children: Michael Gerald, John Gardner, Steven Meigs, and Susan Elizabeth.
