By KENT FISCHER LAND O'LAKES There are days, Cindy Roan says, when she feels like retiring her Parent Teacher Association name badge. As when she hosts a countywide PTA meeting and four people show up. Or like this spring when for the third consecutive year she was named president of the countywide PTA council because nobody else wanted the job. "I considered just getting rid of the council because nobody was using us," Roan said. "I thought, why even bother? Nobody even acknowledges that we exist." Instead of folding, however, Roan decided to go on the offensive. She went before the School Board and has talked to reporters in an attempt to spread the word about Pasco's dreary PTA membership. Fewer than half of the district's 53 schools have a PTA. Countywide, membership stands at 4,921, down about 600 from two years ago, mostly because three schools have recently disbanded their groups.

    STATE LAW ALLOWS FLORIDA PTOs, PTAs TO BUY TAX-FREE
    As more than 2 million Florida students head back to school, Florida law is helping the state's Parent-Teacher Organizations and Parent-Teacher Associations stretch their budgets a little further by making it easier for them to make purchases or leases tax-free, the Florida Department of Revenue announced Tuesday. Under current law, Florida PTOs and PTAs that are involved in K-12 schools may qualify for a Florida sales tax exemption, allowing them to buy taxable items and lease property tax-free. To receive tax-free purchasing status, PTAs and PTOs should apply for a Consumer's Certificate of Exemption from DOR. Applying for the consumer's certificate of exemption is simple and easy. Application forms (form DR-5) are available on-line, by fax or from any DOR service center. Some restrictions to the exemption apply, however:
    • The PTO or PTA may use its Consumer's Certificate of Exemption only for direct purchases and leases using the PTO's or PTA's own funds. If PTO or PTA members make purchases with personal funds on behalf of the organization, those purchases are

    ALTHOUGH THEY WORK in different professions, Latha Krishnaiyer and Cindy Stoddart discovered they have an important common concern: the impact of television violence and commercialism on children. So in early 1995, Krishnaiyer, of the Broward County and Florida State PTA, and Stoddart, director of public and government affairs of the Broward County System at Comcast Cable of Fort Lauderdale, got together to lead one of the very first Taking Charge of Your TV workshops for a group of concerned parents at the Florida PTA leadership conference. They’ve been giving them ever since. The partnership between Comcast and the Florida PTA "makes perfect sense," Stoddart says. "I think the cable industry brings a tremendous sense of responsibility and commitment to education to the table, along with the ability to use the resources that we have to communicate to the public at large. The PTA members take the information we give them back to their communities and they make things happen at a grassroots level." "For instance," Krishnaiyer continues, "a woman at one of the workshops said that she came home one day and went into the laundry room to wash clothes. Her two boys had taken marbles and strewn them all over the floor. She took a step and took a dive—luckily she wasn’t hurt! Then she brought the kids in and she wanted to know what happened. They said they were doing this to stop burglars from coming in, just like the kid did in the movie

    By Vanessa Parks With a moon bounce, three-legged races, and popcorn machines, most PTO volunteers see a carnival as a festive way to boost school spirit, raise some money, and, of course, have a little fun. But from where Elgin Allen sits, that same carnival looks more like a little shop of horrors. The moon bounce? A chance for someone to get hurt, perhaps seriously. Ditto the three-legged race. The popcorn machine? A fire hazard. “Typically if people file a lawsuit, they’ll name anyone as defendants,’’ says Allen. Even if the parent group itself doesn’t have much money to go after, the officers may be named. “What are the attorneys going to do? They’re going to look for the deep pockets and go after personal assets,’’ he says. Many volunteers seem to take a head-in-the-sand approach to lawsuits, thinking, “Well, I’m a volunteer so I can’t be sued” or “We’re just a simple parent group. Who would embezzle from us?” The trouble is that anyone can be sued and parent groups across the country have been victims of theft more times than we care to remember. Lawsuits require attorneys (at $200 per hour). And missing funds can be terribly difficult to replace.

You can encourage good homework habits by setting aside a regular homework time, by providing materials and a well-lighted place to do homework and by helping plan ahead for project deadlines. How Can Parents Get Involved? Manatee County believes strongly in the importance of parent and community involvement in the schools. Parents and others may choose from among many avenues of involvement including PTAs/PTOs, School Advisory Councils (SAC), volunteer programs, booster clubs, and more. Contact your school for additional information. Reporting Student Progress The district must annually report in writing to the student and his/her parent or legal guardian the student's results on each statewide assessment test. The progress of students toward achieving state and district requirements for proficiency in reading, writing, and mathematics shall be reported to each student and his/her parents or legal guardian quarterly. The evaluation of each student's progress must be based upon the student's classroom work, observations, tests, district and state assessments and other relevant information. Each semester, high schools will report to parents of those students in grades 9-12 whose quarter grade point average , semester grade point average, or cumulative grade point average is 2.5 unweighted or below that the student is at risk of not meeting the grade point average requirement for graduation. This will serve to notify the parent or legal guardian of the grade point requirement for graduation and inform them of policies in place to address the issue. The district must assist students in achieving the grade point average required for graduation.

GERRY O'BRIEN, Butte By SANDRA KALLIO/Wisconsin State Journal While public schools have been criticized for racial and gender achievement gaps for decades, there's another gap under scrutiny parental involvement in schools, particularly among men and minorities. Nine of 10 Parent Teacher Association (PTA) members are women and more than eight in 10 are white, according to the national PTA. While the organization has come a long way in the century since it was founded as the National Congress of Mothers, it remains far from balanced demographically. That's why the PTA is piloting an Hispanic Outreach Initiative in California, Florida and Texas. The goal is to create a network of Latino leaders to reach out to Latino families, so they feel welcome to participate in their children's education. This is not just a warm, fuzzy concept. Research indicates that when parents are involved in schools, their children do better academically. Parent-teacher groups in the Madison School District seem to include more men than the national average but remain mighty white. According to a tally of board presidents and co-presidents listed on school district Web sites, about eight in 10 top officers are women. Those contacted for this story note few peers from minority populations, even though about four of every 10 students are minorities.
