ACLU Urges Miami-Dade School Board to Rethink Proposal to Release Student Information to Military, College Recruiters
January 15, 2003 MIAMI – Saying a proposed school board policy regarding the release of student information to military and college recruiters fails to protect privacy rights, the American Civil Liberties Union (ACLU) Miami Chapter today asked members of the School Board of Miami-Dade County Public Schools to revamp the plan so that parents and students are fully informed of their rights under the law. "We're urging the school board to reject this proposal and to send this policy back for further staff analysis because it fails to adhere to federal law and does not adequately protect the privacy rights of Miami-Dade School District students," said ACLU Miami Chapter President Lida Rodriguez-Taseff. In a memo sent today , the ACLU expressed concern about a proposed amendment to the School Board Rule on Student Records that broadens the categories of directory information that may be released about students. As proposed, the school board rule adds student photographs, e-mail addresses and unlisted phone numbers to the information that is publicly available to anyone requesting it.

2.1 History of Florida State University
Classes were held at the West Florida Seminary from 1857 until 1863, when the state legislature changed the name to The Florida Military and Collegiate Institute to reflect the addition of a military section which trained cadets. During the Civil War, cadets from the school, ranging in age from twelve to eighteen, fought in the Battle of Natural Bridge and helped make Tallahassee the only Confederate capitol east of the Mississippi not captured during the war. As a result of the brave action of the West Florida cadets in this battle, the Florida State University Army ROTC cadet corps today is one of only three in the nation authorized to display a battle streamer with its flag, which bears the words NATURAL BRIDGE 1865. After the end of the war in 1865, however, Union troops under General McCook descended upon Tallahassee and occupied the city (including campus buildings), remaining for more than a month. In 1883 the institution, now long officially known as the West Florida Seminary, was organized by the Board of Education as The Literary College of the University of Florida. Owing to lack of means for the support of this more ambitious project, and also owing to the fact that soon thereafter schools for technical training were established, this association soon dissolved. It remains to be remarked, however, that the legislative act passed in 1885, bestowing upon the institution the title of the University of Florida, has never been repealed. The more pretentious name is not assumed by the college owing to the fact that it does not wish to misrepresent its resources and purposes.

Tallahassee, FL, Apr. 19 (UPI) The Florida Legislature is considering a bill to give children of military families private school vouchers, Florida Today reported Monday. The newspaper said its analysis shows the bill could cost taxpayers nearly $9 million more a year for vouchers for children who already attend private schools. The figures for those switching to private schools after receiving the vouchers would be difficult to calculate because it is unknown how many would make the switch. The bill is not entirely patriotic in nature. Supporters said the bill would show support for the state's military as the federal government is considering closing bases. "I don't want you to feel I'm wrapping this bill in the flag," said Rep. Carey Baker, sponsor of the bill. Democrats and public school organizations said the bill takes advantage of the war in Iraq to promote private school vouchers. A legislative committee was to consider the bill Tuesday.

On January 6, 1853, Florida Governor Thomas Brown signs the bill that provided public support to higher education. East Florida Seminary in Ocala is one of the first schools to use this funding, but it soon closes due the Civil War. In 1866, EFS reopens in Gainesville, beginning a 150-year journey to become one of the largest, most prestigious schools in the world.
Legend has it that all of the faculty and male students of military age serve in some capacity in the service of the Confederacy.
Andrew Sledd is selected as the president of the University of Florida at Lake City. In 1905, Sledd is chosen to be the first president of the new Univesity of the State of Florida. Sledd's appointment as president is entwined in state politics, however. Many believe his standards for the school are too high and that he overlooks the benefits of athletics. He is forced to resign after Governor Albert Gilchrist's inauguration in 1909.
