    with soil saturated with water.
    In the aftermath of a hurricane or other natural or human hazard we often find that some of the damage is repetitive, in other words the same type of damage had happened before. We also find ourselves discussing how we did not learn the lessons taught by the last disaster., and wondering how we can avoid this from happening again the next time we suffer the impact of a hurricane.
    Mitigation is our best alternative for reducing the potential for damage from recurring hurricanes and other hazards. To be effective, mitigation must take place in an environment where everyone is aware or knowledgeable about the important benefits derived from this practice. This means emergency managers, building design and construction professionals, planners, industry and business managers, policy-makers and the general public must all be educated about mitigation and its benefits.

One of our key field visits each time has been the Greensboro school, where our African guests have had a chance to learn about the bilingual (and other) programs there and to share similar experiences from Guinea.     Recordkeeping/Reports: Parochial, denominational, and private schools must keep a register of student enrollment and daily attendance in a manner prescribed by the state and open for inspection by the local superintendent or attendance assistant. Fla. Stat. Ch. 232.021. The register may be used as evidence in a court procedure for the enforcement of the Florida compulsory education statute. Fla. Stat. Ch. 233.19(5). Prior to admission to pre-kindergarten or kindergarten, a private school principal must require that the child provide evidence of age such as a transcript of the child?s birth record or certificate of baptism. Fla. Stat. Ch. 232.03. Nonpublic schools which become defunct must arrange for the transfer of student records to the local public school superintendent, or if a member, the principal office of a nonpublic school system or association. Notice of transfer must be given to the Department of Education. Fla. Stat. Ch. 228.092. Nonpublic schools serving K-12 students must file a database survey form with the Florida Department of Education indicating the name of the institution, address, telephone number, type, administrative officers, enrollment by grade or special group, number of graduates, number of instructional and administrative personnel, number of school days, and other data as needed under ?228.092 and 232.021. Fla. Stat. ch. 229.808 (1),(2),(3),(4)-(7).

FELMAC's "Nursing Advantage Loan" and "Teacher Advantage Loan" programs, along with its unique "Absolute Zero Loan" program, will provide students with low-cost education loans to help offset the spiraling cost of college tuition. "We are thrilled to be able to help students in Florida meet the rising cost of their college education with these new deep-discount education loan programs," said Vince Roig, Chairman and CEO of Southwest Student Services Corporation. "Our Nursing Advantage and Teacher Advantage Loans are currently available at 0.81%. And our Absolute Zero Loan Program means students pay no upfront fees for their Stafford Loans. We encourage students throughout the State of Florida to take advantage of these great education loan values." FELMAC'S Nursing Advantage Loan is a low-cost Stafford Loan Program for students who are preparing for careers in nursing or healthcare administration in Florida. Students studying to become licensed nurses or nurse-administrators at Florida healthcare facilities, and nurses in Florida who are enrolled in continuing education courses to further their professional skills or licensing, pay no upfront fees (which are normally set at 3% of the principal amount borrowed). They also receive a 3% discount to the Stafford Loan interest rate when their employer certifies that they are full-time employees at an eligible Florida healthcare facility, and another 0.25% discount for auto-debit payments!
