Florida has a major stake in the movement toward hemispheric free trade. For Florida, geography is destiny. Originally part of the Spanish empire, Florida is as much part of the Caribbean as it is of the Southeastern United States. History, population, culture and commerce link the state intimately to Latin America and the Caribbean. Canada is another significant trading partner, and many Canadians migrate to the state during their harsh winter months. Canada, Latin America and the Caribbean are major trading partners with Florida, with nearly $25 billion in merchandise trade and hundreds of millions of dollars in tourist revenue. Perhaps more than any other U.S. state, Florida has benefited by the rebounding Latin American and Caribbean economies. Indeed, Florida's trade fortunes in recent years have been very favorably impacted by surges of US imports into Central America, Colombia and Argentina. Co-production and twin-plant operations in the Caribbean and Florida have further linked our economies together.

    The Florida Keys and Everglades
    The Florida Keys have been designated a National Marine Sanctuary (like an underwater national park) in order to protect one of America's only living coral reefs. Some areas of the 2800 square nautical mile sanctuary will be set aside for recouperation and some for special uses (jetskis in some areas, non-motorized boats only in others). Everyone has an interest in the fate of the Sanctuary and our country's underwater resources. The final draft of the Mangement Plan for the Florida Keys National Marine Sanctuary is being submitted to state and federal officials for their approval. Tell the policy makers that you want strong protection for the seagrass beds, mangroves, and coral reef. Ask them to support strong regulations and the necessary funding to preserve the habitat that is home to the Key's unique marinelife, from parrotfish to manatees, herons to crocodiles.

    Related Category: U.S. Physical Geography Florida Keys, chain of coral and limestone islands and reefs, c.150 mi (240 km) long, extending from Virginia Key, S of Miami Beach, to Key West, and forming the southern extremity of Florida. Between the Keys and the mainland lies Florida Bay; they are separated from Cuba by the Straits of Florida. Many of the islands, the best known of which are Key Largo and Key West , have resort developments. The Keys are also noted for their commercial fisheries, diving zones, subtropical vegetation, and variety of wildlife. In the 1990s concern over population growth, increased traffic, and degradation of reefs and local water grew. The first U.S. undersea park, at Key Largo, has noted coral formations. Most of the islands are linked to the mainland by the Overseas Highway (completed 1938), which has 42 bridges.

The NW of Florida is a gently rolling panhandle area, cut into by deep swamps along the Gulf coast. The St. Marys River in the northeast and the Perdido River in the northwest form part of the boundary with Georgia and Alabama.     Geography Location Climate Ocean Floor Phenomena ... Sargasso Sea The Bermuda Triangle lies vaguely east of Florida. Bermuda, Puerto Rico, and Miami are said to be the "points" of this legendary triangle. However, the U.S. government denies the existence of these borders. Many "phenomena" enthusiasts claim that the triangle is not truly a triangle but a general area of water found east and southeast of North America. In any event, the geography of the area is awe-inspiring and deeply misunderstood. The humid subtropical climate of the region brings with it heavy rainfall and high temperatures. An annual rainfall in excess of 60 inches (152 cm) can be expected. Though much this rainfall is mostly spread evenly through the year, hurricanes and harsh thunderstorms occasionally drop 10 inches of rain within hours. This area is well known by geographers for the sudden nature of its storms. There have been many reports of complete whiteouts being formed in seconds. Waterspouts and extremely strong winds are dangerous elements that often accompany these storms. The topography of the ocean floor bottom is surprising to many that sail the area. It is commonly believed that this whole area is very shallow. This is true near to the Florida coastline, but as the North Atlantic Continental Shelf breaks off only miles away, depths quickly reach as low as 12,000 feet. About 100 miles north of Puerto Rico is the deepest part of the Atlantic, the Puerto Rico Trench, estimated at 30,000 feet deep!

    Changing Nature of Florida's Coastal Geography
    Florida has undergone dramatic changes in the last few decades, from a state with low population density and a primarily rural economy to a relatively densely populated state whose economy depends heavily on tourism and services. Some of the most profound transformations have occurred in the coastal zone, creating needs for resource management that reflect the new geographic and demographic realities. Florida's coastal population has seen an increase from 4.8 million in 1960 to 12.8 million in 1990 ( ). This rate of growth is four times that of the U.S. in general, and is largely due to immigration from other U.S. states. Most of the immigrants prefer to settle close to the shore: seventy-nine percent of Florida's population live within the coastal zone ( Culliton et al., 1990 ). While the coastal population of the U. S. during this period has increased by 38% nationwide, Florida's coastal counties have grown by 169% ( ). Florida's coastal population increase has not been uniform: the Atlantic coast counties have seen a 175% increase, while the Gulf has experienced a 160% increase (

    Introduction and Statement of the Problem The U.S. has witnessed a consistent and seemingly inexorable increase in the number and percentage of its citizens who lack health insurance coverage.  From approximately 34.4 million Americans under age 65 without health insurance during 1990 (15.7 percent of the under 65 population), the ranks of the uninsured have swelled to 43.9 million in 1998, representing 18.4 percent of the population (U.S. Census Bureau, 1999). Over this period, the U.S. Census Bureau’s (1999) estimates of the percentage of Floridians under age 65 without health insurance have remained above the national average, moving from 2.4 million uninsured in 1990 (21.5 percent of the population) to 2.5 million in 1998 (21.1 percent of the population). These worrisome numbers have persisted despite significant health policy efforts aimed at decreasing the number of uninsured.  Nationally, President Clinton’s Health Security Plan proposed an ambitious set of policies designed to achieve systemic reform of health care financing in the U.S. (White House Domestic Policy Council, 1993).  In Florida, Gov. Chiles’ Health Security Plan proposed significant subsidies to assist low income Floridians in purchasing health insurance.  Such subsidies were seen as essential in promoting the small group reforms embodied in Chiles’ Community Health Purchasing Alliances, or CHPAs (Agency for Health Care Administration, 1993).

A long, low peninsula between the Atlantic Ocean (E) and the Gulf of Mexico (W), Florida is bordered by Georgia and Alabama (N). The Florida peninsula, warmed by surrounding subtropical and tropical waters and cooled by the trade winds, is famous for its pleasant climate, abundant sunshine, and scenery. The NW of Florida is a gently rolling panhandle area, cut into by deep swamps along the Gulf coast. The St. Marys River in the northeast and the Perdido River in the northwest form part of the boundary with Georgia and Alabama. Much of the east coast is shielded from the Atlantic Ocean by narrow sandbars and barrier islands that protect the shallow lagoons, rivers, and bays. Immediately inland, pine and palmetto flatlands stretch from the Georgia border almost to the southern tip of the state. Central Florida abounds in lakes, with Lake Okeechobee being the largest. The Everglades, which includes Big Cypress Swamp, is a unique wilderness region of subtropical plant growth and animal life and extends over the center of the southern part of the peninsula. Florida's SW coast, on the Gulf of Mexico, is dotted with tiny islands, and the Florida Keys, extending south and west from the southern tip of the state, are linked to the mainland by a causeway. Florida is separated from Cuba to the south by the Straits of Florida.
