ADE 21 Proposal
Component 1: Abstract
The central purpose of this proposal is to increase the capacity of Florida's adult education system and its regional personnel to innovate, apply new ideas, and enhance program effectiveness as we move into a new century. The target population for the grant request is composed of all adult education teachers and administrators in Regions I through V The principal Indicator of Adult Education Program Quality targeted by the proposal is IX, "Staff Development." The proposed activities will also have a measurable impact on one important dimension of Indicator VI, "Program Planning and Evaluation" (namely, community input to programs) and on one dimension of Indicator VII, "Curriculum and Instruction" (instructional resources: technology). Funds will be used to implement a project that qualifies both in the Special Demonstration and the Teacher Training categories of 353 funding. The workplan calls both for providing critical training to persons engaged in adult education and for strengthening the professional development system at a regional level in a manner that will "involve the use of innovative methods", "promote more effective programming" and further "a comprehensive or coordinated approach to problems of adults with educational deficiencies."

      Host events in the language in which parents have proficiency. Parents that are not confident in speaking English can feel too intimidated to attend events offered in English only. If an event is offered in English only, provide translators, if feasible. Parents who are not proficient in English should be offered invitations and materials in a language they can read and understand. Schedule events at various times, such as before school, lunch time, evenings and/or Saturdays.
    Ideas and Activities that Promote Family Involvement:
    • Have a special reading day once a month where parents come in and read to/with students. For Read Across America Day (March) invite parents in to read to students or have students read to parents. Invite dads to school for a breakfast with their child, such as a Doughnuts for Dad breakfast.

    Dr. Douglas is an educator, trained in the field of international relations, and specializes in democracy in developing countries, international labor affairs, and international ethics. He has taught university students at SAIS, adults in a mid-career graduate program at Georgetown University, foreign visitors to the U.S., U.S. Foreign Service officers, and Latin American, African, and East European trade unionists. He has over three decades of practical experience in international labor affairs, and has lived and worked for extended periods in Europe, Latin America, and Asia (where he has twice been a Fulbright Lecturer in Korea).     III. PROGRAM IMPLEMENTATION: INPUT AND PROCESS A. Overview The program was implemented between October 1999 and April 2000 in 72 locations across the country, covering all 133 communes. Civic leaders participating numbered over 2400, of whom 2187 completed the participatory evaluation instrument. Most of these also took the post-test of knowledge and attitudes, though problems of incomplete forms and differences between attendance at the planning sessions prior to the training where pre-tests were given and attendance at the workshops themselves reduced the number of trainees for whom paired pre-test/post-test results were obtained to just over 1000. B. Input: Project Conception and Design The basic program strategy was based on a rich background of experience in decentralization and training for local administrative responsibility in Haiti. Creole-language materials were linguistically well conceived and generally very well received and appreciated by trainees. The shortcomings of this "input" were in large part a consequence of the compressed timeline and lay in two related areas: operationalization of instructional objectives and development of instructional design. The evaluation team was alerted to delays in development of instructional materials caused by the extremely rapid start-up of the project and postponed its first mission therefore until early September. At that time, evaluators helped project staff to define a certain number of underlying instructional objectives that would make it easier to devise tests measuring knowledge gains and attitude change during the training. An example of the kind of scheme used is presented in appendix to the trip report in Annex A.
