    Academic policies are published in the Graduate Policy Manual, which is available for reference and photocopying in the Evans Library, in each academic unit office and in the Graduate Program office. It is also available on the World Wide Web on the Florida Tech homepage under academics and research. All graduate students are advised to review the manual early in their graduate careers and to refer to it if in doubt about any aspect of Graduate School policy.
    Admission
    Evaluation of the applicant's record is made by the applicant's desired academic unit. In the case of a special student described below, the evaluation will be made by the Graduate Program office. Admission requires the approval of the Graduate Program office and the head of the appropriate academic unit. For those cases in which the student has acceptable undergraduate achievement but has course deficiencies, the major academic unit will specify those Florida Tech courses that, if taken, will remove the deficiencies. Procedures
    Applicants for master's degree programs should submit their applications at least four to six weeks prior to the beginning of the desired entrance semester. Doctoral program applicants (except for applicants to the School of Psychology and the Department of Biological Sciences) and all international applicants should submit their applications according to the following guidelines:

School Choice Gives Increased Opportunities to
Children with Special Needs
by David Salisbury David Salisbury is director of the Center for Educational Freedom at the Cato Institute. Executive Summary In 2000, Florida instituted an innovative school choice program for children with disabilities. During the 2000–01 school year, the McKay Scholarship Program for Students with Disabilities provided scholarships to more than 1,000 students who chose to attend private schools rather than remain in their neighborhood public schools. Currently, more than 8,000 special education students in Florida attend 464 private schools throughout the state. Critics of school choice often argue that school choice benefits only the best and brightest, leaving behind those children who are most difficult to educate. They also argue that vouchers lead to the establishment of "fly-by-night" schools and drain public schools of revenue. Florida disproves those claims. Private schools have proven their willingness to accept McKay scholarship students, and the fact that 89 percent of McKay students re-enrolled in their scholarship schools demon-strates that most parents are satisfied with their chosen private school.

The HEM staff has been considering pulling these listings. The main reason is that as homeschooling becomes more widely accepted, and as states are scrambling to reform their education system, the situation becomes more complex. This makes overviews, listings and rankings less valid. We have, however, decided to keep these listings in place because they carry, at a minimum, a link to your state government. Additionally we hope reading cited code and at least one homeschooler's interpretation will help start to demystify legislation and encourage you to investigate further. When talking to new homeschoolers we often hear concerns about the law. Is homeschooling legal? Who do I have to notify? What do I have to teach? While the legalities are a concern that should not be ignored, neither should our response be automatic and not thought out carefully.
There is no single source, no one true homeschooling authority. We all own the responsibility to think through laws and regulations on homeschooling. Of course you'll find those who disagree - an entire industry has grown up around the fact that there are differences of opinion on homeschooling's legal matters. What we offer here are overviews of laws and regulations compiled by knowledgeable homeschoolers. These files are not legal advice nor the final word on the subject. They are simply a starting point. To maintain our freedom to homeschool we will each need to go far beyond any convenient compilation or synopsis. We need to continue to do our own learning, lead our own research, and decide on our own actions.

Recordkeeping/Reports: Parochial, denominational, and private schools must keep a register of student enrollment and daily attendance in a manner prescribed by the state and open for inspection by the local superintendent or attendance assistant. Fla. Stat. Ch. 232.021. The register may be used as evidence in a court procedure for the enforcement of the Florida compulsory education statute. Fla. Stat. Ch. 233.19(5). Prior to admission to pre-kindergarten or kindergarten, a private school principal must require that the child provide evidence of age such as a transcript of the child?s birth record or certificate of baptism. Fla. Stat. Ch. 232.03. Nonpublic schools which become defunct must arrange for the transfer of student records to the local public school superintendent, or if a member, the principal office of a nonpublic school system or association. Notice of transfer must be given to the Department of Education. Fla. Stat. Ch. 228.092. Nonpublic schools serving K-12 students must file a database survey form with the Florida Department of Education indicating the name of the institution, address, telephone number, type, administrative officers, enrollment by grade or special group, number of graduates, number of instructional and administrative personnel, number of school days, and other data as needed under ?228.092 and 232.021. Fla. Stat. ch. 229.808 (1),(2),(3),(4)-(7).
