New board figures tab for Florida education
The first budget for all public schools and colleges will likely total $12.7-billion.
By STEPHEN HEGARTY published August 22, 2001 TAMPA Despite concerns by board members that they are not ready to make a budget recommendation, the new Florida Board of Education is poised to approve a $12.7-billion spending request today for the state's entire education system. The board has not yet developed a strategic plan to guide its budget priorities. And it doesn't really know how much revenue the state has to work with. Nevertheless, board members meeting at Tampa's Erwin Technical Center are expected today to approve the state's first-ever "coordinated budget request" covering everything from kindergarten through college and graduate school. "Clearly this is not the best way to do budgeting," said board member T. Willard Fair, who joined board member Charles Garcia in expressing concerns about the timing of the budget request. "So, I'm going to be frustrated this year. I'll accept the Horne budget plan this year, but it's got to change."

Among his many complaints: The Populists had "discovered a kid without a law practice and have decided to run him for attorney general." That line is now worth a good laugh in Florida, where three of the five current declared candidates for attorney general could spend the entire campaign quarrelling over who has the least legal experience.

Dear Dr. Britton: You have asked the following question:
    MAY FUNDS RECEIVED PURSUANT TO s. 236.25(2), F.S. (1986 SUPP.), FOR THE LOCAL OPTION MILLAGE LEVY FUND BE TEMPORARILY ADVANCED TO THE GENERAL FUND OR ANY OTHER PART OF THE SCHOOL BOARD BUDGET?
Section 9(a), Art. VII, State Const., provides that "[c]ounties, school districts, and municipalities shall ... be authorized by law to levy ad valorem taxes and may be authorized by general law to levy other taxes, for their respective purposes, except ad valorem taxes on intangible personal property and taxes prohibited by this constitution." (e.s.) Section 236.25(1), F.S. (1986 Supp.), requires
    [e]ach school board desiring to participate in the state allocation of funds for current operation as prescribed by s. 236.081(6) shall levy on the nonexempt assessed valuation for school purposes of the district, exclusive of millage voted under the provisions of s. 9(b) or s. 12, Art. VII of the State Constitution, a millage rate not to exceed the amount certified by the commissioner as the minimum millage rate necessary to provide the district required local effort for 1982-1983, pursuant to s. 236.081(4)(a)1., plus 1.6 mills. However, in no event shall the nonvoted discretionary millage of a district exceed 25 percent of the millage which is required pursuant to s. 236.081(4), exclusive of millage levied pursuant to subsection (2).

Janet Reno backs former Florida education commissioner for Senate race
The Associated Press MIAMI (AP) - Former U.S. Attorney General Janet Reno endorsed former state education commissioner Betty Castor in the Democratic race for the U.S. Senate on Monday, citing Castor's long commitment to bolstering education and the environment. Reno chose Castor over two other prominent Democrats seeking the seat of retiring Sen. Bob Graham - Miami-Dade County Mayor Alex Penelas and U.S. Rep. Peter Deutsch. Castor was Florida's commissioner of education from 1987 to 1993, then was president of the University of South Florida until 1999, when she became president of the National Board for Professional Teaching Standards. Republicans in the Senate race include former Judicial Watch head Larry Klayman, state House Speaker Johnnie Byrd, state Sen. Daniel Webster and former U.S. Rep. Bill McCollum, the party's unsuccessful Senate candidate in 2000.

Manatee And Dugong Bibliography: The Smithsonian's National Museum of Natural History has an online bibliography that lists printed publications relating to manatees or dugongs. The bibliography is divided into three categories: technical, general, and periodicals. Several references are also available for young students in the general and periodical categories. A great resource for projects or reports.
All Educators:
Manatees: An Educator's Guide (6th Edition) is available free for educators. This publication includes information on the natural history and habitat of manatees in Florida as well as information on sirenians of the world. Threats to survival, research and conservation issues are also addressed, and the guide includes a section on classroom resources and activities. Florida Institute of Technology Degree Programs Florida Institute of Technology is an accredited, coeducational, independently controlled and supported university.
