By Richard Florida Last March, I had the opportunity to meet Peter Jackson, director of The Lord of the Rings trilogy, at his film complex in lush, green, otherworldly-looking Wellington, New Zealand. Jackson has done something unlikely in Wellington, an exciting, cosmopolitan city of 900,000, but not one previously considered a world cultural capital. He has built a permanent facility there, perhaps the world's most sophisticated filmmaking complex. He did it in New Zealand concertedly and by design. Jackson, a Wellington native, realized what many American cities discovered during the '90s: Paradigm-busting creative industries could single-handedly change the ways cities flourish and drive dynamic, widespread economic change. It took Jackson and his partners a while to raise the resources, but they purchased an abandoned paint factory that, in a singular example of adaptive reuse, emerged as the studio responsible for the most breathtaking trilogy of films ever made. He realized, he told me, that with the allure of the Rings trilogy, he could attract a diversely creative array of talent from all over the world to New Zealand; the best cinematographers, costume designers, sound technicians, computer graphic artists, model builders, editors, and animators.

Blessed with lands that seemed limitless, challenged to "go west" and tame the wilderness, our history, our "manifest destiny," has been to clear the forests, cut roads through rock, pave and plow our country, and create cities. The American mission to conquer and settle the land shaped our character. And we got good at it. Too good. Now at the start of a new century and a new millennium, Americans no longer reflexively equate progress with development. In fact, because the costs and consequences of poorly planned development have become clear and common, Americans are clamoring for better, smarter ways to grow.

Sioux City native Jason Kolbe recently returned from Cuba where he did research on the behavioral and evolutionary ecology of lizards. Cuba, the Pearl of the Antilles, has had a travel ban for United States citizens for more than four decades. Except for Sioux City native Jason Kolbe, who spent the summer of 2002, studying the evolution, ecology and population of the lizard in the West Indies island country, located about 90 miles south of Florida. Kolbe, a graduate student at Washington University in St. Louis, Mo., spoke about his research and trip to Cuba during a visit to his parents' home in Sioux City for the holidays. He explained that the university has an arrangement with the State Department which allows individuals access to Cuba for educational purposes. Humanitarian groups, journalists and diplomats are also allowed visits. "It really wasn't tricky to make the arrangements because we were working in collaboration with the Institute of Ecology and Systematics in Havana," he said.

Streamlining Government in Venice, Florida
As the election season grows nearer, political rhetoric calling for reduced government spending abounds. Once again we're confronted with a barrage of reports and plans designed to promote efficiency in public institutions. The cynical doubt whether government officials can really pull in the reins on spending and increase productivity. However, the City of Venice, Florida, situated on the Gulf of Mexico just south of Sarasota, has proven that achieving such goals is more than mere wishful thinking.
Overcoming Vendor Software Limitations
Without instituting costly modifications, no vendor supplied software package can meet all users' needs, all of the time. Steve Randall, Venice's DP Manager discovered this while attempting to generate a highly specific report using the City's municipality software system. That system is designed primarily for city and county governments, and performs such diverse functions as payroll, personnel, accounts payable/receivable, application tracking, building permit tracking, fixed asset accounting and code enforcement.
Streamlining Public Administration
Randall's users benefit from the mrc-Productivity Series' reports and applications without even knowing it. That's because he has customized the mrc user interface to make it look and feel like the City's main software system. "I just recompiled the front end of the City's program and main menu, and added a 'Custom Option' menu selection for mrc programs. When the users select that option, they probably will not even know they are running a different software program," Randall explained.

Theater ... ENVIRONMENTAL STUDIES Faculty are drawn from throughout the College. The Environmental Studies Area of Concentration is coordinated by the Environmental Studies Steering Committee. Codirectors: Jonathan Miller and Julie Morris; Faculty Program Director: Heidi Harley An interdisciplinary program, Environmental Studies draws students from varied backgrounds. Ideally students bring skills from several disciplines to bear on questions regarding the relationship between people and the environment. Complementing the disciplinary knowledge students bring with them, environmentally-related courses are offered in five broad areas: principles of ecology and field biology, human perception of and attitudes toward the environment; environmental policy and management; sense of place in relation to the natural and built environment; and environmental aesthetics, philosophy, and ethics. There has always been a risk in liberal arts education that knowledge will become detached from practice, that students will become intellectual jugglers of arcana, unable to affect the world. Recently undergraduate education has been criticized for disconnecting academic ideas and scholarship from social and environmental settings. The Environmental Studies Program seeks to "ground" students in two ways – first, by emphasizing demonstrated competence in real-world skills and second, by attempting to connect students with a landscape or community.

DATELINE: Aberdeen, Scotland The Aberdeen Press and Journal reports the Highland Council's Ross and Cromarty area planning committee, near Aberdeen, Scotland, has delayed a ruling on noise problems by the quarry operator Leiths, on its Tor Achilty quarry near Contin, until September. The committee is set to consider a breach of the quarry's planning conditions related to noise levels. Committee members delayed their ruling in order to allow the quarry to finish work which is intended to minimize the noise. According to the article, the committee already informed Leiths officials of their disappointment at the length of time the company has taken to install noise monitoring equipment, given the seriousness of the breach of planning conditions. But, the article notes, committee members also were sympathetic to the quarry's problems, and some members criticized newcomers who have complained about the industrial noise in the area. Councilor Sandy MacKenzie said, "The problems associated with noise are nothing compared with those of no noise. If there's no noise, there's no work." Another Councilor, Val MacIver, said the protective services department should come up with what constituted acceptable industrial noise. Top
