Timucuan Trail State and National Parks Description: In January 1999, the City of Jacksonville announced a plan to acquire 10 to 20 square miles of environmentally sensitive lands within its corporate boundaries. The announcement of the plan coincided with an effort by local National Park Service officials to establish a partnership to support the existing parks and preserves within Jacksonville, Florida. Four years later, the city and the National Park Service, with other land acquisition agencies, have spent $131 million acquiring nearly 40,000 acres and creating one of the largest urban park systems in the nation. The National Park Service, the city and the State of Florida, formed a partnership called the Timucuan Trail State and National Parks, which cooperatively markets, manages and supports a park area that covers nearly 12 percent of the city. As part of the agreement, the partners participate in the development of access and management plans, regardless of ownership. The partnership will likely grow to include agencies and non-profits that have significant land ownerships near or within the national park boundaries. Those groups include The Nature Conservancy, the St. Johns River Water Management District and the Florida Bureau of Coastal Aquatic and Managed Areas.

  • Early Human Habitation People first reached Florida at least 12,000 years ago. The rich variety of environments in prehistoric Florida supported a large number of plants and animals. The animal population included most mammals that we know today. In addition, many other large mammals that are now extinct (such as the saber-tooth tiger, mastodon, giant armadillo, and camel) roamed the land. The Florida coastline along the Atlantic Ocean and the Gulf of Mexico was very different 12,000 years ago. The sea level was much lower than it is today. As a result, the Florida peninsula was more than twice as large as it is now. The people who inhabited Florida at that time were hunters and gatherers, who only rarely sought big game for food. Modern researchers think that their diet consisted of small animals, plants, nuts, and shellfish. These first Floridians settled in areas where a steady water supply, good stone resources for tool making, and firewood were available. Over the centuries, these native people developed complex cultures. During the period prior to contact with Europeans, native societies of the peninsula developed cultivated agriculture, traded with other groups in what is now the southeastern United States, and increased their social organization, reflected in large temple mounds and village complexes.

      The Voucher Challenge
      Competition helps public schools.
      S tates and cities across the nation are considering school vouchers as a way to improve their education systems. Colorado recently joined Florida, Milwaukee, and Cleveland in adopting legislation to offer low-income students vouchers they can use to attend private schools. Similar bills have been introduced in Texas, Utah, and Louisiana, and have been discussed in several other states. Most prominently, the first federally sponsored voucher program is scheduled to begin this fall in Washington, D.C.
      Few question whether vouchers are beneficial for the students who use them to leave failing public schools. Rather, the debate is now focused on the effect vouchers have on public schools. Opponents contend that vouchers drain resources and talent from public schools, hindering their ability to improve, while proponents argue that the need to attract and retain students will provide public schools with an incentive to improve.
      Both opponents and proponents make plausible arguments, but we do not have to make such an important policy decision based only on rhetoric. We can look to the experience of other communities with voucher programs to learn whether expanded choice and competition leads to public-school improvement.

    Canada Our purpose is to provide Central Florida educators with information about Canada and Canadian Studies in the United States. Canada and the United States have a common cultural heritage and share the longest peaceful border in the world. Economic relations between the United States and Canada continue to develop through the North American Free Trade Agreement (NAFTA), and expectations are high for continued growth.
    Canada is not only our largest trade partner but also a close and unique security relation. The common heritage in North America includes centuries of stable democratic government. The 21st century presents challenges in trade, federal relations, and other matters which both nations must face. Canadian Studies Outreach is a source of information about these and other matters. Information Canadian Studies Outreach provides information about the social, cultural, political, economic, physical, and historical foundations of government in Canada. By providing teachers with basic information about Canada, and resources for finding more information, we hope that Florida students develop an increased awareness of their northern neighbor, and an appreciation for the diversity of the North American continent. Montreal, for example, is a continental city with a European flavor to it, and the traditions in many of the provinces are unique to their cultural heritage and political background. We hope that by providing resource material, Canada will become a more familiar entity for Floridians, and will enable us to better understand those Canadian tourists who frequent our state.

    It's time that the truth came out. The arts are good business. Cultural institutions in the United States now draw more visitors than do professional sports events. According to the Business Committee for the Arts, Inc., the arts account for roughly six percent of the U.S. gross domestic product. A nationwide study released in June 2002 by Americans for the Arts reports that the nonprofit arts industry accounted for $134 billion in total expenditures, a 45 percent increase from the last time the study was conducted in 1994. The study also noted that nonprofit arts organizations spend more than $53.2 billion in their communities annually and support nearly five million full-time equivalent jobs. In Florida the numbers are equally impressive. State-funded research shared by the Florida Cultural Alliance in January 2000 showed the Florida arts and cultural industry contributed $1.4 billion toward gross state product in 1996-97, while creating 22,237 full-time jobs. That $1.4 billion figure includes $738.1 million in direct spending by cultural organizations on goods and services, plus millions more in subsequent ripple effects on local economies. You don't need to be a statistician to appreciate that the arts are a powerful force driving Florida's economy - just visit your nearest city and take a stroll through the downtown arts district. There you'll likely observe what arts professionals and supporters have been arguing for years: The arts are exceptional at pumping dollars into local economies, making neighborhoods and cities better places for every resident to live. Also known as "cultural corridors," these thriving arts districts serve as catalysts for economic growth in cities as diverse as Fort Lauderdale, Miami Beach, Jacksonville, St. Petersburg, Sarasota, the Palm beaches and others. Whether attracting visitors to formerly neglected urban areas, creating demand for restaurants and bolstering a community's tax revenues or stimulating major building projects, cultural corridors play a key role in bringing new vitality to Florida's cities.
