The First Jobs/First Wages (FJFW) Council is required to develop strategies for approval by the Workforce Florida Board consistent with its mission in law. Additionally, the Council is to advise the WFI Board and make recommendations on implementing programs and expending funds supporting the FJFW program. The State Council, appointed by the Chair of WFI, is required by law to meet at least quarterly (or at the call of the Council chair or at the direction of the WFI Board of Directors). The FJFW Council is tasked with developing strategies that expand basic workplace skills and the experience of young people and first-time working adults throughout Florida. The Council will formulate a youth workforce plan, providing a blueprint for agencies and communities to fit together the vast array of programs and resources to leverage dollars from state and federal programs.

Some say community colleges are within their rights to seek approval to offer bachelor's degrees. Others believe that baccalaureate-granting community colleges will eventually leave behind the very students community colleges were created to serve. President Talbot D'Alemberte convened the first meeting of The Florida State University Board of Trustees appointed by Governor Jeb Bush under legislation passed in the 2001 regular session of the Legislature at 4 p.m., September 24, 2001. The President apologized for the delay in and format of the meeting. Due to the horrendous events of September 11, 2001, the two-day meeting scheduled for September 12-13 was cancelled and a conference call was planned to bring the Board together. He noted the Board would use materials and the numbered agenda items previously mailed to the trustees for the September 12-13, 2001 meeting. The President recognized Mr. Phil Handy, Chair of the Florida Board of Education for briefs remarks. Mr. Handy recounted the strong ongoing support of President D'Alemberte and President of the Faculty Senate, Dr. Karen Laughlin, for the work of the Task Force on Educational Governance and the new Florida Board of Education. He urged the Board to help insure that the task of educational reform be completed. In that vein, he suggested that the Trustees approach their efforts with an attitude that they would "ask for forgiveness, not permission" from the Florida Board of Education.

Slavery was this country's original sin, infecting the Constitution at its conception. It took more than 75 years after the Constitution was adopted and a bloody civil war before the end of slavery as a legal institution and the civil rights amendments were added to the Constitution. And it would take another hundred years after that before laws were passed outlawing racial discrimination in employment, housing, public education and accommodations, and protecting the right to vote. Despite enormous progress, however, the promise of fair and equal treatment for people of color remains frustratingly elusive. In many parts of the state, our schools are as segregated and profoundly unequal as they were when the U.S. Supreme Court declared segregated schools unconstitutional in its landmark Brown v. Board of Education
