Future uncertain for Florida's boards of trustees
Most believe Bush will reappoint current trustees to new boards in January
By Alexi Howk Published: Monday, November 18, 2002 Two weeks ago Floridians voted for another reorganization of the state's university system; however, with Gov. Jeb Bush still remaining the dominant force in deciding who will run the 11 public universities, some speculate that little will change.
Amendment 11, advocated by Sen. Bob Graham, restores a statewide Board of Governors to oversee the state's university system, while retaining the individual local boards of trustees to administer universities.
Under the provisions of the amendment, Bush appoints 14 of the 17 members of the Board of Governors The remaining three are automatic and will be held by the education commissioner, chair of the faculty senate and the president of the statewide student council.
As of now, trustees and officials have not discussed implementing the amendment. A spokesman for the governor's office said Bush, and his people are still trying to figure out how to carry out the amendment. The have until Jan. 7 when the amendment goes into effect.

California, Florida Receive Active Member Status
The purpose clause of the NABP Constitution and Bylaws (Article II), which provides for the establishment of uniformity in the licensure process, is the lynch pin driving decisions in respect to the Constitution and Bylaws. The interpretation of this provision, and other provisions of these governing documents, has been based on facts considered in respect to the time in history of the Association. A set of facts under consideration in 1965 may lead to one decision based on the Constitution, while the same set of facts considered in 1995 could lead to another. The NABP Constitution, like the United States Constitution, has the flexibility and resilience to justifiably permit differing conclusions.
The California licensure process is based on the NAPLEX but is prospective in nature measured from January 1, 2004, forward; Florida restricts licensure transfer to those who have taken the NAPLEX in the last 12 years. The EC did not believe that these limitations, which were set by legislation and not by the boards, should block Active member status. Other states are free to subject the licensure transfer of California and Florida applicants into their respective jurisdictions with like restrictions. Licensure transfer of eligible candidates to and from California or Florida will still occur under the uniform standards that NABP has worked throughout its history to establish. The EC has urged both California and Florida to review their laws in respect to possible changes in their respective licensure transfer programs.

More Information about the Florida Black Bear What is the Florida Black Bear Curriculum Guide? The Florida Black Bear Curriculum is a joint project of the Florida Fish and Wildlife Conservation Commission and Defenders of Wildlife The Curriculum Guide is a comprehensive series of lessons on the natural history and conservation needs of Florida's black bear. Designed to educate and stimulate teachers and students in grades 3-8. The lessons were designed to address many subject areas such as reading, language arts, history, geography, social studies, math, art and science. Each lesson is correlated to the Sunshine State Standards for each subject addressed. Free 4-6 hour educator workshops are offered on the same basis as the other K-12 programs, and several workshops around the state are enhanced by additional input from bear biologists who work with the Commission and other organizations. Educators must attend a workshop to receive the curriculum guide.
