HISTORY OF LEON COUNTY SCHOOLS Local efforts for a kindergarten program began in 1905 when a law suggested by the Tallahassee Woman’s Club was introduced and passed by the Legislature. The first public kindergarten provided in Leon County, in 1916, cost $1,600 to build and equip. Kindergartens were discontinued at Caroline Brevard and Sealey in 1941. The present kindergarten program was initiated in 1968 with 21 classes in 11 schools. Many of the earlier schools were small frame buildings. Through a gradual consolidation program the total number of schools was reduced from: Year Schools 32 (19 elementary; 6 middle; 4 senior high; 1 alternative school; 1 vocational/technical center; and 1 exceptional child center) 35 (22 elementary, 8 middle, 4 high school, 1 alternative school, 1 vocational/technical center; and many district-wide program centers.) 1997-98 Student enrollment: PK-5 . . . . . . . 15,702 District-wide. . 4,606 Public funds expended for education reflect the growth of population, public interest in providing education for all interested citizens and the upsurge of the economic life of the county, state, and country. The picture of the trend in total expenditures for education in Leon County is as follows: Year Amount Since 1868, 17 individuals have served as the Superintendent of the Leon County Schools. The present Superintendent, Bill Montford, has been in office since November of 1996. Superintendent Montford is the eleventh superintendent to serve since 1917 so there have been long periods of operation under the same leadership, giving some stability to the system.

    Florida’s A+ Program may be the most controversial education reform program in the country, because it combines two extremely contentious education reforms: vouchers and high-stakes testing. Florida’s high-stakes test, the Florida Comprehensive Assessment Test (FCAT), is used to grade schools on a scale from A to F. If a school receives two F grades in any four-year period, it is considered to be chronically failing and its students become eligible to receive vouchers they can use to attend other public or private schools.
    The theory behind the A+ Program is that chronically failing public schools will have an incentive to improve if they must compete with other schools for students and the funding they generate. This study identifies five categories of low-performing schools based on the degree of threat each school faces from voucher competition: Voucher Eligible Schools (where students are already receiving vouchers), Voucher Threatened Schools (where one more F will make vouchers available), Formerly Threatened Schools (which used to be Voucher Threatened but no longer are), and two categories of similarly low-performing schools not facing any immediate threat of voucher competition. It then examines test score improvements on the FCAT and on the Stanford-9, a nationally respected standardized test, to see whether low-performing schools facing a greater degree of threat from voucher competition made better improvements than low-performing schools facing a lesser degree of threat from vouchers.

Alternative Schools
Devoting a separate category to "alternative schools" is somewhat inexact, as every option discussed under School Choice represents an alternative to conventional or mainstream public education. Prospective founders of magnet and charter schools would surely profit by revisiting surviving alternative schools' early experiences (Dunn 2000), whether based on Waldorf, Montessori, Summerhill, or more pragmatic philosophies. To this list, Daniel Drake (2000) would add several "responsive" public-school varieties, such as Comer Process schools, full-service schools, immersion programs, schools-within-schools, and middle schools. Schooling alternatives have existed for centuries in many nations. By the end of the 1800s, public schools in the U.S. were flourishing. Many children attended church-sponsored schools; "some affluent families educated their children at expensive and exclusive boarding schools or at local private schools" (Koetke 1999). Koetke (1999), a classroom teacher, notes the immense variety embedded in the term

Sample Selection
Information from the pilot study helped guide the allocation of the total sample to the two major categories of districts: districts that reported alternative schools in the CCD and those that did not report alternative schools in the CCD. Within each category, the samples were further allocated to district size strata (less than 2,500, 2,500 to 9,999, 10,000 or more) in rough proportion to the aggregate square root of the enrollment in the stratum. The sampling frame was also ordered by metropolitan status (urban, suburban, rural) and region (Northeast, Southeast, Central, West) to induce additional implicit stratification. Within each primary stratum, districts were selected systematically and with equal probabilities. The sampling frame constructed consisted of 14,619 regular public school districts during the 1998–99 school year. After the stratum sample sizes were determined, a final sample of 1,609 districts was systematically selected from the sorted file using independent random starts. The 50 states and the District of Columbia were included in the sample, while school districts in the outlying U.S. territories were excluded. Districts are of three types: unified, secondary, and elementary. Unified districts serve students across all grade levels and comprised 83 percent of the total sample (table A-1). Secondary districts comprised 2 percent, and elementary districts (i.e., serving grades no higher than grade 8) comprised 15 percent of the sample.
