Driving in floods If you live in an area where flooding may occur, move your vehicle to higher ground if flooding is expected. As well as the risk of damage to your vehicle by leaving it in a flooded area, it may also be a hazard or cause obstruction to emergency services. Tips for driving in flood conditions Do not drive unless your journey is absolutely necessary.
Plan your journey to avoid flooded areas and make sure you allow plenty of time. Listen to local media broadcasts or call RAC's Traffic and Travel Service from a land line on or from any mobile phone.
Take spare dry clothing, food, a flask of hot drink and if you have a mobile phone make sure you have the telephone number for contacting the emergency services.
If you have to drive in a flooded area take care. Do not attempt to drive through water if you are unsure of the depth.
Other than potential damage to your vehicle, many vehicles require only two feet of water before they float.
On some vehicles the level of water where damage may be likely is only a few inches deep.

While the floods in Mozambique during the past month have undoubtedly reversed much of the progress made recently on many fronts in Mozambique, their impact on the country's well-established mine action programmes remains mostly unknown at this point. It is not yet possible to evaluate the impact of the floods that have devastated the southern and central region of the country, including the mine-affected provinces of Maputo, Gaza, Inhambane, Sofala and Manica. Most areas affected are still inundated by the floods with the possibility of more floods as river levels increase again. In the areas where the flood is receding, there is still little mobility with few villagers returning home. In addition to mines, many other life-threatening problems confront Mozambique as a result of the flooding including the threats of malaria and cholera. Related Material

Toward a Mine-Free World
The main danger with respect to mines is however very clear: there is no certainty as to where the mines are now because landmines and buried explosives, shift like stones in rushing water, and tend to move downstream following gravity. Some of the antipersonnel mines used in Mozambique were made of plastic and float in water. According to Gerhard Zank, the Mozambique representative of the Halo Trust, a British demining agency: "In the past, mines have been washed downstream in heavy rains, but we never had flooding on this massive scale before. We just don't know what the effect will be."

Monsoon floods recede in Malaysia
Heavy rains already caused the closure of several roads in some eastern states back in November. KUALA LUMPUR, Malaysia After days of widespread flooding in peninsular Malaysia, thousands of people have begun to return home as the waters recede. Heavy annual monsoon rains left four children dead and one missing the victim of a mudslide that swept away hillside houses, according to the Bernama state news agency. Three states in the east including Johor, Terengganu and Pahang had to evacuate people to relief centers when swollen rivers, land and mudslides wreaked havoc. The deluge has also affected farmers in the central Cameron Highlands, causing potential losses to produce and blocking routes to markets. Many roads became impassable, including a number of routes over the mountains to the capital Kuala Lumpur, due to landslides and rising floodwater.

31 January 2002 HEIKE LANGENBERG A taste of climate change to come? The flood warnings are out again in the UK this week. Last year, record rainfalls hit England, causing widespread flooding. Around 11,000 people were evacuated from homes and businesses and the railway network was brought to its knees. Two studies now show that the future may hold many more sandbagged river banks and submerged streets. Climate scientists shrug off the question of whether the catastrophic winter of 2000 was a taste of climate change to come, or if it was just extraordinarily wet, a freak event unlikely to recur in the near future. "Scientifically, this is not a meaningful question," says Tim Palmer of the European Centre for Medium-Range Weather Forecasts in Reading, UK. This gloomy prognosis is backed up by work from Christopher Milly of the Geophysical Fluid Dynamics Laboratory in Princeton, New Jersey, and co-workers . They find evidence of increasing numbers of great floods in the largest river basins globally over the past 100 years, and agree that floods are likely to continue to become more frequent.

Although people may adapt to gradual climate change, the effects of extreme rain and flooding are often broad, devastating, and costly to society. Landslides, avalanches, and flooding damage infrastructure such as roads, bridges, and buildings, and hurt agricultural productivity because of lost crops and soil erosion. Two cities that lay at the edge of the Mediterranean more than 1,200 years ago, Herakleion and Eastern Canopus, disappeared suddenly, swallowed by the sea. Now, an international team of scientists may have figured out the mystery of why it happened.

The cities of Herakleion and Eastern Canopus lay at the edge of the Mediterranean more than 1,200 years ago, but disappeared suddenly when they were swallowed by the sea. Scientists say it occurred because the land on which the cities were built liquefied.

Earthquakes, subsistence conditions, and a rise in sea level have all been suggested as possibilities. "There are no written documents on how, when, or why these two cities went down," said Jean-Daniel Stanley, a geoarchaeologist with the Smithsonian Institution in Washington, D.C.

As this is written, the international relief operation in Mozambique is finally into high gear. So is the debate about to what extent the response to catastrophic floods in Mozambique and neighboring countries was too little and too late, illustrating yet again the double standard of the world's response to crises in Africa. Yet there are also significant new features in the response to the crisis. Fundraising and volunteer contributions from within Mozambique, from neighboring South Africa and from around Africa (the Organization of African Unity, Malawi, Ghana, and other countries) are at much higher levels than in previous African natural or human-caused disasters. Contributions have even been received from East Timor, a fellow ex-Portuguese colony. Perhaps it is because Mozambique arouses particular sympathy because of its decades of suffering from war, only to be hit with yet another colossal human tragedy. Perhaps it is because Mozambique despite its poverty is one of the African countries most proficient in using the internet. Perhaps it is because communication within Africa is improving. Nevertheless, there is the usual danger in response to international crises, that the world's attention will be fleeting more focused on the dramatic helicopter rescues or immediate relief needs than on the rebuilding efforts that Mozambicans repeatedly stress must be built into the response. It is also likely that international agencies will get greater resources than their Mozambican counterparts, and that existing Mozambican and regional organizations will be weakened rather than strengthened by some outside efforts.

    It's hard to believe that a small, slow-running stream could cause harm. During a flood, however, even the calmest brook can become a torrent and cause unforeseen misery and damage. Many people like to live near a body of running fresh water. Rivers and streams provide recreation, food, and, of course, drinking water. But when rain or melting snow produces large amounts of water, rivers and streams may flood, causing problems for those who live nearby. Although we describe floods as disasters, they are, in fact, natural phenomena. Floods occur when a watershed receives so much water that its waterways cannot drain it off properly. A watershed is an area of land (usually quite large) that drains into a river or stream. A small river will drain several thousand or hundreds of thousands of acres of land. Within any one watershed, excess rain will cause increased water levels downstream. What occurs at any point along a river can affect not only that point but also the entire watershed.
