Eight die in Siberia floods
MOSCOW, Russia Eight people have died in floods sweeping across Siberia, with dozens trapped, Reuters has reported. Campers and mushroom pickers are among those trapped in the region's forests, Reuters quoted the Interfax news agency as saying. Dozens of villages near Siberia's Lake Baikal have been evacuated, while three people have died in Buryatia province and five in the Irkutsk region, the agency said. It said 200 more people were thought to be trapped in the woods, unable to return from expeditions to gather mushrooms and berries. Television pictures in Russia have shown cars being swept away by raging floodwaters. An Emergencies Ministry spokeswoman in Moscow said water levels in rivers in the region were subsiding. She said 56 villages had been evacuated as of Wednesday morning. Eastern Siberia saw the worst floods in years earlier this year, with thousands left homeless, before airforce bombers were sent in to blast ice floes and unblock a river.

A t the junction of three riversthe Allegheny, the Monongahela, and the OhioPittsburgh, Pennsylvania, has suffered several devastating floods. On March 16, 1907, heavy rains and melting snow brought the river stage to 36.6 feet, causing the greatest flood in the city to date. Residents were caught completely unaware due to the rapid rise of the water, but surprisingly few lives were lostestimates range from 6 to 12. However, damage to property and business was great, with total losses estimated at $5,000,000. Electricity was cut off and hundreds of workers found themselves out of work due to mill and industrial plant closures. Thousands of curiosity seekers crowded the streets of downtown Pittsburgh to witness the flood damage. Some used whatever they could find to navigate the waters; notice the men in what may be a casket. The photographer of this image probably hauled his equipment onto the top of a horse-drawn wagon, a conclusion supported by the horse's ear in the lower right corner of the panorama.

West Virginia floods lead to state of emergency
Motorists negotiate floodwaters covering East Main Street in Princeton, West Virginia, on Thursday. CHARLESTON, West Virginia (CNN) Heavy rains caused flash flooding in southern West Virginia on Thursday, resulting in one apparent flood-related death and sending some residents climbing onto their roofs to escape the rising water, emergency officials said. The floods came after more than four inches of rain deluged McDowell County and surrounding areas Thursday afternoon, said Jeff Hovis, a meteorologist for the National Weather Service in Charleston. In adjacent Buchanan County, some residents of Hurley were awaiting rescue from their rooftops, he said, adding, "We've got some pretty widespread flooding." The body of a man was found floating near Panther around 3 p.m., said Mark Rigsby, public information officer for the West Virginia Office of Emergency Services.

Story Tools HONG KONG, China Raging floods in six central and southern Chinese provinces have claimed more than 70 lives and inflicted damage worth hundreds of million yuan. An order issued by Premier Wen Jiabao last weekend called on officials in affected provinces to boost flood-prevention work even as they persevere with the fight against severe acute respiratory syndrome (SARS). Wen pointed out that officials must have a firm grip over both missions, "and there must be no mistake over either [task]." Since early this month, torrential rain has hit parts of the provinces of Guangdong, Fujian, Jiangxi, Hunan, Hubei, and Guizhou with the situation in central Hunan being the gravest. Authorities in Hunan said water levels along the province's major Xiang River had breached the danger marks. The official China News Service quoted local cadres as saying the floods in Hunan were "the most serious in ten years." A crest along the Xiang was expected to surge through Changsha, the provincial capital, later Monday, and nearly 400,000 workers, civil servants, police and soldiers had been deployed to tackle the crisis.

In this story: More than 7 inches of rain Stranded on Alcatraz RELATED STORIES, SITES LOS ANGELES (CNN) Much of California is under a coastal flood warning Thursday from a Pacific storm that drenched the southern part of the state with up to 7 inches of rain as it moved inland. Thousands of people lost electricity as high winds toppled trees and power lines. Up to 20 inches of snow is expected on higher ground in California, Nevada, Arizona and southern Utah. ( Click here for National Weather Service advisories Coastal residents and emergency crews stacked sandbags to protect homes from flooding. Los Angeles fire spokesman Brian Humphrey told CNN that there have been "roughly 200 flooding-type incidents, mostly affecting single-family homes." He reported no deaths or serious injuries because of the storm. Forecasters warned that surf as high as 20 feet, along with high tides, could bring danger on Thursday and Friday. "You have to go back three years to the winter when El Nino hit to find a storm of this magnitude," National Weather Service meteorologist Mark Moede said. "This is a very powerful storm."

The main cause of flooding is when a lot of rain falls in a few days. The ground becomes so wet that no more rain can trickle through the earth. This rain runs into the rivers and the water level quickly becomes much higher. The river can't cope with this extra water and the water breaks over the river banks. This happened in China in 1998. Countries like Bangladesh, where the land is flat with high mountains, are often flooded in Spring. Snow and ice melts because the weather becomes warmer Hurricanes, cyclones and typhoons can cause floods. These are very strong winds which form over seas and blow towards coastlines. The winds make the waves in the sea much higher. The waves then crash onto the beach and flood the flat land by the coast. This happened to the Caribbean island of Antigua in 1995. Earthquakes shake the earth, causing big waves called tsunamis. The tsunamis travel towards the shore and flood the flat coastal land.

As this is written, the international relief operation in Mozambique is finally into high gear. So is the debate about to what extent the response to catastrophic floods in Mozambique and neighboring countries was too little and too late, illustrating yet again the double standard of the world's response to crises in Africa. Yet there are also significant new features in the response to the crisis. Fundraising and volunteer contributions from within Mozambique, from neighboring South Africa and from around Africa (the Organization of African Unity, Malawi, Ghana, and other countries) are at much higher levels than in previous African natural or human-caused disasters. Contributions have even been received from East Timor, a fellow ex-Portuguese colony. Perhaps it is because Mozambique arouses particular sympathy because of its decades of suffering from war, only to be hit with yet another colossal human tragedy. Perhaps it is because Mozambique despite its poverty is one of the African countries most proficient in using the internet. Perhaps it is because communication within Africa is improving. Nevertheless, there is the usual danger in response to international crises, that the world's attention will be fleeting more focused on the dramatic helicopter rescues or immediate relief needs than on the rebuilding efforts that Mozambicans repeatedly stress must be built into the response. It is also likely that international agencies will get greater resources than their Mozambican counterparts, and that existing Mozambican and regional organizations will be weakened rather than strengthened by some outside efforts.
