Nova Scotia's Fisheries and the Genuine Progress Index
by Tony Charles and Amanda Lavers Media reports on Nova Scotia's fishery usually focus on how much fish is caught, fisher incomes, fish exports, and total revenue. All of these factors contribute to the Gross Domestic Product, the conventional measuring stick of the economy. These measures, however, do not capture all that we value in a fishery. To produce a more comprehensive assessment of the fishery, and to measure its progress towards sustainability, a Fisheries Account is being developed within the framework of the Genuine Progress Index, as introduced in the previous BTI. The discussion here highlights some major themes of the GPI Fisheries Account. (This article is based on preliminary analysis; results are subject to change.)
Natural Capital and Depreciation
Traditionally, we have assessed the economic performance of Nova Scotia's fishery by adding up all the revenue obtained from catching and selling fish. This practice misses a critical point: it does not account for the value of fish remaining in the ocean after the fishery has taken place, or any damage to the natural system which maintains the fishery. The fish in the sea, the quality of the water, the ocean bottom habitat, and all the other elements of the marine environment constitute natural capital - this is what keeps the fishery functioning and needs to be recognized as having real value, value that can be measured partly in monetary terms.

Science Helps Sustain Great Lakes Fisheries
STONY BROOK, NY, September 01, 1995 - Nearly destroyed by overexploitation, invasions of nonindigenous species and pollution in the first half of this century, the fisheries of the Great Lakes have undergone a remarkable rebirth. Today, the Great Lakes support world-class recreational fisheries that generate more than $4 billion in regional economic activity. Commercial fisheries generate another $270 million. Through coordinated research and direct interaction with state and federal management agencies over the past 25 years, the region's Sea Grant programs have contributed significantly toward sustained development of these fisheries. Thanks to the scientific data, techniques and new management tools provided by Sea Grant-funded research, Great Lakes fishery policies now are determined more by the lakes' biological capacity than by political and short-term economic pressures.

Stanford Report, Feb. 18, 2004 Panel examines communications difficulties when discussing marine fisheries BY ESTHER LANDHUIS Throw into the pot a thorny scientific issue, some edgy policymakers and a few journalists seeking "balanced coverage," and what do you have? A recipe for confusion and policy gridlock. "In science, there are never two sides. There are multiple outcomes," says Stephen H. Schneider, professor of biological sciences and senior fellow at the Stanford Institute for International Studies. Schneider discussed the challenges of assessing and communicating scientific risk during a Feb. 15 symposium "Tough Decisions: Dealing with Uncertainty in Managing Marine Fisheries" at the annual meeting of the American Association for the Advancement of Science (AAAS) in Seattle. The symposium featured scientists and lawyers who have participated in some of the most controversial marine and environmental policy debates. It was co-organized by Josh Eagle, a lecturer at the School of Law and director of the Stanford Fisheries Policy Project, and Alison Rieser, a professor at the University of Maine School of Law. "Our panel focused on how to make decisions about ocean resource use in the face of significant uncertainty for example, how many rockfish fishermen should be allowed to catch this year even though we don't know exactly how many rockfish there are," Eagle says. The symposium aimed to show "that it's possible to make good decisions in the face of uncertainty, and we talked about how this can be done."

— The National Marine Fisheries Service (NMFS) is presenting to the North Pacific Fishery Management Council its framework for significantly revising a plan to protect the ecosystems of the Bering Sea and Gulf of Alaska, after finally recognizing its previous plan was legally defective. Greenpeace, the American Oceans Campaign, and the Sierra Club hailed this announcement as an opportunity for the Council to put the needs of the ocean ecosystem before the fishing industry by significantly altering fishing practices, and are calling on the Council to put forth a true ecosystem alternative for consideration by NMFS. In response to the comments of the groups that its draft plan was fatally flawed, NMFS last week announced its intention to return to the drawing board. "If you are not alarmed by the serious declines of Steller sea lions, otters, fur seals, birds, and other marine life in the North Pacific, you're not paying attention," said Phil Kline of American Oceans Campaign. "Industrial fishing removes huge amounts of fish that are important prey for other fish and marine animals, and these removals effect the entire health of the food chain." The announcement by NMFS was spurred by a 1998 lawsuit brought by Greenpeace, American Oceans Campaign and the Sierra Club, represented by Earthjustice and Trustees for Alaska. According to the groups, industrial fishing for pollock has had devastating effects on Steller sea lions, a species unique to the Alaskan coast. Once numbering almost 250,000, the sea lion population has plummeted to under 50,000 in just 30 years and was added to the endangered species list in 1997.
