WHAT'S THE AUSTRALIAN FISHING INDUSTRY WORTH?
The fishing industry is Australia's fourth largest food industry with a gross value of production of $2.41 billion.
The latest information on the economic contribution of the industry is outlined in Australian Fisheries Statistics 2002, launched today by Senator the Hon. Ian Macdonald, Minister for Fisheries, Forestry and Conservation.
The report contains comprehensive data on the volume and value of production from state and Commonwealth fisheries, and the volume and value of Australian fisheries trade, by destination, source and product, for the three years to 2001-2002.
ABARE Chief Economist, Ms Rhonda Treadwell, said Australian fisheries production rose by 1.8 per cent in 2001-02 to around 233 000 tonnes. However, with falling unit values for many species, the gross value of fisheries production in 2001-02 fell slightly by 0.8 per cent to $2.41 billion.
Aquaculture and Commonwealth wild caught fisheries increased their total gross value of production from 2000-01 to 2001-02, while that from state wild-caught fisheries fell. The total value of aquaculture production increased by 3.5 per cent to almost $733 million from it's revised 2001 value, while the value of Commonwealth fisheries increased by 1.0 per cent to around $481m. The value of state wild caught production fell by 2.8 per cent to $1.26 billion

rules for coho remain in effect OLYMPIA - A judge's decision overturning a federal agency's finding that Oregon coastal coho salmon stocks should be protected under the Endangered Species Act does not extend to Washington state and will not alter rules to protect wild coho in Washington waters. Washington Department of Fish and Wildlife (WDFW) is reviewing U.S. District Judge Michael R. Hogan's ruling. Judge Hogan's ruling, issued in Oregon, states that the National Marine Fisheries Service erred when the agency listed coastal coho salmon for protection under the ESA in 1998. Washington state has two coho salmon stocks that are candidates for ESA protection: Puget Sound/Strait of Georgia coho, and the Lower Columbia/southwest Washington coho stock. Since 1996, all hatchery coho salmon reared in WDFW hatcheries have had the adipose fin removed so that anglers could easily distinguish hatchery fish from wild fish, which have an intact adipose fin. WDFW will still enforce its rules and regulations regarding wild coho release in all designated areas, including the Columbia River, Washington coast, the eastern Strait of Juan de Fuca and the San Juan Islands.

Legal victory for Fisheries Act
Decision in Kingston water pollution case preserves integrity of Canada's strongest water pollution prevention legislation
May 13, 2004 KINGSTON, ON - In a unanimous decision, the Ontario Court of Appeal has upheld the effectiveness of Canada's most important water pollution prevention legislation, the federal Fisheries Act. The decision, released late yesterday, re-affirmed the standard for enforcement of the Act, which will assist water pollution prosecutions across the country.
"This decision maintains the Fisheries Act as the strongest legislation protecting against water pollution in Canada," said Sierra Legal Defence Fund lawyer Robert Wright. "The Act is "preventative" or "precautionary" at its core, which is a theme that other municipalities have picked up in making the connection between the health of our environment and the health of our citizens." The decision is the culmination of a court process begun in 1997 as a private prosecution by a concerned citizen, Janet Fletcher. Crown prosecutions followed in the fall of 1997 and the proceedings have progressed through the courts jointly. "This has been a long haul," said Ms. Fletcher. "It's all been worth it because the appeal court has upheld this important legal tool that enables strong enforcement of the Fisheries Act and a high standard of environmental protection. It can continue to be used to effectively to battle pollution at this site and others like it."

MEDIA RELEASE International Complaint Launched Against Canada For Failing To Enforce Fisheries Laws Wednesday, March 15, 2000 VANCOUVER: At a time when salmon species are in serious decline, British Columbia logging companies continue to destroy fish and fish habitat with impunity owing to the failure of Canada to enforce its own environmental laws. In response to this grave situation a formal complaint was filed today at the North American Commission on Environmental Cooperation by a international alliance of environmental groups represented by the Sierra Legal Defence Fund. "The failure to regulate logging practices in British Columbia poses a serious threat to fisheries," says Sierra Legal lawyer Randy Christensen. "Forest companies routinely and systematically undertake practices that harm fish and destroy fish habitat." Sierra Legal Defence Fund filed the complaint on behalf of five Canadian and United States environmental groups: the David Suzuki Foundation, Greenpeace Canada, the Sierra Club of British Columbia, the Northwest Ecosystem Alliance, which is based in Washington state, and the Natural Resources Defence Council, based in Washington, D.C. Forest Practices Code is not in compliance with the federal Fisheries Act Forest Practices Code . The code, which was introduced in 1995, regulates logging on public lands.

'Fish and Ecosystems Forever' Drive earns Japan Prize for CSIRO Scientist
Released: 18 December 2003
Photo: Chris Crerar An Australian scientist at the forefront of international efforts to conserve fisheries and marine ecosystems has won the highest accolade in the world for ecological research, the prestigious Japan Prize. Dr Keith Sainsbury, a CSIRO marine ecologist and mathematical modeller, joins an elite group of scientists to win the Japan Prize with his award. The award relates to food production based on sustainable ecosystems, a concept that Dr Sainsbury and colleagues has championed in both theoretical and practical ways for more than 20 years. "What this Award achieves is recognition that Australia has a great science base to guide fisheries sustainability and the integrated management of human impacts on marine ecosystems." "The Australian Government took the initiative in management of its own fisheries resources and is setting standards to ensure domestic sustainability while advocating the case at the United Nations for sustainable fisheries and biodiversity protection more generally and on the high seas. The marine ecosystems of the world are the last great frontier.

2004 (20th Anniversary) Japan Prize Laureate - Dr. Keith J. Sainsbury (New Zealand)
(Taken from the Japan Prize website http://www.japanprize.jp/e_2004_e2.htm
Dr Keith Sainsbury Prize Category: Food Production Based on Ecosystem Concepts Contributions to the Understanding of Shelf Ecosystems and Their Sustainable Utilization Furthermore, Dr. Sainsbury, together with Dr. Carl Walters (from Canada), reviewed the information available for the management of fishing in the Great Barrier Reef, and designed an experimental management approach that for more than 10 years has provided scientific information to manage and guidelines to assess scientifically the effects of line fishing on the ecosystem. Dr Sainsbury has provided the scientific support for management of many fisheries, including tuna, abalone, lobster, toothfish, and groundfish, and was a pioneer in the development of methods to scientifically evaluate fishery management strategies. This approach is now successfully applied in many areas. He has used this experience to support the Marine Stewardship Council to develop standards and assessment procedures for the assessment of fishery sustainability, and this provides the basis for the Marine Stewardship Council ecolabel and market-place recognition of sustainable seafood.

Salmon Farming in British Columbia
Fisheries and Oceans is not fully meeting its obligations to protect wild salmon stocks
Chapter 30 Ottawa, 6 February 2001 Fisheries Act to protect wild Pacific salmon stocks and habitat from the effects of salmon farming in British Columbia, says the Auditor General of Canada. In his Report tabled today in the House of Commons, Denis Desautels notes that the Department is managing on the basis that salmon farming poses an overall low risk to wild salmon and habitat. He urges the Department, in consultation with the Province, to address shortcomings in order to ensure the co-existence of sustainable salmon fishing with the farming industry. "Salmon farming has become an established industry in British Columbia," noted the Auditor General . "However, there are conflicting views on its effects on wild salmon stocks and the environment. In light of the potential risks at stake, it is fundamental that Fisheries and Oceans conserve and protect wild salmon and its habitat as the Fisheries Act requires it to."

Fisheries and Oceans' Fleet is Not Well Managed
Chapter 31 Ottawa, 6 February 2001 "The Fisheries and Oceans fleet plays a key role in the delivery of programs that affect many Canadians," said Denis Desautels. "By improving the management of its fleet, the Department could have a positive impact on the delivery of programs, such as icebreaking, the marine component of search and rescue, marine navigational services, and science and fisheries enforcement." The Report states that there are opportunities for improved productivity in the fleet. Currently, there is a wide variation in practices and procedures in the five regions where fleet operations are controlled. Other problems include the following:
  • Performance expectations for the fleet are short-term, unclear or unrealistic. The funding horizon for the fleet is limited to one year. This makes planning difficult because many of the costs are fixed over a long period and the expected life of a vessel is 30 years or more. Information systems are not integrated and do not provide managers with relevant, timely information on performance and cost.

MEDIA RELEASE
January 26, 2004 FIRST INCREASE IN FISHERIES FINES IN OVER 15 YEARS The Ontario Conservation Officers Association (OCOA) would like to provide anglers with the latest information concerning new fines for most violations of the laws governing sport fishing in Ontario. Effective January 1, 2004, persons who break the rules while fishing will face significantly higher fines. "This is the first increase in fine values since the late 1980s", says OCOA President Jim McMullen, a field Conservation Officer with the Upper Great Lakes Unit in Parry Sound. "Our Association has been lobbying the government for many years to see fines for fisheries offences brought in line with violations of related provincial legislation such as the Fish and Wildlife Conservation Act. We believe that these new fines will more accurately reflect the value of the fisheries resource to Ontarians, and will hopefully act as a deterrent to those who choose the fish illegally." "In some cases in the old fine structure, the cost of a licence was not much different than that of the fine" stated McMullen. "Therefore for some anglers, there was no incentive to comply with the rules".
