Blue-Green Algae Outbreak Comes Early to Barwon-Darling River

Blue-green algae growths have come earlier to the Darling River this year than ever before. Environmentalists said today that this is a symptom of a very sick river system. Environmentalists had warned the Government earlier this year that their delay in implementing environmental flows would haunt them. Clearly, the Darling is in urgent need of greater environmental flows. "The Government was warned that there was no time to waste in restoring the rivers. The presence of the blooms indicates that the Darling desperately needs an immediate return of environmental flows", said Pippi Stenekes, Water Policy Co-ordinator, Nature Conservation Council of NSW. "These flows are needed for both a healthy river and a safe river." Yesterday the Department of Land and Water Conservation issued a High Level alert for blue-green algae on the Barwon-Darling River. The High Level Alert applies to the river downstream of Wilcannia, through to Menindee Lakes. The Department warns that the algae may be toxic to humans and animals. Contact with the water should be avoided and alternative water supplies should be sought. "This problem is proof that the rivers are presently being managed in a totally unsustainabe way. All water users, especially those with large off-river storages, need to accept that there should be dramatic reductions in the amount of water allocated to the irrigation industry," said Pippi Stenekes. "People in the bush know that inadequate flow in rivers is the main cause of blue-green algal outbreaks.

Summary: The Nature Conservation Council of NSW (NCC) has welcomed the Australian Government’s announcement of a proposal to establish a marine reserve to protect the critically endangered Grey Nurse Shark off the New South Wales coast near Port Macquarie. The area, known as the Cod Grounds, is an aggregation site of the Grey Nurse Shark in Commonwealth waters. This proposal means that the two critical Grey Nurse Shark habitat sites in Commonwealth waters - the Cod Grounds and Pimpernel Rock - will be protected. Ms Brooke Flanagan, Executive Officer of NCC said, "This one kilometre sanctuary is a positive step forward for the protection of the Grey Nurse Shark." "The NSW Government policies to date have failed to adequately protect the remaining populations of Grey Nurse Sharks." "This Australian Government commitment has set a precedent that the NSW Government urgently needs to follow by instigating similar levels of protection in the thirteen critical aggregation sites in NSW waters," she said. NCC said the best estimate of Grey Nurse Shark numbers was less than 300. There were 206 sightings of Grey Nurse Sharks impaled with hooks during a four-year study of habitat areas. Of these, 90% were identified as recreational fishing hooks.

NEW RESEARCH FOR SOUTHERN OCEAN FISHERIES
The Commonwealth Government has taken a further step in its ongoing campaign to promote sustainable fisheries by announcing a major research programme covering the Southern Ocean region. Minister for the Environment and Heritage, Senator Robert Hill, said seven scientists would be employed in Hobart to formulate the Antarctic Marine Living Resources Programme. "Australia is taking a strong and determined international lead in promoting sustainable fishing. This new programme will provide a sound scientific basis for fisheries management in the Southern Ocean," Senator Hill said. "The creation of the new program by the Australian Antarctic Division will further enhance Australia's focus on its commitment to the Convention on the Conservation of Antarctic Marine Living Resources (CCAMLR) and raise our national visibility in this important area. "The program will be conducting research aimed at the best management strategies to achieve ecological sustainability of Southern Ocean fisheries, while allowing for development of its economic potential.

Environmental Assessment of Commonwealth Fisheries
Australia's reputation as a world leader in marine conservation has been further enhanced with the commencement of a ground-breaking environmental assessment process for Commonwealth fisheries. Federal Environment Minister Robert Hill announced today that the Heard and McDonald Islands Fishery and the Bass Strait Central Zone Scallop Fishery will be the first Commonwealth fisheries to be formally assessed under the Environment Protection and Biodiversity Conservation Act 1999. "The EPBC Act provides an environmental assessment process for Commonwealth fisheries that is world's best practice. The assessments address impacts on target species and broader impacts on the whole ecosystem." The process for the Heard and McDonald Islands Fishery and the Bass Strait Central Zone Scallop Fishery was initiated this week with the release of draft terms of reference for the environmental assessments. "There are important environmental issues to be addressed in both of these fisheries. In the Central Zone fishery, there have been recent sharp declines in catches of scallops. The Heard and McDonald Islands fishery, where patagonian toothfish is the main catch, is situated in the waters off these world heritage-listed islands."

NOAA Fisheries announced this week that it has developed new technology to help fishermen reduce accidental capture and harm to endangered sea turtles. In cooperation with fishermen and private industry, NOAA Fisheries has completed three years of fishing-equipment research in the high seas of the Atlantic Ocean to develop turtle-friendly gear and fishing methods for commercial longline vessels. The agency and partners have concluded that encounters with leatherback and loggerhead turtles can be reduced by as much as 90 percent by switching the type of hook and bait from the traditional "J"- style hook with squid to a large circle style hook with mackerel.
For the turtles that are incidentally captured, government scientists and partners have developed new de-hooking and release techniques to increase survival rates. Dehookers and dipnets allow fishermen to remove hooks from turtles with minimal additional trauma. A device used as a turtle elevator, the "leatherback lift," was crafted to allow fishermen to bring larger turtles on board for de-hooking. Economic analyst warns of another fisheries collapse
They say current economic indicators don't offer protection By Brian Flinn Canada needs a better way of measuring sustainability in the fishery, or it risks repeating the collapse that crippled the Atlantic groundfishery a decade ago, says the author of a new report. The 1980s boom in the Atlantic groundfishery looked like good news for the economy, but it was actually a sign the industry was killing itself with overfishing, says Saint Mary's University professor Tony Charles. Charles, one of the authors of a GPI Atlantic report on measuring sustainable development in the fishery, compares '80s overfishing to a factory owner selling off pieces of machinery and counting it as profit. By 1990, stocks had collapsed. Fishermen and plant workers lost jobs by the thousands.

Limited scallop season for Denham Sound
A limited three-day commercial scallop season has been approved in Denham Sound following extensive research by Fisheries WA.
Fisheries WA Executive Director Peter Rogers approved the opening of the Denham Sound area for a discrete three-day period prior to the start of the main Shark Bay scallop season to ensure the available product was taken in optimal condition.
Research indicates that if the product were left in the water until August when the Denham Sound is scheduled to re-open, the scallops would be of poor quality and yield poor returns.
The discrete three-day season will commence at 8am on April 28 and conclude at 8am on May 1.
Gascoyne Regional Manager Laurie Caporn said the 2001 fishing arrangements were approved following stock assessment advice from the Research Division of Fisheries WA and consultation with industry and the Shark Bay Scallop Management Advisory Committee.
Mr Caporn said research indicated sizeable quantities would be available this season in Denham Sound following a five-year period of no fishing due to low abundance of commercially viable scallops.
He said between 10 and 30 tonnes of scallop meat could be sustainably caught from Denham Sound. This represents a catch value of between $260,000 and $780,000.

    OTTAWA – The Honourable Geoff Regan, Minister of Fisheries and Oceans (DFO), today released A Policy Framework for the Management of Fisheries on Canada’s Atlantic Coast , the first comprehensive blueprint to guide fisheries management on Canada’s Atlantic coast. The Minister also announced a decision to maintain existing sharing arrangements in 29 of the 30 Atlantic fisheries for 2004 to create a more stable approach to access and allocation. "Atlantic fisheries are a vital part of the fabric of the communities they touch," said Minister Regan. "This new framework will promote conservation and sustainable use of fisheries resources, self-reliant fisheries, a stable and predictable access and allocation approach and shared stewardship with resource users. Our aim is to modernize Government policies to match changing conditions in the fisheries." This blueprint for modernizing fisheries management includes the following elements: More transparent and rules-based decision-making processes;
