The 75,000 people aged 18-35 working in rural industries like agriculture, forestry, fisheries and food aren't just intending on sticking around for the long haul, they're also positive about doing it. In research conducted by the Department in 2001, 71 per cent of young rural people surveyed felt positive about the future outlook of industry, and 87 per cent stated that they intended on building their career in the current industry. Programs for Young People in Rural Industries Young people employed in rural industries have often been overlooked for the contribution they can make in terms of skills and ideas, but the times are changing. The Australian Government is committed to supporting young people in their ambitions.

FAO technical guidelines for responsible fisheries 6 : inland fisheries Published in 1997 by the Food and Agriculture Organization (FAO) these technical guidelines were written by the FAO Fisheries Department. The guidelines were produced to support the FAO Code of Conduct for Responsible Fisheries. As the Code and its composite articles is of most relevance to marine capture fisheries, this guide higlights the problems associated with relating the Code to Inland Fisheries and interprets various articles within the Code towards the specific needs of the inland fisheries sector. The guidelines interpret articles 6, 7, 9 and 10 of the Code of Conduct. NSW Government to stop unbridled seahorse collection

Seahorses will ride a new wave of protection from 1 July 2004 thanks to new collection control measures announced today by the Carr Labor Government. The protection will cover the unique family of fish called syngnathids which includes seahorses, pipehorses and sea dragons. NSW is home to 31 species of the world's syngnathids, including several that are found nowhere else. Throughout the world, the demand for these fish has increased dramatically. Seahorses are facing a growing threat from overfishing, particularly in parts of South-East Asia where they are used for medicinal purposes and as dried curiosities in the tourist trade. Hundreds of thousands of live seahorses were also sold for the aquarium trade, mostly in North America, Europe, Japan and Taiwan. More than 98% of the 200 individual submissions received in response to syngnathid discussion paper, released in August 2003, supported the protection measures. Therefore, from 1 July 2004, all native species of syngnathids will be protected in NSW, and it will be an offence to collect or harvest any of these species without a permit.

    Smaller cities face real challenge from ESA

With the looming June deadline for the National Marine Fisheries Services’ requirement to provide specific protections for salmon and steelhead, many local governments are actively working on plans to respond to the new rules. Unlike previous federal directives, the National Marine Fisheries Service is fostering a bottom-up approach to the latest round of salmon protection by setting regulations that favor locally developed approaches over top-down federal regulation. Local responses to the federal governments requirements, termed the 4(d) rulemaking process after the section of the Endangered Species Act that requires the added protections, are being spearheaded by the Tri-County coalition. Tri-County is composed of the governments of Snohomish, King and Pierce counties, ports, tribes, local cities and environmental and industry groups. The Tri-County plan is based on several platforms, four of which are directly related to land use and development. These include salmon-friendly comprehensive planning, heightened controls on some development, improved agricultural practices, and adequate enforcement of new and existing regulations. The Tri-County 4(d) Rule Framework was released for public comment in late January and is expected to be sent to the National Marine Fisheries Service late this month. While the Tri-County 4(d) Rule Framework makes significant strides toward the development of a regional salmon recovery plan, it leaves the actual implementation of the plan up to participating local governments. Although this effort to empower local decision makers is to be commended, the lack of specific implementing regulations may leave many local governments in a difficult position. For the three counties and larger cities, implementation of the plan will mean changing responsibilities and shifting staff, but the real challenge will lie in implementing the proposed salmon protection measures in the region’s small and medium-sized cities. In contrast to the dozens of environmental scientists, planners and permit specialists who work for King County, most small cities in the Tri-County region have only one or two planners, who already have their hands full keeping up with the demands of development review.

    Fisheries
    The situation in the fisheries sector remains unsatisfactory and fragile, though a start towards the creation of more meaningful activity in the private sector has been made, with the introduction of longer-term fishing licences. There is a continuing need to examine all commercial aspects of the Falkland Islands fishery with a view to identifying opportunity and investment capital for new ventures.
    The fishing potential of the waters around the Falkland Islands is considerable. Commercial fishing in the south-west Atlantic (SWA) had commenced in the early 1970's, but this did not have much impact on the Falkland Islands until the introduction of the 150 nautical mile Falklands Interim Conservation and Management Zone (FICZ) in February 1987. The zone was introduced in response to concern about the increasing levels of uncontrolled fishing in the SWA, and close to the Falkland Islands, in particular. The immediate effect of the zone was that FIG reduced the number of vessels fishing around the Falkland Islands to around 200, whereas 600 had been recorded in previous years, as all vessels now fishing within the zone require a Licence from the Falkland Islands Government.
    The main resources which occur in the fishery are Illex squid, which are fished principally by specialised squid jigging vessels from the Far East; the Loligo squid are fished mainly by trawlers from a number of European countries. In addition, to the two squid species, there are a number of finfish in the fishery, which include Blue Whiting, Hake and Hoki.
