CANADIAN ATLANTIC FISHERIES COLLAPSE
In 1992, the devestating collapse of the cod stocks off the east coast of Newfoundland forced the Canadian government to take drastic measures and close the fishery. Over 40,000 people lost there jobs. The communities are still struggling to recover. The marine ecosystem is still in a state of collapse. The collapse of this vital and important fishery sounded a warning bell to governments around the world who were shocked that a relatively sophisticated, scientifically-based fisheries management program, not unlike their own, could have gone so wrong. The Canadian government had been warned by scientists and environmentalists that the cod stocks were overexploited and that there fleets were employing destructive fishing practices. The refused to significantly reduce quotas sighting the loss of jobs as too great a concern. The cost of their short term outlook and refusal to acknowledge ecological limits was devestating.
THE STORY
The ocean around the rocky shores of Newfoundland were once so full of cod that explorer John Cabot marveled in 1497 that they virtually blocked his ship. In the centuries to follow, fish became the one of the only reasons anyone ever came to Newfoundland, or stayed. Until the mid-twentieth century

Government to approve Maori fisheries model
02 August 2003 The Government is set to approve the plan to bar Pakeha from running $700 million of Maori fisheries assets, despite criticism it is racist. The controversial rule, that future members of the organization that will control fisheries assets must be Maori, will be included in settlement legislation heading to Parliament. Fisheries Minister Pete Hodgson said this week the model, handed to the Government in May, would be introduced into Parliament as "soon as possible", with only minor changes to the Waitangi Fisheries Commission original. This is despite former commission chairman Sir Tipene O'Regan earlier this year describing the Maori-only rule as "childishly racist" and concerns it may breach the Bill of Rights. Mr Hodgson's spokesman did not have any details yesterday of the changes, but commission chief executive Robin Hapi said it would have heard if the Government did not want the Maori-only rule. "I'd be surprised if it was changed. Maori should be able to control their assets themselves," he said. The rule is a departure from the commission's own membership rules, which allow Pakeha, and other organizations such as the Waitangi Tribunal and the Crown Forestry Rental Trust. The commission will be replaced by Te Ohu Kai Moana when the legislation is approved by Parliament. The commission was warned earlier this year that the clause could breach the Bill of Rights on the grounds that it may discriminate against non-Maori, but is confident it will not do so.

3.1 Plans envisioned by the government The government's avowed macro-economic policies and strategy of development greatly influence the growth of a particular sector or sub-sector. The Fifth Five-Year Plan (FFYP) stated that the major thrust for fisheries development will be culture and capture fisheries, promotion of rice-fish farming system in the vast floodplains and conservation and management along with institutional and man-power development for equitable distribution of benefits from common property water resources through research on social engineering. The major objectives for the development of the fishery's sub-sector during the fifth plan-period (1997-2002) were to:
  • generate additional employment opportunities in fisheries and ancillary industries to help alleviate poverty; increase fish production and improve nutritional levels; improve the socio-economic conditions of the fishermen, fish farmers and other people engaged in the fishery sub-sector; increase export earnings from shrimps, fish and fish products;
