ESD Resources (links to other related sites) Australia International States Commonwealth General Ecologically Sustainable Development of Fisheries Ecologically Sustainable Development (or ESD) is a dynamic concept that seeks to integrate short and long-term economic, social and environmental effects into the decision-making of government and industry.  ESD was formulated over 10 years ago, but until recently has proved hard to implement effectively and demonstrate its achievement, in a practical manner.  All Australian fisheries agencies and industry groups are committed to implementing the principles of ESD. This website is part of a national initiative to implement ESD within the management of all Australian fisheries and aquaculture resources.  It is aimed at assisting fishery managers, the industry, environmental groups and the wider community in understanding:

Relationship of National ESD Reports with Other Reporting Requirements
In addition to each fisheries jurisdiction having to meet government commitments to Ecologically Sustainable Development (ESD), there are a number of additional requirements for information that include some, or all, of the components of ESD (see Table During the last few years, changes to the legislation (or regulations) of Commonwealth agencies (e.g. Environment Australia, Great Barrier Reef Marine Park Authority), and non-fishery agencies within some jurisdictions also requires fisheries activities to be assessed against various aspects of ESD.  In addition, there has been an increased focus on the potential for eco-labelling in the development or maintenance of [export] markets.  The changes to Schedule 4 of the Wildlife Protection (Regulation of Exports and Imports) Act (1982) (which affects the ability to export a species) and the newly created Environmental Protection and Biodiversity Conservation Act .  These guidelines are largely based upon the Marine Stewardship Council guidelines (MSC, 1999), and only cover environmental components and a restricted number of governance issues, therefore ignoring social and economic issues.

In an August 2002 report that has just reached the public, U.S. government scientists admit that two dolphin populations in the eastern Pacific Ocean are seriously depleted and may not recover for 200 years, likely because of the deadly chasing and encircling practices employed by the Mexican tuna industry. The report, apparently kept under wraps for months until the Earth Island Institute made it public on December 5, says that the "northeastern offshore spotted dolphins are at 20% and eastern spinner dolphins at 35% of their pre-fishery levels; and neither population is recovering at a rate consistent with these levels of depletion and the reported kills." In other words, both dolphin populations are less than half of what they were in the 1950s, when tuna fisheries began using massive "purse-seine" nets to intentionally chase and encircle dolphins, which frequently swim with tuna in this region. An estimated six million dolphins have been killed since the 1950s, reportedly because of this tuna fishing technique. The report's findings were meant to be the basis for the U.S. Department of Commerce's decision on whether to weaken dolphin protections so that the Mexican tuna industry could sell its fish under the "Dolphin Safe" label in the United States. But on December 31, 2002, despite the findings, Secretary of Commerce Donald L. Evans announced a "no significant adverse impact" finding.

    Overview
    The mandate of Fisheries and Oceans Canada (DFO) is to ensure safe, healthy and productive waters and aquatic ecosystems for the benefit of present and future generations. Through its mandate, the Department affects the livelihoods and safety of thousands of Canadians in oceans and freshwater industries throughout Canada, from fishing and marine transportation to tourism and recreation. In 1999, the Government of Canada announced its commitment to put government information and services on-line, and become the government most connected to its citizens by 2004. For DFO, the Internet offers numerous possibilities for improving the way the Department delivers its services to Canadians. While various technologies already play a major role in the day-to-day work of the Department, DFO is working toward taking full advantage of the benefits offered by the Internet for delivering services and information to Canadians.

Accommodation of Increased Commercial Access Licence Retirement Recommendation 1 The Committee recommends that any transfer of access to fisheries resources to First Nations communities must be accomplished through a federal government-funded voluntary buyback of a portion of existing commercial licences as they become available. Recommendation 2 The Committee recommends that the emphasis should be on the acquisition of "core" multi-species licence packages for the local area for transfer to aboriginal communities rather than the transfer of lobster licences or any other particular species. Government Response The Government recognizes that most fisheries are fully subscribed and that increased Aboriginal participation in the fishery can only occur without serious disruption to existing fishers through the retirement of existing capacity. Additional capacity could compromise achievement of conservation objectives. Under the Allocation Transfer Program (ATP), Fisheries and Oceans Canada (DFO) has provided Aboriginal groups with opportunities to increase participation in the commercial fishery. The ATP provides for the retirement of licences from the commercial fishery and their subsequent re-issuance to Aboriginal groups as communal commercial licences. The academy recommended that the National Marine Fisheries Service, which is charged with protecting fish and shellfish and their ocean habitats, put fragile areas off-limits to fishing. To minimize damage to the ocean floor, trawlers also should be required to modify some of the strong winches, cables, and engines that can reach to depths of 3,000 feet (900 meters) and beyond. "Closed areas are necessary to protect a range of vulnerable, representative habitats," the report said. "Gear restrictions or modifications that minimize bottom contact can reduce habitat disturbance." It also said regional fishery councils that now manage most of the marine fisheries in U.S. waters should be tapped to help decide how to manage the sea floor habitats.

DRAFT FISHERIES POLICY Introduction
Countries around the world are now remoulding their policies in the Fisheries sector, in the background of Liberalisation, Privatisation and Globalisation during the last decade or two, in tune with the changing global trends. The fisheries wealth is dwindling around the globe due to over exploitation and pollution and the World Food Organisation announced a Responsible and Integrated Fisheries Guidelines in 1995 to save this aquatic wealth from extinction. And India being a signatory, is bound to obey these guidelines. It is in this background that Kerala formulate a Fisheries Policy.
Kerala with a total terrestrial area of 38000 square kilometres has a coastal line of 590 kilometres. And the coastal sea which has the same area as the terrestrial area is one of the most productive areas as far as fishing is concerned. The major share of exports in this sector from India is from Kerala. More than a million people belonging to the fishing communities live in 222 fishing villages in the State. The traditional skill in fishing, courage and sense of adventure are their assets. About 2 lakh people depend on ancillary professions like processing of prawns and fish and marketing of fish for a living in Kerala.

KERALA is bordered by a range of mountains viz. the Western Ghats on the eastern side and the Arabian Sea on the western side. The total land area of the state is estimated as 38863 sq.kms. The coastal line of the Arabian Sea sprawling on the western part of the state is 590 kms in length. The inshore sea area falling within the territorial limit of the State (22km) is about 13,000 sq.kms. The continental shelf area of the sea adjoining the Kerala State is 39139 sq.kms. This part of the sea is considered as the most productive portion of the Arabian Sea. The estimated marine Fishery potential of the state is 5.17 lakh tonnes. Fisheries contributes about 3 percent to the economy of the state. The current level of annual Marine Fish Production is to the tune of about 6 lakh tonnes/year.
The state is endowed with a significant wealth of Inland Fishery Resources also. The major inland water resources of the state having much fishery importance are the 44 rivers (85,000 ha), 53 Reservoirs (42890ha), and 53 backwaters and other brackishwater bodies (65213 ha). This inland water resources are also contributing rich fishery wealth to the state. The current level of Inland Fish Production is to the quantum of about 75036 tonnes/year.

Strengths Pacific island fishers have a long history of sustainable use of marine resources. Efforts to "develop" coastal fisheries have weakened many of the traditional management systems. Encouraging local subsistence fishers to be a party to fisheries management, helps bring traditional management information back into vogue. Local communities know who is doing what on the reefs, including fishers who use destructive fishing techniques. If they claim ownership of a coastal management plan, they can apply social pressures against those who infringe on the plan. Community social obligations are more important than money and violators of social mandates are severely punished. By contrast, National laws and regulations are generally ignored and unenforsed. Local communities and fishers monitor the state of the nearshore resources daily. They know by inspection if there are problems or opportunities with the resources. Trained National Fisheries Biologists can both learn from local fishers and impart valuable understanding of biological processes in a participatory management scheme.

Guidelines for the Ecologically Sustainable Management of Fisheries

Guidelines
To satisfy the Australian Government requirements for a demonstrably ecologically sustainable fishery, the fishery or fisheries if a species is caught in more than one fishery, must operate under a management regime that meets Principles 1 and 2. The management regime must take into account arrangements in other jurisdictions, and adhere to arrangements established under Australian laws and international agreements. The management regime does not have to be a formal statutory fishery management plan as such, and may include non-statutory management arrangements or management policies and programs. The regime should:
  • be documented, publicly available and transparent; be developed through a consultative process providing opportunity to all interested and affected parties, including the general public; ensure that a range of expertise and community interests are involved in individual fishery management committees and during the stock assessment process;
