THE FRESHWATER AND SALMON FISHERIES (SCOTLAND) ACT 1976 REVIEW OF THE SYSTEM OF PROTECTION ORDERS
In the Green Paper, Scotland's Freshwater Fish and Fisheries: Securing Their Future (August 2001), we undertook to review and, if necessary replace, the existing system of Protection Orders. Under the Freshwater and Salmon Fisheries (Scotland) Act 1976 riparian owners and occupiers (tenants who by virtue of their lease have fishing rights for freshwater fish) may make proposals for Protection Orders covering complete catchment areas, lochs or systems of lochs, and rivers, in return for enhanced angling access. This system has been criticised over the years on a number of grounds: voluntary monitoring mechanisms proved inadequate; angling access was varied over time; new owners were unaware of their obligations; permit availability was poorly advertised; and actual delivery was problematic. We thought it sensible, against the time the Parliamentary timetable provides the necessary legislative opportunity, to confirm now that there is general agreement that the existing system should be replaced and, if so, with what. (A new system would have to reflect the rights of owners of fishing rights and the wishes of anglers, and to address the conservation status of the fish and the management of the fisheries.)

Florida Alligator Marketing And Education Advisory Committee
The Florida Alligator Marketing and Education Advisory Committee (FAME) has seven members appointed by the Florida Commissioner of Agriculture to terms of three and four years. The FAME Advisory Committee consists of two alligator farmers, two nuisance alligator trappers, two private land owners that participate in the private lands program and one member-at-large. A Florida Department of Agriculture and Consumer Services (FDACS) employee serves as staff to the Committee. The Committee's duties are to represent the industry and identify and recommend alligator marketing and educational programs to FDACS. In addition, they consult and advise the Commissioner of Agriculture and the Division of Marketing and Development regarding the expenditure of funds* to accomplish these goals. * As mandated in the Florida Statutes, the Florida Fish and Wildlife Conservation Commission transfers a portion of the fees collected from Florida's alligator hide validations and egg collection to FDACS to administer for marketing and educational efforts.

Perhaps more importantly, this type of vegetation acts as a buffer to wave action against shorelines and can have tremendous value in preventing shoreline erosion. As a buffer strip, emergent vegetation along a shoreline also has value in its ability to utilize nutrients present in surface runoff as it enters the lake (Figure 12).
Weeds that grow in deeper water and do not stand up from the water are called submergent aquatic vegetation. These plants provide shade and cover for bait fish and game fish, as well as providing food for many waterfowl. One of the major benefits of submergent weeds is the oxygen that they supply to the water. As all green plants do, weeds photosynthesize and give off oxygen into the water, providing much of the dissolved oxygen that fish require.
FISHERIES
Generally, lakes that are very clear, deep, and well-oxygenated with a low trophic status index will have a fishery consisting of a few species of forage fish (Figure 13), and a few species of predator fish (Figure 14), such as walleye and northern pike. The overall number of fish will be fairly low because of the infertile nature of these lakes. This may be a case for good fishing, but for only one or two desirable species.
